EL CAJON (KGTV) - A San Diego woman said she paid thousands for an SUV she picked up from an East County used car dealership, but she still can't get behind the wheel. Chika Starks said she currently does not have the vehicle because the business shut down.She moved to San Diego with her toddler shortly after her husband died.“I’m a single mother,” Starks told Team 10. “Having a car was for my convenience. To help my life, my son’s life.”She and her mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.“The price was right,” Starks said.It cost her ,500. Starks said there was an unusual way to process the payment--an employee ran the credit card through a La Jolla restaurant, Olive and Basil. She said the employee told her it was a family business.Starks told Team 10 there were problems shortly after she paid for it. First, she said the key fob was not working correctly. Then, with the car driven about 40 miles, there were more issues. She said a mechanic told her the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, she was told the smog check failed. Starks also said the title was never transferred to her name.When Team 10 checked the car’s registration in September, it was still registered to Carbox, Inc. Starks blames the owner for broken promises.“It’s stressful. A lot of money,” Starks said.  According to the DMV, a used car dealer has 30 days to transfer title to the new owner. The penalty is if it is not transferred. A DMV spokesman said it is an additional if the total application does not clear within a certain time. The DMV confirmed there is an open investigation into Carbox.“This place is not really honest to us,” Starks told Team 10.There is now a new car dealership in the old Carbox location. The man who runs the new business told Team 10 he worked for Carbox’s former owner, Peyman Abdipoorzahandeh. Abdipoorzahandeh's name is listed on the Secretary of State filing for Carbox.Team 10 contacted Abdipoorzahandeh in mid-October. The former owner would not grant an in-person interview until mid-November, but told Team 10 over the phone that he is working with a DMV investigator and that this is “not a normal situation.” He did not explain the title transfer delay of nearly 10 months. He said he is not doing anything illegal and said he is trying to help Starks get her money back.That is what Starks hopes for.“I don’t want other people to go through what I went through,” she said.Hal Rosner with Rosner, Barry & Babbitt specializes in auto fraud. He says consumers should run not only a Carfax report, but also a report through AutoCheck and the National Motor Vehicle Title Transfer Information System (NMVTIS) to check a vehicle's history.If a dealership goes bankrupt, Rosner said there are options for consumers. Rosner said every car lot is required to have a ,000 bond. You can contact the DMV and get the bond information to make a claim. If the dealer assisted in obtaining your financing, Rosner said the loan company or bank is required to return your money through what's called the "Holder Rule."Rosner added that consumers can also contact the victim's restitution fund if you are dealing with a closed dealership.  3354

(KGTV) - The City of El Cajon is days away from unveiling their new million dollar animal shelter to the public and gave 10News a sneak peek on Tuesday.The new shelter is double the size of the current facility, which was built in the 1950's, and features state-of-the-art amenities.The city believes it will dramatically improve the adoption experience for East County residents."With more room comes more ability to provide the standard of care expected for these types of animals," said Dirk Epperson, Director of Public Works for the City of El Cajon.The facility has a medical center and operating room as well as a full-service grooming station.There will also be several 'get to know you rooms' where potential adopters can get one-on-one time with the animals.Epperson says efficiency is a theme in the new facility, making it easier and more environmentally-friendly for shelter employees to do their jobs. The grand opening is Saturday, June 2 from 12 p.m. to 3 p.m and adoption fees will be offered for all animals.The shelters will be closed from Tuesday, May 29 through Friday, June 1. EL CENTRO, Calif. (KGTV) - Two earthquakes shook the Imperial County city of El Centro Monday night. The first quake, which measured a 4.0 magnitude, was 1 kilometer east-northeast of the city at 6:13 p.m. The second quake was a 3.7 about 30 seconds later.A check of the U.S. Geological Survey's 'Did You Feel It' map showed shaking was reported in Calexico, about 12 miles away, and Yuma, Arizona.RELATED: Is there such a thing as earthquake weather?The quakes were "very quick", said an El Centro hotel clerk who did not wish to be identified.A server at Denny's said the shaking made his customers stand up out of concern, but no one was hurt.While no major damage has been reported, the quakes were strong enough to shake overhead lights and topple monitors on display at Staples, according to clerk Krosby Rider. 825

EL CAJON, Calif. — The end of a partnership between a police K9 and his handler created an emotional moment in California.One of the El Cajon Police Department’s K9s, K9 Jester, is being assigned a new partner after his current partner resigned from the department.After working with Jester for the last two and a half years, Officer Jordan Walker voluntarily resigned to work for another agency, according to the department. Walker said he offered to pay for Jester, who was brought in through a Ben Roethlisberger?Foundation grant. K9s cost anywhere from ,000 to ,000 to bring in and train, according to the foundation.Because Jester is still in excellent health, he was assigned to work with a new partner, Officer Randall Gray. Gray and Jester have already started the bonding process and training together, the department said Thursday. EL CAJON (CNS) - A 21-year-old man accused of leading Border Patrol agents on a high-speed pursuit that ended with a crash on Interstate 8 in Boulevard, killing three of the suspected undocumented immigrants riding in the pickup and injuring seven others, was charged today with murder and other counts.Arraignment for Luis Alberto Virgen, a U.S. citizen who lives in Tijuana, was postponed until Dec. 18 so he can hire an attorney. He was charged with three counts each of second-degree murder and gross vehicular manslaughter, along with seven counts of reckless driving causing injury.Virgen, who is being held on million bail, faces up to 45 years to life in prison.Virgen allegedly sped off when federal officers tried to pull over the passenger-packed white Chevrolet Silverado he was driving near the Mexican border in eastern San Diego County shortly before 4:30 p.m. last Thursday, according to the California Highway Patrol.RELATED: Truck fleeing Border Patrol crashes in Boulevard; 3 killedWith the agents giving chase, Virgen entered Interstate 8 at Buckman Springs Road and fled to the east briefly before exiting at Ribbonwood Road and re-entering the freeway, this time headed west, the Border Patrol reported.After fleeing for several more miles, the suspect ran over a tire- flattening spike strip that agents had laid across the roadway in his path east of Crestwood Road, according to the federal agency.About a minute later, the Silverado -- occupied by a single passenger in the front and the rest unrestrained in the cargo bed -- veered off the interstate, went up a dirt embankment, became airborne, overturned and rolled back down the sloping roadside onto the freeway.Virgen was the only one in the truck wearing a seat belt at the time of the crash, and the others were ejected, CHP public-affairs Officer Travis Garrow said. Two of the male passengers and the sole female member of the group died at the scene of the crash.The names of the deceased were withheld pending family notification.
