SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. She said that as a land owner and tenant, she's "sensitive to all sides of this proposal.""I believe we need to give the most vulnerable the tools they need," she added.Supervisor Dianne Jacob said while she fully supported the resolution, it was also important to protect landlords, and that she wanted to hear from rental property owners in her district. However well-intended, there can be unintended consequences from such a proposal to help renters, Jacob said.Before approving the resolution, supervisors heard from residents, most of whom were in favor.Real estate and property owner representatives said while they support relief for people in financial distress, it was also important to work with renters who could afford to pay. SAN DIEGO (CNS) - Sales of previously owned single-family homes in San Diego County dropped 10.5 percent in July compared to June, according to data released Wednesday by the Greater San Diego Association of Realtors.Month-over-month single-family home sales fell from 2,221 in June to 1,989 in July. Condominium and townhome sales fell from 1,162 to 994, a 14.5 percent drop, according to the association.Single-family home sales and sales of condominiums and townhomes saw smaller decreases when compared to July 2017. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted Tuesday to extend a moratorium on evictions for both residents and small businesses for another month, in response to the ongoing coronavirus pandemic.Supervisor Nathan Fletcher, along with board Chairman Greg Cox, made the request, which was unanimously approved. The board first approved an eviction moratorium in late March."By extending the moratorium, we are giving families and business owners another tool to assist in their recovery from the pandemic," Fletcher said. "The Board of Supervisors did the right thing today."Cox said: "This is not an effort to provide free rent. It's really an encouragement for tenants, landlords, to work together on a payment plan."Fletcher added that people who qualify for the moratorium have to prove economic hardship caused by the pandemic.Supervisor Kristin Gaspar said the San Diego Association of Realtors recently sent letter to the county and city of San Diego in support of a rental assistance program.Gaspar asked Chief Administrative Officer Helen Robbins-Meyer if the county can create its own rental assistance program, saying property owners use the rental payments they receive to meet their own bills and employ others."I don't think any of us imaged this pandemic would go on so long," she said. SAN DIEGO (CNS) - Prior to today's San Diego County Credit Union Holiday Bowl, the Port of San Diego will host the annual Solar Turbines 5K run/walk and the Holiday Bowl Parade along Harbor Drive.The Port will host the 24th annual Solar Turbines 5K run and walk at 9:45 a.m. and the parade at 10 a.m. Participants in the 5K will run and walk from the corner of Harbor Drive and Ash Street to Ruocco Park. The parade will begin in front of the County Administration Building and process south down Harbor Drive to its intersection with Pacific Highway.According to Port officials, the parade will include 29 giant balloons, 10 marching bands and multiple floats and drill teams. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer announced Monday he has directed city staff to delay full enforcement of parking regulations until Oct. 1, to provide more support for residents impacted by COVID-19.Parking enforcement has been limited to holiday or Sunday regulations in San Diego since March 16. During that time, the city has suspended citations for vehicles violating street sweeping parking restrictions, metered parking, time limits and yellow commercial zones. Citations have continued to be issued for vehicles parked illegally at red, white and blue painted curbs.Previously, restrictions had been scheduled to return on July 1, Aug. 1 and Sept. 1, but the ongoing pandemic has prompted a delay each time.According to Faulconer's office, before March the city processed an average of 42,000 parking citations per month. In April, the city issued 1,704 parking citations for violations of the holiday or Sunday regulations.Restarting parking enforcement is seen as one small step toward restoring San Diego's economy by allowing for increased turnover of customers in business districts, Faulconer has said. But extending limited enforcement of parking regulations will provide additional relief for residents impacted by COVID-19 shutdowns."We know many San Diegans are facing financial hardship during this difficult time, and the last thing we want to do is add another burden like having to pay for a parking ticket," Faulconer said. "Delaying full parking enforcement is simply the right thing to do as we work together as a community to recover and rebound from this deadly pandemic."Other jurisdictions in San Diego County have continued to enforce metered parking, so drivers are encouraged to review posted signage when looking for a parking space.Street sweeping has continued throughout the public health emergency.
