SAN FRANCISCO (AP) — The University of California’s governing board is unanimously backing a measure that would restore affirmative action programs at its schools. The proposed ballot measure would repeal the controversial voter-approved statewide ban that's been blamed for a decline in diversity in the prestigious university system. The vote Monday by the university system's Board of Regents means the UC endorses a proposal that would ask voters in November to repeal 1996's Proposition 209 that banned “preferential treatment” for minority groups applying to state colleges and government jobs. The state Assembly approved the measure last week and it still must pass the state Senate to go on the Nov. 3 ballot. 726

(KGTV) - Hundreds gathered at a park in San Ysidro in support of the migrant caravan just hours before border officials closed the border.A group called the San Diego Migrant and Refugee Coalition organized the Sunday rally that eventually turned into a march. About 600 people joined the coalition which is made up of 20 migrant support and social justice groups. The organizers say they disagree with the militarization of the border and want the migrants to know they are loved and welcome. The march ended peacefully at the San Ysidro Port of Entry.  606

(KGTV) - New restrictions in place at the border designed to slow the spread of COVID-19 are also drastically slowing traffic.Some commuters reported waiting seven, eight, nine hours trying to cross into San Ysidro from Mexico over the weekend.A woman in her late 80's died Sunday while waiting in a car with family to cross into San Ysidro, according to reporting partner Televisa.Emilio Tamez owns three restaurants in the South Bay, including one in San Ysidro. Many of his employees live in Tijuana."They're just hurting more businesses, and they're hurting the people who are holding the economy right now," said Tamez.The U.S. Customs and Border Protection Agency started implementing the new measures Friday. They're designed to discourage people from traveling to Mexico for non-essential travel."You've got this, history of many decades of people going across for work purposes or for business purposes things that have nothing to do with leisure or tourism, these are people whose livelihood depends on the border, so you're affecting that large group of people," said Gustavo De La Fuente, executive director of the Smart Border Coalition.De La Fuente said he understands the move to an extent."In some cases, people should stay home, if you want to go into Ensenada or Rosarito for tourism purposes, right now is not the best time to do it," said De La Fuente.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. "Tamez said it's the people working the hardest who will suffer the most."I find it to be very cruel, these people already, before would have to get up 3 hours early just to get to a job here," said Tamez.Similar measures are in place in Tucson, El Paso, and Laredo Texas. The restrictions are expected to last until at least September 21st. 2302

  

SAN FRANCISCO (AP) -- San Francisco supervisors are set to approve new legislation to discourage racist 911 calls that they say expose people of color to dangerous run-ins with police.Supporters say people need to think twice before calling 911 on someone who is barbecuing, jogging or stenciling "Black Lives Matter" at a home.The legislation is called the Caution Against Racial and Exploitative Non-Emergencies Act, also known as the CAREN legislation. The name is a nod to a widespread meme using the name "Karen" to describe a specific type of middle-aged white woman who exhibits behaviors that stem from privilege.Some say they support the legislation, but the name is sexist. 691

(AP) -- Pacific Gas & Electric is expected to plead guilty to 84 felony counts of involuntary manslaughter for a wildfire that wiped out most of a Northern California town.In a court hearing Tuesday, the nation's largest utility will be confronted by the death and destruction caused by its history of neglect and greed.The hearing before Butte County Superior Court Judge Michael Deems comes nearly three months after PG&E reached a plea agreement in the November 2018 fire.Investigators found the fire that destroyed the town of Paradise was ignited by PG&E's rickety electrical grid.The company agreed to pay a .5 million fine and 0,000 for the criminal investigation. 714
