Thousands of elevator permits in San Diego County are out of date, according to the Department of Industrial Relations. In San Diego and Imperial Counties, a DIR spokesperson said there are 12,541 elevator permits issued. Of those, 6,932 are expired. DIR spokesperson Frank Polizzi said there is no penalty for expired permits, “but a unit should not be running if it has been tagged out of service for a maintenance/safety reason.”Team 10 visited several elevators in downtown San Diego and found there was no permit displayed in the elevator at all—including an elevator at Horton Plaza and one operated by the City of San Diego. Polizzi said there are other reasons a displayed permit could be expired, besides the elevator being out of compliance. In 2011, he moved to the Escondido location on East Valley Parkway. He initially enjoyed his time working there."[I liked] the customer service interaction, solving the customer problems and issues, and of course, developing employees," Girsch said. In 2014, he became supervisor for the paint department. According to his lawsuit, he noticed what he believed to be "unlawful activities concerning hazardous waste disposal" at the store where he worked."They were literally dumping hazmat down the garbage containers that was going to the landfills," Girsch said. He said he filed a complaint with the Environmental Protection Agency in late 2014 and also had numerous conversations with investigators about Home Depot violations. "I reported what I felt was illegal," he said. After that, he claimed retaliation began. He was accused of safety violations and according to his lawsuit, "repeatedly denied promotions and targeted for discipline.""I ran a five million dollar department, which was the paint department, and I was subsequently in 2017 demoted to the tool rental," Girsch said.Home Depot was fined millions in March 2018 for hazardous materials and customer privacy violations. An investigation between the Attorney General's office and several prosecutors' offices, including San Diego, resulted in a .8 million dollar settlement. The San Diego County District Attorney's Office could not reveal which local Home Depot locations were investigated, but did say all the ones inspected in the county revealed unlawful hazardous waste disposal."You will not silence my voice," Girsch said. "[Home Depot knows] the issues. They've ignored time after time, any attempts to resolve the issues."A Home Depot spokesperson told Team 10: "We disagree with his claims, which we'll address in the proper form." Ticketmaster has issued a response regarding Billboard's report that concertgoers would have to verify that they've been vaccinated or tested negative for the virus before attending a live show.In an email to E.W. Scripps, Ticketmaster said there is no requirement coming from them about mandating vaccines or testing for future events.In the original report, Billboard reported that the ticket-selling company would set up a way for the customers' COVID test results to be sent to third-party health companies. And through its digital app, Ticketmaster would tie those test results or vaccination status to a ticket digitally that'd be used to enter events.Ticketmaster explained that it is up to the event organizers to set policies around safety and entry requirements."Ticketmaster does not have the power to set policies around safety/entry requirements, which would include vaccines and/or testing protocols, a spokesperson for Ticketmaster said. "That would be up to the discretion of the event organizer, based on their preferences and local health guidelines."The spokesperson explained that they are exploring the ability to enhance their existing digital ticket capabilities amid the pandemic."One path Ticketmaster is actively exploring and working to develop is a framework for syncing with third-party healthcare providers to link COVID vaccine status and/or test results to fans' digital tickets for event entry," the spokesperson said. "All aspects of vaccine verification/testing for the broad public would be set by regional health officials. Any health information would be stored with third-party health care providers with HIPPA compliance, not with Ticketmaster."In a statement, Ticketmaster President Mark Yovich added that the company's goal is to "provide enough flexibility and options that venues and fans have multiple paths to return to events.""We imagine there will be many third-party health care providers handling vetting - whether that is getting a vaccine, taking a test, or other methods of review and approval - which could then be linked via a digital ticket so everyone entering the event is verified," Yovich said. "We are working to create integrations to our API and leading digital ticketing technology as we will look to tap into the top solutions based on what's green-lit by officials and desired by clients."Ticketmaster added that this is still in development. Once the technology and regulations are approved, the company said they would make it available, but there is no timeline for implementing this potential idea."In short, we are not forcing anyone to do anything," the spokesperson said. "Just exploring the ability to enhance our existing digital ticket capabilities to offer solutions for event organizers. THORNTON, Colo. -- People who live in the Friendly Village of the Rockies Mobile Home Park in Thornton feel like prisoners in their own homes because someone else gets to make and change the rules of their community.Several of them reached to Scripps station KMGH in Denver, claiming the rules where they live keep them trapped in a cycle of threats, fees and fines.Most of them own the homes they live in, but are still in a state of housing insecurity, they said, because of the management practices of the company that owns the park."It's just rough, you can't do anything right now," Anthony Velasquez, a resident of the community told Marchetta, "They send you letters threatening, 'If you don't like it, move.'"Velasquez and his wife are retired and moved to Friendly Village to be closer to their grandchildren. "Yes, very much," said Velasquez when asked if people were being evicted from the park.He and other residents received a letter from Friendly Village in February telling them the park is now a fence-free community.Take down your fence "... within 60 days," the letter warned. Anyone who disagrees, the letter said, "... does not have to stay."  "They're afraid of eviction, retaliation, getting kicked out...and that's probably what they'll tell us now when you talk to them and they see this (story)." Velasquez said.Contact7 drove around the neighborhood and while there were still several fences standing, some neighbors had taken theirs down."We panicked for starters," said Velasquez.That is because less than two years ago, shortly after they moved in, the couple got approval to put in a new fence around their home. The fence they installed matches the one still standing around the perimeter of the Friendly Village community."It was about a total of ,000 for everything," Velasquez said, "Before we put it in we'd have people from the other side coming through, dogs running through, walking from one side to the other, this way that way."Several residents did not want to be identified said they asked the park manager to explain the abrupt rule change."When you ask her a question all her answer is, 'It's in your lease. It's in your lease,' that's all we ever get," said Velasquez.He said he tried to reach Kingsley Management, the company in Utah that owns Friendly Village."I've sent them emails, texts. No return calls, no nothing," said Velasquez.Commercial litigation attorney Aimee Bove offered a statement a statement on behalf of the village. She said Friendly Village believes, "it is in best interest of its tenants and the park as a whole to become fenceless." The letter also said they believe "... the removal of fences decreases instances of unsupervised small children and animals."When reporters visited the park, there were several unleashed dogs and wandering cats roaming the streets and yards on the property.The park also now includes a memorial to "Sparky," a tiny family dog and loving companion to a retired couple with chronic health issues who live at Friendly Village.The family says Sparky was mauled to death by a much larger dog that escaped a fenceless home.The dog was on a leash at the time, out for a walk with its owner, Larry, who the family said watched in horror, helplessly from his wheel chair.When reporters attempted to contact Sylvia Navarrette, the manager of Friendly Village, she hid in a back office and threatened to call police if the news crew did not leave the property."It was nice when we first moved in. Management was nice. We're at that age we just want to settle down.  Spend the rest of our days here if we can," Velasquez said.The mayor's office in Thornton, Adams County Commissioners, state Senator Beth Martinez Humenik, and several regulatory agencies would not comment on who was responsible for the oversight of mobile home parks in Colorado.KMGH uncovered outdated laws with no one to enforce them on behalf of mobile homeowners and a total absence of accountability for the property owners the homes sit on.As a result, mobile home owners are often left wide-open to financial abuse in a state of housing insecurity with a system in place that allows it. 4278
