SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. SAN DIEGO (KGTV) -- San Diegans may start to feel meaningful relief from the housing crisis within 10 years, state Assemblyman Todd Gloria said Thursday.Speaking to 10News before a forum on how to create housing for the middle class, Gloria said a series of new laws going into effect Jan. 1, and other efforts, could help bring relief to rising rents and home prices. “I think it’s reasonable within the decade to see change on this, this problem has become so acute that people really are demanding solutions,” Gloria said. “I think a lot of my colleagues in the legislature also understand that they have to do something. What’s been done in recent history is not working.”Gloria pointed to Governor-elect Gavin Newsom’s platform of radically increasing the amount of housing production in California. Gloria said he wants to pursue relaunching the state's redevelopment program, which paves the way for affordable housing.He said a series of new laws will also take effect Jan. 1, including one that provides financial incentives to developers who build housing for middle-income earners near transit centers. "You can pay your fees on a square footage basis rather than a per unit basis, that should result in some savings, and if done correclty at the right price points there can actually be less parking, which also saves costs,” Gloria said.Still, there is a long way to go. The average rent in the county is now about ,850 a month, and the median home price up to 0,000. The San Diego Housing Commission says the city needs more than 15,000 housing units reserved for middle income earners by 2020, but only a fraction have been built. 1658

SAN DIEGO (KGTV) -- Residents of San Diego County are still disposing of more waste than the average Californian, according to a report by the research group Equinox Project at the Center for Sustainable Energy.According to the report, San Diego continues to dispose of more waste per capita than any of the other major urban counties throughout the state.The latest numbers, which came out in 2016, show that each San Diegan tossed out an average of 5.5 pounds of trash per day in 2016.Within San Diego County, residents in Del Mar disposed of the most trash at 16.5 pounds per capita.Residents of Imperial Beach, however, disposed of the least trash at 3.3 pounds per person followed by Chula Vista at 3.7 pounds per capita.The numbers show that three jurisdictions, Solana Beach, Lemon Grove and Coronado, decreased their waste disposal in 2016.Residents of within the city of San Diego disposed of 5.9 pounds of waste per person per day.The numbers below show how much trash per capita jurisdictions around the county disposed of: 1052

SAN DIEGO (KGTV) -- San Diego Gas and Electric is opening several community resource centers as thousands remain without power amid planned outages. The company posted on its website Saturday that the centers will offer water, snacks, phone charging, ice, water trucks for livestock and up-to-date outage information. As of 1 p.m. Saturday, less than 1,000 remained without power in San Diego County. SAN DIEGO (KGTV) -- San Diego County is no longer abnormally dry, according to a new report from the U.S. Drought Monitor. The report shows a large swath of Southern California having no drought. Most of California, however, remains abnormally dry, according to the report. According to the National Weather Service, the San Diego International Airport measured nearly four inches of rain since October 1st.
