SAN DIEGO (KGTV) - Next week, new San Diego Police de-escalation policies will be presented — and likely approved — in response to weeks of demonstrations after George Floyd's death. Danny Murphy is the Deputy Commissioner of Compliance for the Baltimore Police Department, which underwent sweeping reforms following public outrage over the 2015 death of Freddie Gray.“After the Freddie Gray incident, the Department of Justice launched an investigation into the Baltimore Police Department and found a pattern or practice of unconstitutional policing,” Murphy told 10News.RELATED:San Diego Police to implement new de-escalation policyReview board recommends de-escalation reforms to San Diego PoliceThe Baltimore Police Department's new policy requires that the use-of-force not only be reasonable but also necessary and proportional to the situation. SAN DIEGO (KGTV) -- New data from WalletHub shows how California ranks on a list of best and worst states for military retirees.Overall, California ranked high when it comes to quality of life and health care, but much lower when it comes to the economy and homelessness.WalletHub ranked states on a number of other factors, with one being best and 25 being average.In the quality of life category, California comes in at 10th on the list of 51 states and the District of Columbia.From there, the data starts looking less attractive. When it comes to the economic environment, California ranked low coming in at 48th.California also ranked 48th for veterans per capita, yet ranked 49th for the percentage of homeless veterans.The area where California ranked best was number of VA health facilities per number of veterans where the state took the 3rd spot.The data also found that red states are more friendly towards military retirees than blue states. The San Diego County Sheriff's Department takes all allegations of misconduct very seriously.  As a result, an investigation is underway.  Mr. Miller is currently using accumulated leave time until his planned retirement date.  We cannot comment further based on the pending investigation." 686
