(KGTV) — A new initiative between California and Mexico officials could pave the way for solving the persistent issue of sewage flowing from Tijuana to the U.S.The sewage comes as runoff from the Tijuana River or as flow from the Punta Bandera treatment plant, leading to beach closures in Imperial Beach and Coronado. On Friday, officials from California and Mexico met in Imperial Beach to launch the California-Mexico Strategic Dialogue. The inaugural issue is to find solutions to stop the sewage from flowing into the U.S."While other leaders may use the border as an opportunity to distract and divide, we want to use this as an opportunity to convene and advance," said State Assemblyman Todd Gloria, a Democrat. Officials are reporting progress. Tijuana Councilman Manny Rodriguez said he and others just requested 300 million pesos, or about million dollars, to improve processing tanks at Punta Bandera."We need to focus more on treatment, and if we get the money for that, I think this problem can be fixed," Rodriguez said. Imperial Beach Mayor Serge Dedina said the International Boundary and Water Commission is installing an Earthen Dam in the Tijuana River channel to stop any accidental flows during the dry time of year. "That's a really good sign of little things that don't cost taxpayers any money that keep our beaches clean," Dedina said, adding that those kinds of short-term fixes should be a major part of the dialogue. 1480

  

In a college town like San Luis Obispo, California, the local economy relies heavily on student spending.Since the pandemic hit in mid-March, however, COVID-19 has been costing colleges and this community big bucks.“It’s affected us business-wise; it’s not as many employees nor as many students,” said Darnell Harris, manager of Firestone Grill.Harris says pre-COVID, the college hotspot was selling up to 3,000 meals a day. Now, that number has been cut almost in half.“It affects me and it hits me because it is my livelihood,” Harris said. “This is what I’ve done for a living for 25 years.”Coronavirus concerns have resulted in fewer college students living in this area, especially on campus at nearby California Polytechnic State University, San Luis Obispo.“I can’t remember the last time a had a full night’s sleep,” said Keith Humphrey, Cal Poly Vice President of Student Affairs.Humphrey is projecting a million operating deficit for 2020-21 after the college refunded about million in student rent and food plans after the school went all online back in March.With the dorms now about half full, Cal Poly is spending about 5,000 a month in COVID testing.“There’s no playbook or script for something like this,” Humphrey said. “We will be okay. We budget for rainy days. It’s raining.”San Luis Obispo city leaders say the last economic impact report shows Cal Poly’s and nearby Cuesta College’s direct impact to this entire region was worth .1 billion.With more classes being taught virtually, some students say the cost of college during this crisis doesn’t add up.“It’s not worth it to pay out-of-state tuition to essentially have online school,” said Keaton Foster-Adams, who left the University of Colorado, Boulder and returned to his hometown on California’s Central Coast, where he’s now studying automotive technology at Cuesta College.“I’m hesitant to go back just because I’m feeling less and less connected to what I was doing there,” Foster-Adams said of CU Boulder. “I’m kind of thinking about just going to a trade school at this point.”The California State University system, which includes Cal Poly, SLO, is the nation’s largest four-year public university system.It recently announced classes will continue being held online during the upcoming spring term, which means an economic rebound for college towns could take a while.Despite the economic challenges college towns are facing, businesses like Firestone Grill are focusing on keeping people healthy and keeping their doors open.“As long as we stay together, we’ll make it to the end of this,” Harris said. “We’ll get back to whatever our new normal is going to be.” 2671

FBI Supervisory Special Agent Martin Hellmer says in the cyber division, there's a place for you."There is a critical need for cyber minded people, technically trained people, across the board," he said.In the current day and age, Hellmer says people might not realize how much of a role technology, the Web, and cyber topics play in the FBI's ability to successfully investigate criminal matters."Most of what we do, whether we're investigating a bank robbery, a fugitive case, or a computer intrusion, a sophisticated computer intrusion, involves some sort of technical component, and therefore requires some technical know-how," Hellmer said. "Behind every computer or any smart device is a person. So there's always a human component to any sort of crime that that person might be conducting using their computer, smartphone, or any other sort of device."There is a big difference between cyber crime, and cyber warfare, according to the supervisory special agent."Cyber crime entails some sort of victimization of someone else. We usually think of that as financial victimization, or harassment, that sort of thing," he said. "Cyber warfare would entail a national security component."Now, more than ever according to Hellmer, the FBI is in need of cyber-minded people."System administration, general information technology, software engineering, network engineering, computer science," he said. "Any of those disciplines, or a background in any of those disciplines, is a need for the FBI right now."As cyber criminals are getting smarter and better at what they do, Hellmer says by recruiting bright minds, the FBI can always stay one step ahead of them."As criminals become more advanced in technical know-how and committing crimes online," he said. "We at the FBI try to remain one step ahead of them by hiring technically-minded people, smart people, who know cyber."If you'd like to learn more about careers at the FBI, click here. 2087
