San Diego (KGTV) -- County leaders are taking steps to provide more access to coronavirus testing to some of the local communities hit hardest by the pandemic.The new outreach program will begin with a free new testing site at the Mexican Consulate at 1549 India St. starting at 8 a.m. Monday and will run until 3:30 p.m.No appointments are needed.The County of San Diego has been trying to expand testing and outreach in the Latino community, which has been the hardest hit by the coronavirus.Of the more than 42,000 confirmed cases in the county, Latinos account for 63% of that total.County and community leaders say the Consulate’s opening as a testing location will provide an accessible, safe way for San Diego’s Mexican and Latino communities to receive COVID-19 testing.The additional testing locations coming online in the coming weeks will function on a 14-day rotation. SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

SAN DIEGO (KGTV) - City leaders say the canyon near the 163 that caught fire Tuesday afternoon was overdue for tree trimming and a homeless flushing.The fire only burned 10 trees but it has many neighbors frustrated that the fire even started in the first place.“That was a pretty big one,” said Councilman Chris Ward on the fire, “we’re pretty scared here in the mid city neighborhoods with the urban canyons which catch fire from time to time.”Ward says he has been trying for over a year to get CalTrans and the City of San Diego to clear out the canyons.Officials have not announced the cause of the fire but it is believe to have been from a cooking fire started by homeless illegally camping.RELATED: Brush fire breaks out near 163“About a generation ago we lost 75 homes in Normal Heights to a canyon fire so this is a real, real danger.” said Ward, “We gotta take this seriously.” 896

SAN DIEGO (KGTV) - As the biotech industry grows in San Diego, many companies are hiring, offering people a chance at high-paying jobs in an emerging field."The jobs that are in demand are the ones most difficult to fill," says Lisa Bozinovic, Executive Director of the Biocom Institute, a trade association for the industry in California.According to Biocom's most recent survey of the companies across the state, 88 percent say they plan to expand and hire in the next 12 months. The average salary is 7,000."They need people skilled in IT, HR, administration, accounting, sales," Bozinovic says. "There's a wide variety of opportunities to enter the industry."RELATED: Making It in San Diego: Biotech fields seek veterans for jobsAs demand for employees grows, Biocom is working to let people know they don't need to be a lab scientist or have an advanced degree to qualify.Most companies want someone to have 190 hours of practical lab skills experience before they start. But they're willing to train on the job, and are also partnering with local colleges to help people get that experience.MiraCosta College offers a 4-year degree in Biomanufacturing that teaches students how to combine the science with areas like quality control and regulatory compliance.RELATED: Single mom uses free career training to switch jobsThe Southern California Technology Center has programs at several Community Colleges across San Diego offering starter classes that can help people get their foot in the door.Mesa College's Bridges to Baccalaureate program helps minorities and underrepresented groups get into the industry.Biocom?has workforce development programs and special programs for veterans."A couple of courses at a community college will help someone get enough skills to transfer into the industry from something totally different," says Bozinovic. "We're lucky that San Diego has that life-science industry and we have that opportunity."Ashley Reynolds, who works in Regulatory Affairs at Tandem Diabetes, says programs like these helped her find a place in the industry, even though she had no interest in lab work."There's no one way to do something," she says.Reynolds got a bachelor's degree in biology from UC Riverside and a master's degree in regulatory affairs at San Diego State. She also went to Cal State San Marcos for a lab tech certificate. She says it was a lot of work, but it's been worth it in the long run."You make a path to get there and don't even worry about all the other obstacles in your way," she says. "If you're determined to get there, you will."That's the message Bozinovic has as well. It may take returning to school, but it's an investment in your long-term future."For ,000, you can get a four year degree and slide right into a job," she says of the program at MiraCosta. And, remember, you don't always need a full four year degree.Bozinovic and Reynolds both say someone looking to make a change should take some time to learn about the industry first, and see what part of it interests them. The best way to do that is to go to career fairs or science expos and talk to people at the booths. There are also trade associations and professional groups to join, even if you're still looking for a job."Whatever you put into it is what you'll get out of it," says Reynolds.Anyone interested in a career change can get connected in San Diego through the San Diego Biotechnology Network. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home.
