BEIJING, May 17 (Xinhua) -- Chinese military authorities pledged Sunday to tighten supervision on senior and middle ranking officers, through strict punishment in cases of breach of duty and regular inspection of their work.     The military will adopt a strict system to investigate and punish senior officers for breaching duty or making mistakes, said a circular issued by the Central Military Commission (CMC) on Sunday.     The document, approved by CMC Chairman Hu Jintao, said it will also introduce a system of accountability by regular inspection on the work of officers at army corps level.     Military units higher than regiment level of the People's Liberation Army must review the work of their commanding officers at least once a year, it added.     Commanding officers from regiment to army corps levels are usually regarded as middle and senior ranking PLA officers.     It will tighten inspection on senior officers to see whether they strictly follow the military disciplines and show loyalty to the Communist Party of China.     The circular called on the officers to keep a communist nature. "In the face of a complicated ideological situation, senior military officers must stick to their faith and keep a firm political stance," it said.     They should devote themselves to building up the country's military capacity to win local wars in the information age, it said.     The document said that the supervision and inspection will focus on any examples of extravagance and waste by military officers.

SHARM EL-SHEIKH, July 16 (Xinhua) -- Chinese Vice Foreign Minister He Yafei, head of the Chinese delegation to the 15th Non-Aligned Movement (NAM) summit held in Egypt, said on Thursday China will continue to support NAM as always.     "As one of the developing countries, China will continue to support NAM as always for it to play a role in international affairs and speak in one voice on issues related to the common interests of developing countries," said He.     "This is the chief purpose of my presence at the summit on behalf of the Chinese government," he said in an exclusive interview with Xinhua on the sidelines of the summit.     He said that though great changes in internal and external circumstances have taken place since its birth nearly half a century ago, NAM is still an important platform for developing countries to unite and strive to become stronger, with its tenet and spirit still showing great vitality.     China, now an observer to NAM, has attached great importance to its ties with NAM and maintained good cooperation with the movement in international affairs.     When NAM was formally established in 1961, then Chinese PremierZhou Enlai and other Chinese leaders sent congratulation messages to the founding conference, expressing support for the NAM's cause of independence, peace and development and its non-alignment policy.     China became an observer to NAM in September 1992, when a Chinese governmental delegation, headed by then State Councilor and Foreign Minister Qian Qichen, attended the 10th NAM summit in the Indonesian capital of Jakarta. Since then, China has been a participant at every top NAM meeting.     At the 15th summit which wrapped up on Thursday in the Egyptian Red Sea resort of Sharm el-Sheikh, the Chinese vice foreign minister reiterated China's policy in strengthening cooperation with NAM to safeguard world peace, stability and development, particularly in jointly addressing the global financial crisis.     He told Xinhua that he has stressed in his speech at the summit that though the developing countries were not the maker of the global financial crisis, they are the most unfortunate victim. "This is unreasonable and unfair," he said.     He said besides the economic crisis and financial crisis on the tongues of men all over the world, the world is actually facing an unprecedented development crisis.     "Therefore, China has always urged the international community to attach great importance to the development issue when dealing with the financial crisis," the Chinese vice foreign minister said.     He said the world should increase input in development and work towards the realization of the UN Millennium Development Goals, as well as paying attention to major global issues, such as energy and food.     "If we don't do so, we will pay a higher price for our shortsightedness," He noted.     He said that at the upcoming G20 summit in Pittsburgh and the 64th session of UN General Assembly, both slated for September, China will continue to push the international community to give prominent importance to the development issue.     Chinese President Hu Jintao and Premier Wen Jiabao have repeatedly pledged that China would earnestly fulfill its aid commitments to other developing nations, despite the severe difficulties it is facing due to the financial crisis, He said.     "We will continue to work together with other developing nations to strengthen unity and cooperation, weather through hardships and strive to build a harmonious world featuring lasting peace and common prosperity," He said.     During the 15th summit, NAM member states reached consensus on promoting solidarity and ratified documents on jointly addressing international and regional issues.     Founded in September 1961, NAM devotes itself to striving for the interests of developing countries all over the world. The movement now groups 118 member states, 17 observer countries and 10 observer organizations, comprising nearly two-thirds of UN member states and 55 percent of the world population.

HEFEI, April 21 (Xinhua) -- Chinese Vice Premier Hui Liangyu Tuesday urged efforts to fight pine wood nematode disease, which has caused severe damage to pine forests in several provinces.     Strong measures and more funds must be used to curb the spread of the disease, Hui said.     The disease, also known as pine wood cancer, can quickly kill huge numbers of trees. In China, the disease was first detected in1982 in eastern Jiangsu Province.     According to a conference in Huangshan City in eastern Anhui Province held by the State Forestry Administration, the disease has spread to 14 provincial regions, killed more than 5 million mu(333,333 hectare) of pine forests and caused huge losses.     Attendees at the conference agreed measures must be taken to stop the spread of the deadly disease by 2010 and reduce the area of affected forests 60 percent by 2030.

