BEIJING, March 6 (Xinhua) -- A 17 percent year-on-year increase in China's broad money supply, and a target of 7.5 trillion yuan (1.1 billion U.S. dollars) for this year, indicated a relatively easy monetary policy, said Su Ning, deputy governor of the People's Bank of China, the country's central bank.Speaking on the sidelines of the ongoing annual session of the top legislature, the National People's Congress (NPC), Su said the 17 percent increase in the nation's broad money supply was larger than the combined increase of targeted GDP and CPI growth, which suggested an "easy" monetary policy."If M2 (the broad measure of money supply) growth is 2 to 3 percentage points higher than the combined growth of GDP and CPI, the monetary policy could be seen as easy," said Su.Chinese Premier Wen Jiabao said Friday, in the government work report submitted to the NPC, that China targeted an approximate 3 percent rise in consumer prices and 8 percent GDP growth this year.Su further believed the 17 percent increase in the broad money supply would be able to support the ongoing economic recovery throughout the country.China's financial institutions lent a record 9.6 trillion yuan in new yuan-denominated loans last year, almost double that of the previous year, to spur the economy amid the global downturn, but it was accompanied by soaring property prices and rising expectations of possible inflation.Su said the 7.5 trillion yuan in new lending this year should speed up completion of projects under construction, rather than support new projects.

JINAN, Feb. 20 (Xinhua) -- A Chinese vocational school blamed for staging cyber attacks on Google and other firms said Saturday the allegations are unfounded."Investigation in the staff found no trace the attacks originated from our school," Li Zixiang, Party chief at Lanxiang Vocational School in Shandong Province, told Xinhua.Students of Lanxiang are still in their winter vacation, Li said.He said Lanxiang has no relationship and does not cooperate with the military, adding that school authorities do not have military backing. He also dismissed the suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded. Please show the evidence," he said.Li's remarks came after the New York Times reported Thursday cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University and Lanxiang Vocational School, which the report alleged has ties to the Chinese military. The report, citing unidentified investigators, said there is evidence suggesting a link between the attacks and a computer science class at Lanxiang taught by a Ukrainian professor.Lanxiang, founded in 1984, has about 20,000 students learning vocational skills such as cooking, auto repair and hairdressing. The computer science class offers basic courses about Photoshop, 3D drawing and Word -- not software engineering."It was not until 2006 that our graduates began to join the army. So far, 38 students have been recruited by the military for their talent in auto repair, cooking and electric welding," said Zhou Hui, director of the school's general office, who stressed it is natural for someone to join the army at a proper age.No comment was available from Shanghai's Jiaotong University.Google said on Jan. 12 it might pull out of the Chinese market, citing disagreement with government policies and unidentified attacks targeting Google's services in China.
BEIJING, Feb. 13 (Xinhua) -- The outlook of China's steel industry will be better this year than 2009 as the impact of the stimulus package continues, the Ministry of Industry and Information Technology (MIIT) said Saturday.A strong increase in new investment plans would help boost domestic demand for steel while improving external demand following world economic recovery would encourage steel exports, the MIIT said. The implementation of a proactive fiscal policy and moderately easy monetary policy injected ample liquidity into the market and provided the steel enterprises with easy access for fund, it said. However, excess capacity, still weak external demand and rising production costs would all impose pressure on the development of the industry, the ministry said.China's crude steel production capacity was forecast at 700 million tonnes at the end of 2009, compared with 660 million tonnes at the end of 2008.In 2009, China's steel output rose 13.5 percent to 567.84 million tonnes. Its 68 large and medium sized iron and steel companies reaped 55.39 billion yuan (8.12 billion U.S. dollars) in profit in 2009, down 31.43 percent from a year earlier.
