SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic. In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. The State has given us impossible guidelines, which will keep businesses closed or limited for many more months! Tomorrow, I will be asking for businesses to open up in San Diego County and NOT to enforce the state rules.” San Diego has been backed into a corner. I hope my colleagues will join me in rejecting this non-sense,” Fletcher tweeted on Monday.Under the new state monitoring metrics, San Diego County is currently in Tier 2, also called the Red Tier. Last Tuesday, San Diego's state-calculated unadjusted case rate was 6.9 per 100,000 residents and the testing positivity percentage was 4.2%. If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier. Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. The money is from a relief program Fletcher established in May.The majority of the money available will be given to businesses in communities experiencing economic challenges and poverty.Applications are still being accepted on the county's website. 2335

SAN DIEGO (KGTV) - After seven years of demanding that their death and disability benefits be restored, San Diego City Firefighters finally had their voices heard after the City Council voted unanimously to bring the benefits back. The council made the decision less than five minutes after the firefighters arrived at City Hall and was met with a standing ovation. The benefits were eliminated after the passing of Proposition B, so all firefighters hired after 2012, about 350, never received them."All other firefighters across the state and most across the country have a defined death-and-disability if killed or permanently disabled in the line of duty, they have a pension, and they have pay parity," said Jesse Connor, president of the firefighters union. The benefits provide city employees injured in the line of duty and unable to continue work 50 percent of their base salary until death. For those killed in the line of duty, the money would go to their spouse. After lengthy back and forth talks between the city's firefighters union and the city's labor negotiators, an agreement was made. But, in that time, the union says it had trouble with recruitment and retention, leading to countless hours of overtime as firefighters continued to serve the community every day and hour of the week. Now, they say they are feeling thankful that all firefighters will have equal benefits."It's amazing," said 17-year veteran of the city's fire department, Tony Tosca. "The word 'unity' comes to mind. We're all equally happy for the same benefits, and moving forward it's a great thing to know that everyone coming on we're all gonna have that same equal benefit." 1671

SAN DIEGO (KGTV) -- A teenager is publicly apologizing after admitting to vandalizing a park in Scripps Ranch last December. Jerabek park was vandalized on December 8, 2018. Days later, the Scripps Ranch Civic Association offered a reward to find the person who vandalized the field. Neighbors said they believed a large truck drove in circles on the field, destroying the turf. In the association’s August newsletter, the unidentified teenager admits to vandalizing the grass. RELATED: Scripps Ranch community offers reward to find vandal who damaged field“I was at the park that night, along with some friends, and we thought it would be cool to drive on the grass,” the teen writes. “This poor decision caused damage that adversely affected many people who use that park and for that I am truly sorry,” the letter continues. The teen says they grew up playing sports at the park, making the decision "particularly negligent."It’s unclear if the teen will face any charges following the incident. 1007

SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday. For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school. An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon. After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting. The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday. The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612
