SAN DIEGO (KGTV) - U.S. Coast Guard rescued 13 Mexican nationals from the waters off the coast of La Jolla Saturday.The rescue, located near the Children's Pool, was reported just before 8 a.m., according to the Coast Guard. SAN DIEGO (KGTV) - A local Marine's dreams are close to becoming a reality in the form of a massive property in Dulzura. It is not just for Kalani Creutzberg. His efforts to help others prompted an Animal Planet star to join the cause. Nate Schoemer was also a Marine. He was fresh out of high school with his blood type on his boots when he joined the invasion of Iraq.  "The first group was out there for three days and when they came back you could tell that they've just been through hell," Schoemer said. "This is hard for me to talk about," he said with tears in his eyes. It is especially hard to him to discuss it with civilians who often cannot comprehend the horrors of war. He lost some friends on that deployment in 2003."I could hear it from where I was," he started. "I mean I could hear them screaming," It haunted his heart on home soil., but he said his dog's love lifted his spirits. "I need to continue on this mission and helping others the way she helped me," he added.When he got out of the service he became a master dog trainer. He went on to host an Animal Planet show called "Rescue Dog to Super Dog". In it, he saved shelter dogs and turned them into service dogs for people in need. In episode one, he trained Bas for Creutzberg, which is how the two met. Creutzberg survived chilling deployments, but the fight for his life followed him home. "Before I knew it I was homeless," Creutzberg explained. "It was embarrassing, it was shameful," Bas gave him a sense of purpose. "When I was going there to rescue him he was actually the one rescuing me," Creutzberg added. Now, he is on a mission to give homeless vets a home. He plans to buy a property that is nearly 300 acres in Dulzura. "We're going to run our day to day operations very much like when we were back in the service," he explained. "There will be structure, we will work together…… the very things that a lot of us miss."It does not end there.  They will also rescue homeless dogs  about to be euthanized."[We'll] allow both the veterans and the dogs to grow relationships and start anew," he said. Schoemer believed in the Cammies and Canines Sanctuary so much, he joined the efforts. He plans to turn some of the dogs on death row into service dogs for vets. "Just being around Marines and veterans is a great thing,"  Schoemer said with a big grin. Their goal is to get back to tackling battles together. SAN DIEGO (KGTV) -- With just weeks to go before the first day of school, parents across California are trying to figure out the best way to ensure their kids get a quality education.For some families, that means pulling their kids from a traditional district school."We're going to be homeschooling them," said parent Sarah Farsian.The Farsians have two kids, a first- and second-grader."In the pandemic, we are really afraid of sending them back to a campus," Farsian said. "Even though they're disinfected, what if they get sick."Her family is not the only one across the state making the same decision. Along with setting up their home school, some families are looking into micro-schooling or a small school. It could have regular classroom space or operate out of someone's home, using remote curriculums."First, it's going to be just us, but we are a member of a Facebook co-op group that also has accredited tutors, accredited teachers all different grades," Farsian said.Parents' decisions on where and how to educate their children could have impacts on the schools they leave."The overwhelming majority of the money to the overwhelming majority of districts from the LCFF, Local Control Funding Formula, which comes from the state, the dollars come from the state and go to the school districts based on the number of students they've got and also the distribution, the demographics of those students," said Bob Blattner with Blattner and Associates, an education lobbying and consulting firm.In a May revision to the governor's budget, the Local Control Funding Formula took a significant hit. The proposal states, "Absent additional federal funds, the COVID-19 Recession requires a 10 percent (.5 billion) reduction to LCFF."Lawmakers pushed back and passed a budget that kept school funding at current levels. Schools will get the same amount of state funding as they did this past school year. However, billions of dollars will be deferred, and schools won't be able to get it until the next school year."If we don't get federal dollars, the final budget deal starts borrowing from the next year," Blattner said."Districts are either going to have to go into their savings, and many have enough, or they're going to have to borrow. If they can't do either, the budget does have a provision giving support for