SAN DIEGO (KGTV) -- Police Wednesday arrested a woman they say vandalized a church Monday afternoon. Kelly Duggan, 26, was arrested after police say she caused more than ,000 worth of damage to Our Lady of Guadalupe Church.10News Reporter Bree Steffen Reach out Duggan, who agreed to a jailhouse interview. Duggan told us that she's in an emotional state, heartbroken over her mother's death. "I don't know what's going on anymore, and that's what's making me mad," she said. "I'll still pay for it, that's fine."According to authorities, Duggan threw a wooden kneeler at a Plexiglas window protecting a religious shrine, breaking both the kneeler and the glass.Duggan also destroyed several flower vases decorating the shrine before leaving the church, police say. She was arrested for felony vandalism after being spotted in Barrio Logan.Duggan said she didn't vandalize the church out of disrespect or hate for the faith. The church told 10News they caught Duggan's action on their surveillance cameras but didn't share the video because they worried that people who saw might harm her. Duggan had this message for the church: "Thank you for forgiving me, you know, out of the kindness of your heart."  1265

This was 12-year-old Cailey Fleming's first Comic-Con experience, and she stole the show. Fans were impressed by her ability to handle the crowd and mingle with the cast."She is awesome," Calderon said about her. "The sheer fact that she doesn't seem to be scared of anything that the show can throw at her."Perhaps the biggest surprise was from Danai Gurira, who plays "Michonne." Fighting back tears, she announced her departure from the show, after Season 10."This has been one of the purest joys of my life to play this role, and to be amongst these people," Gurira said. Fans teared up as they listened to her farewell speech. Gurira thanked her fans for their unconditional support. She said it was a decision she did not take lightly, and that she hoped to follow her other callings. "My heart breaks," fan Katherine Butler said. "But I wish her luck because I loved her in Marvel. So she's going to do well no matter where she goes."As for Calderon, he says his tattoo is forever. "Michonne" will always be with him, even after her departure. SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

  

SAN DIEGO (KGTV) -- More than 92,000 people have alleged abuse by the Boy Scouts of America. Monday was the filing deadline for people to filing claims against the organization.Team 10 has been reporting on sexual abuse allegations within the Boy Scouts for years. "He'd come at me at multiple times," former scout Mike told Team 10 in 2019. Mike declined to use his last name. Mike said the Assistant Scoutmaster sexual assaulted him during an overnight trip while he was sleeping. Mike's attorney, Andrew Van Arsdale, now represents around 80 former scouts in sexual abuse cases. He said throughout San Diego County, there are roughly 300 sexual abuse cases."What we're seeing is something on a scale we've never seen in any institutional abuse setting," Van Arsdale said. "It's hard. You picture this man you're talking to as a child and this monster on the other side doing these things to them."The Boy Scouts filed for bankruptcy protection earlier this year, which means the abuse cases will go through the bankruptcy court. The national organization will work to develop a reorganization plan to fund a trust for compensation. The former scouts alleging abuse will have to approve any future plan. "If they can't come up with real money, the survivors would rather see the cease to exist then because they won't allow them to get away with paying them nothing and then just going on as business as usual," Van Arsdale said. In a statement, the Boy Scouts of America apologized to the survivors, saying they "are devastated by the number of lives impacted by past abuse in Scouting and moved by the bravery of those who have come forward.""We are heartbroken that we cannot undo their pain," the statement continued.Van Arsdale said the reorganization plan will likely come early next year. 1806