  

UNITED NATIONS, May 11 (Xinhua) -- China voiced its support for the resumption of the Middle East peace process on Monday, calling upon all the parties concerned to create an environment conducive to the Middle East peace talks.     The statement came as Zhang Yesui, the Chinese permanent representative to the United Nations, was speaking at an open Security Council meeting on behalf of Chinese Foreign Minister Yang Jiechi. "At present, the situation in the Middle East is at a very critical stage," Zhang said. "We hope that parties concerned will stay firm to their conviction of resolving the issue through political negotiations, refrain from moves that may ruin mutual trust and reconciliation so as to create the condition for resumptions of negotiation," Zhang said. On the contrary, the cycle of violence will only exacerbate hatred," he said.     He said the Security Council Resolution 1860 is the result of arduous efforts by all the parties concerned, and brought about the Israeli-Palestinian cease-fire and created conditions for resumption of Middle East peace process. The resolution, adopted by the Security Council in January, called for mutually respected and last cease-fire in the Middle East following Israel's 22-day military offensive in the Gaza Strip.     It is hoped that the Resolution 1860 could be implemented comprehensively and effectively, said the ambassador.     "At the center of the Middle East problem is the Palestine issue," Zhang said. "The ultimate way out for the Palestinian issue is the realization of two states, Israel and Palestine, living side-by-side in peace."     Therefore, the Chinese ambassador called on parties concerned to continue to act in the spirit enshrined in relevant UN resolutions and adhere to the principle of "the Land for Peace" and "the two-state solution," saying that they should push for the earlier achievement of reconciliation between Israel and Palestine, the establishment of an independent state of Palestine and the peaceful coexistence between Arabs and Jews.     The realization of a comprehensive, just and lasting peace in the Middle East depends on the settlement of all relevant issues in the region, he said.     Describing both the Syria-Israel talks and the Lebanon-Israel negotiations as "important components of the Middle-East peace process," Zhang called for a holistic approach to promote such talks.     Meanwhile, he said other hot-spot issues in the region should also be "properly addressed so as to create a favorable environment for the peace process."     On the other hand, "the Middle East peace process cannot be achieved without the help and support of the international community," Zhang said, calling on the international community to continue to support the development of Palestine and immediately implement its commitment to the reconstruction in Gaza.     "Parties concerned should uphold just and strengthen the mediation efforts and at the same time consider the establishment of a broadly-represented, balanced and effective multilateral mechanism which will provide oversight and support for the peace process in the Middle East," Zhang said.     Zhang said China supports the efforts of the Quartet, a diplomatic group of the United Nations, the European Union, Russia and the United States in search of the Middle East peace, and Russia's proposal to hold an international conference on Middle East in Moscow.     The open council meeting, chaired by Russian Foreign Minister Sergey Lavrov whose country holds the rotating presidency of the 15-nation council this month, came at a time when the new Israeli government was headed by hawkish Prime Minister Benjam Netanyahu.     Netanyhu has so far refused to publicly endorse the creation of an independent Palestine state, the key element of an international plan to bring about a comprehensive, just and lasting peace in the Middle East.     Also present at the open debate are UN Secretary-General Ban Ki-moon, British Foreign Minister David Miliband, French Foreign Minister Bernard Kouchner, Turkish Foreign Minister Ahmet Davutoglu and UN ambassadors from other Council members.     Israel, Palestine and Arab states were not invited to address the meeting.

  

BEIJING, June 10 (Xinhua) -- Chinese Vice Premier Wang Qishan met with visiting chairman of the U.S. Economic Recovery Advisory Board Paul Volcker here Wednesday when they saw eye-to-eye on stepping up dialogue and cooperation.     During the meeting, they agreed to make concerted efforts to develop the Sino-American "positive, cooperative and comprehensive relationship for the 21st century", which Chinese President Hu Jintao and his U.S. counterpart Barack Obama agreed to build during their meeting in London in April. They also exchanged views on the current global economic and financial situation, and both of them acknowledged that economies of the two countries are increasingly interdependent.     Volcker, who took office in February as head of the newly formed organization, has served as Chairman of the Federal Reserve under President Jimmy Carter and Ronald Reagan's administrations.     The veteran central banker reportedly accomplished to tame raging inflation in the 1980s by raising interest rates and restricting the money supply.     China and the United States are recently keeping close communication on issues of common concerns.     Speaker of the U.S. House of Representatives Nancy Pelosi visited China in late May. Following her heels, delegations of U.S. congress, Treasury Secretary Timothy Geithner and several other senior U.S. officials also paid visits to China, to seek cooperation with China in fields such as climate change and combating financial crisis.