districts that can't access the borrowing tools they need."Deferrals will impact districts and public charter schools a bit differently."Everybody is going to be subject to deferrals, and what that means basically is you will be reimbursed at a later date," said Myrna Castrejón, president and CEO of the California Charter Schools Association.Castrejón said in the last recession when they saw a lot of deferrals impacting the charter school sector, many of their school networks had to file for bankruptcy or borrow at commercial interest rates."Charter schools can't levy taxes, they can't pass bonds," Castrejón said."It's creating a particularly precarious perfect storm of fiscal challenge for charter schools when you can't get reimbursed for the students that are coming. You have limited access to borrowing capital to withstand the impact of deferrals," she said.Castrejón said there is a concern for some school entities when it comes to average daily attendance.The budget made it so growing schools and schools that have seen enrollment drop still get funded at the same level."Which means that for our charter schools that are growing and for district schools also that are experiencing enrollment growth, which is about 30 percent of districts across California, we're not going to be reimbursed for those students that we're serving," she explained.Castrejón said the governor did ask lawmakers to pursue solutions to fix the issue.As for Sarah Farsian, she said her kids will go back to a physical school location when they think it's safe."This is only for right now," she said. SAN DIEGO (KGTV)- A Pacific Beach man says his community is in need of a cleanup. He's raised hundreds of dollars to get it done.According to resident Adam Huntington, overgrown grass, untamed trees, and grimy sidewalks are just some of the mucky issues surrounding Pacific Beach.Huntington has been living in Pacific Beach for at least two decades."You've got beautiful architecture, beautiful masonry, that's just getting covered by grime and dirt."Huntington shared a video with 10News of a cruddy sidewalk on Garnet Avenue, one of Pacific Beach's main streets."We're in the middle of a pandemic right now," says Huntington. "We have an extremely unhealthy, unclean environment, and we force all of our restaurants to go outside and serve people."He hired a private company to power wash another area of Garnet Avenue over the weekend. The funds were raised by a GoFund Me Page. The cost of cleaning was ,200."We have people all over this community, wondering where our services are."We asked the city about why it's not using its services to clean up the area. A spokesperson said they don't have a statement at this time but encouraged anyone with a concern about cleanliness to report it on the city's "Get It Done" app.The city also tells 10News residents do not need a permit to clean or power wash a sidewalk on their own, but they must have a plan to prevent runoff from going into the storm drain. SAN DIEGO (KGTV) — While fall-like temperatures lingered around San Diego County for a few days, a heatwave is on the way.Above-average temperatures are expected throughout the week with a heat advisory in effect from 11 a.m. Tuesday through 5 p.m. Friday.With many people still working and learning from home, you may have noticed higher energy usage on your electricity bill.“We’re dealing with some unusual and extreme situations this year given the COVID-19 pandemic and also extreme temperatures,” said Jessica Packard, communications manager for San Diego Gas and Electric (SDGE). “Look at conserving energy when you can, I know that’s easier said than done.”She said the key to bringing down that SDG&E bill is to avoid energy usage between 4 and 9 p.m.This time spent working from home can also come in handy.“If you are home working, try to maybe run the dishwasher during your lunch hour when you normally wouldn’t because you’d be in the office,” she said.To help during this pandemic, SDG&E has suspended service disconnections for those who can’t afford to pay their utility bill. SDG&E is also offering flexible payment plans.Based on annual household income, people who qualify can also sign up for state and federal programs to get discounts on monthly energy bills.“Look at some of our customer programs and assistance options if you’re really struggling and want us to cater maybe something to help you get through this difficult time,” said Packard.The hot and dry conditions across the county also cause fire concerns to grow. Firefighting agencies are asking everyone to remain cautious and avoid doing anything that can spark a fire.Right now, Packard said there is no need for Public Safety Power Shutoffs, but SDG&E meteorologists track and monitor the weather conditions daily in case there is a change.“At SDG&E, we really don’t want to turn off your power,” she said. “We try to give at least 48 hours’ notice in advance.
