SAN DIEGO (KGTV) — Sick and tired over school shootings, a Point Loma High School junior is trying to make change through one of his passions.He participated in Public Service Announcement contest, a collaboration between San Diego Crime Stoppers and the San Diego Unified School District Police Department. Students were required to create a PSA about an issue schools deal with, like bullying or substance abuse.Tim Fraher's 40-second PSA addressed school shootings, raising awareness about the ways it's easier to get a gun than a driver's license. He also wants people to take notice if a friend or classmate is getting bullied or seems depressed.Fraher says he wants people to take school shootings seriously."We need to do something. We can't just sit around and pray that it will go away because it won't. We need to actually get out there and actively reform and make changes so that this won't happen," said Fraher.Fraher won the competition, and his PSA will air on television in the San Diego region this June. "It felt good to know that the message will get across, that it will be out there," said Fraher.He hopes the 40-second message will encourage others to take a chance at making a change. 1216

SAN DIEGO (KGTV) — Some seniors say they’re hitting a frustrating roadblock of red tape at the DMV. They say health concerns aside, the state has made getting into a field office to complete requirements impossible.Although many DMV tasks can be completed online, the agency requires an in-person visit for several types of service. Once drivers hit the age of 70, the DMV requires them to renew their licenses in-person to take vision and knowledge tests.The DMV has granted drivers aged 70 and up a four-month extension to renew licenses, but only for licenses that expire through July 31. For drivers like Charrie Pettersen, whose license expires 12 days later in August, there is no extension.RELATED: More California DMV offices reopen, six in San Diego, for appointmentsTo renew her license, Pettersen needs an appointment. But the DMV isn’t offering new appointments, as it works through the backlog of visits that were canceled during the months-long closure. The DMV is only accepting walk-ups for a handful for services, and not for seniors seeking license renewal.“It's ridiculous and I think the governor should do something,” she said.The agency has been opaque about when it will begin accepting new appointments. SAN DIEGO (KGTV) - Students at the Art Institute of California in San Diego say they feel betrayed by the institution after learning it's likely shutting down. They were notified Wednesday that if the school isn't squired by a buyer it will shut down on Friday, March 8.“We could see the cracks in the walls when a lot of the department heads were let go and they had one person running all the programs," said Tom Aleo, who studies game art and design. Aleo had just one quarter left before graduation. He says despite problems in the last year they were hoping for the best. "The emotions here are all over the place; shocked, confused, depressed," said Aleo. In July the Art Institute in Mission Valley stopped enrolling new students. And this week court documents revealed the company which operates the school, Argosy University, is accused of misusing millions of federal dollars.Students are frustrated they only got two days of warning that the school was closing, and are now scrambling to figure out their options. SAN DIEGO (KGTV) – San Diego State University resumed some in-person classes Monday, allowing several thousand students to come back to campus.Monday was the first time students were allowed at school since in-person classes were suspended in September due to the rising number of reported positive COVID-19 cases, both on and off campus.SDSU fine arts graduate student Naomi Chicoine has been taking classes almost entirely online this semester because of the outbreaks on and off campus.She said, "The hardest part is not knowing what's going to happen next. Are we going to be able to stay on campus or not?”The school has nearly 1,200 cases since school started in late August. At one point, the case numbers were high enough to put San Diego County at risk of being knocked out of the state of California’s red tier and into the stricter purple tier.Students are now being asked to do self-assessments and stay home if they're feeling sick.Before they go into a class, students get their temperature checked at one of two kiosks on campus. A device scans their temperature, then displays green or red, indicating if they are fever-free.Students get a wristband if they're cleared, which is date-stamped, and it allows them to go to class. The process takes less than a minute and saves professors from having to scan students themselves.Everyone coming onto campus for class -- students and staff -- is also required to get tested at least every 14 days.The school is also promising to strictly enforce mask and social distancing compliance. Classes are limited to mostly those required by students for graduation, around 3,000 students per week who will come to campus.The California State University system has also expanded SDSU's ability to enforce policies. They say they're issuing citations to students and staff who don't comply with the rules.Students could also face additional consequences, such as suspension or expulsion, according to a letter from the university president. 2000
