SAN DIEGO (KGTV) - After releasing a new study showing the link between free, unstructured play and increased brain development, doctors may now start prescribing playtime for young children.The study, titled "The Power of Play" by the American Academy of Pediatrics, says free, unstructured play, "is brain building, a central part of healthy child development, a key to executive function skills, and a buffer against the negative impacts of stress. Furthermore, play builds the bond between parent and child."The study blames an increase in strict scheduling, more screen time and parents' safety concerns as reasons why play time has dropped by as much as 25% over the last 30 years.The AAP is now advising its member-pediatricians to prescribe playtime to kids when they come in for wellness exams and check-ups."The benefits of play cannot really be overstated in terms of mitigating stress, improving academic skills and helping to build the safe, stable and nurturing relationships that buffer against toxic stress and build social-emotional resilience," says Michael Yogman, MD, FAAP, lead author of the AAP report.Local child development experts in San Diego agree, saying free play gives kids life-long skills."That's exactly what children need, especially in pre-school," says Andrea Wilson, the Manager at Rady Children's Hospital's Alexa's Playful Learning Academy for Young Children."That's the opportunity for them to turn-take, build empathy, use their communication skills, learn to be team players."Wilson's school emphasizes unstructured play in its classes. She says parents need to take part at home too, by giving kids choices when they play and letting them lead the way."Tell them, 'You can play with this toy, you can play with that toy,' and see what they want to do from there," says Wilson. "Also ask a lot of open-ended questions and learn with them as well."According to the study, screen-time is one of the biggest reasons kids aren't free-playing anymore. Wilson says it's easy to give kids an alternative, even when they're away from home."Having a bag of books, crayons and manipulative toys is always a better option than putting a screen in front of them," she says.As for how much free play kids need, the study doesn't give a specific set limit. Instead, it says that even as little as 15 minutes of free play showed positive results in kids' stress levels when compared to 15 minutes of being read to.The report also says that parents and doctors need to push schools towards scheduling more recess time, so kids have the chance to explore on their own. 2616

SAN DIEGO (KGTV) — After San Diego leaders passed an ordinance allowing people to sleep in their vehicles, a group of critics say they're ready to camp in front of the Mayor’s house to reverse course or address the matter another way."I don’t think they realize that vehicle habitations were the beach community’s biggest problem,” said Racheal Allen, who's a part of the coalition opposed to vehicle habitations on residential streets. The new coalition is fighting against the City Council’s decision to repeal a decades-old ordinance that had prohibited people from living in vehicles on city streets. "I’ve seen drug dealing out of some of the vehicles, we’ve seen bike chop shops operating."All of this, just in the month that living in vehicles has been legal again. And the coalition has been hounding the Mayor’s office to change it. "There’s hundreds of us that are sending constant photos and stories," Allen said, adding that the group is planning to send a message. “RVs, vans, cars and just parking in front of some of the City Council members and Mayor’s house just to give them a taste of what it feels like.RELATED: City of San Diego allows homeless to live in vehicles"To have somebody watching you leave your house, then arrive at your house, they see you with your kids. It’s just very uncomfortable.”This week, however, some local leaders are splitting from the city's decision. The Pacific Beach Town Council voted to urge city leaders to prohibit the ban's reversal and designate parking lots for campers in non-residential neighborhoods away from schools and daycare facilities.Thursday, Councilmember Jennifer Campbell sent a letter to the Mayor asking for overnight safe parking on city-owned properties. She proposed South Shores parking lot because of the 200 spots and access to bathrooms.Allen said she recently received an email from the Mayor's office saying, “we are actively pursuing a new ordinance to address the public’s concerns.”"We have to put our foot down," Allen said.Members of the coalition told 10News they don’t support a plan of using South Shores or anything that close to the beach because of the impact it could have on the environment. 2483

SAN DIEGO (KGTV) — A Scripps Ranch woman did a double take when she found a mailbox post knocked down, the biggest shock came two days later.Last Thursday afternoon, Elizabeth Spelce came out of her along Cypress Valley Drive and saw it: A wooden post with her mailbox and three others was lying on its side, split apart just above the concrete."Disbelief. Stood there for a good minute and stared," said Spelce.At first she thought the culprit was the wet, windy weather. Two days later, she took a closer look and realized the wood was not rotted and wasn't so sure about her wind theory. She then assumed it might have been some bad driver or teen driver, so she decided to look at her Ring doorbell video."It was a little shocking," said Spelce.In the video, a mail truck is seen pulling alongside the curb, before running right into the post and toppling the mailboxes. The postal carrier backs up the truck, pulls forward, and soon after, reaches down and delivers the mail. The truck then drives off, apparently resuming its route."There was no note. No nothing. Just a big mystery," said Spelce.Spelce says the postal carrier added to the mystery when she talked to a neighbor. "She says, 'by the way, your mailboxes are knocked over ... Gosh, I can't imagine how it happened,'" said Spelce.Remember how she continued to deliver the mail after the mailboxes were knocked over? "She was pretending she delivered the mail and then it happened ... It's very disappointing," said Spelce.Her toppled post has since been replaced by her HOA. Spelce filed a complaint with the Postal Service. She's doesn't want the mail carrier to lose her job, but hopes she'll finally take responsibility. SAN DIEGO (KGTV) — An elderly Army veteran is warning others after he was brutally attacked while riding his mobility scooter in North Park.Around 3:30 p.m. Tuesday, 81-year-old Phil Severns was headed to a grocery store on the scooter when it happened."I just felt a sharp blow on the right side of my head. It almost knocked me out ... My glasses came off and were broken,  and my head hurt terribly," said Severns.Severns says he turned around and saw two concerned women who described his attacker. He looked and saw a man on the run a block away, described as a black man in his mid-20s with long hair, a lean build, and blue shirt and shorts.MAP: Track crime happening in your neighborhoodAt that moment, Severns says he kept thinking that he had to find out who did it. Severns decided to go after him, following him into a nearby CVS Pharmacy parking lot, where he found the man swinging a sock that appeared to be filled with rocks."Confronted him and asked him why he hit me," said Severns.The answer? A claim that Severns had hit him first, which Severns calls untrue. Before the man took off, there was more odd behavior.    "Just walking in circles and waving that sock," said Severns.It appears he wasn't done. Across the street at Walgreens, managers tell 10News they believe the same homeless man punched a clerk an hour later, the second such altercation with the man in the past year. It's a revelation that makes Severns more fearful."He's dangerous and acting crazy. SAN DIEGO (KGTV) -- Accusations of altering documents to receive federal money. That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. RELATED: Students concerned for future of Art Institute of California - San DiegoWhat it didn’t know and what’s alleged in court documents is the university was using the money that was supposed to go to students to pay for things like operating expenses. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. Current students say they’re frustrated and nervous. 10News reached out to Argosy’s parent company for a response but hasn’t heard back. 1250
