EL CAJON, Calif. (KGTV) -- Jurors Wednesday found that an officer in El Cajon acted reasonably when he fatally shot Ugandan Immigrant Alfred Olango. The jury found Richard Gonsalves' actions not negligent 12-0. On September 27, 2016, Olango’s sister called 911 to report that her 38-year-old brother was displaying erratic behavior and walking out into traffic. Two officers arrived and spotted Olango in the parking lot of a fast food restaurant on the 800 block of Broadway, ordering him to remove his hands from his pockets. Olango pulled something out of his pocket officers believed was a gun and, according to police, he assumed “what appeared to be a shooting stance” and made some kind of movement. RELATED: Alfred Olango: Call for justice continues on two-year anniversary of deadly El Cajon police shootingAt that moment, one of the officers deployed a stun gun on Olango, but Officer Richard Gonsalves fired his gun at least four times Olango.Olango was pronounced dead, and police later determined that the object in Olango’s hand was an e-cigarette device.El Cajon police eventually released two videos that showed the shooting, but Gonsalves was never relieved of his duties.Less than four months after the shooting, the San Diego County District Attorney’s Office determined police were legally justified in firing at Olango and no criminal charges were filed against Gonsalves. 1401

EL CAJON, Calif. (KGTV) - City leaders in El Cajon want to add harsher penalties to punish stores that sell tobacco products to underage customers.Current law says stores cannot sell tobacco or nicotine related products to anyone under the age of 21.Under El Cajon's current Tobacco Retail License statute, any store caught selling will face either a fine or a 30 days suspension of their license for the first offense.A second offense brings a 90-day suspension. The third offense bumps that up to a year. If a store is caught selling to underage customers four times in five years, their license gets revoked.But some city leaders feel that's not harsh enough."I think that they looked at the ,000 fine and said that's just the cost of doing business," says City Councilman Gary Kendrick. "I think it's greed. These stores are profiting from the future suffering of our children, and I am going to stop it."Kendrick wants to make the first offense a 90-day suspension and raise the fine. He also wants more enforcement.The move comes after 15 stores got citations during enforcement stings during the spring. That's a big spike from previous years where as few as one store was cited.Of the 15 stores cited, eight are filing appeals. Six paid the fine for the first offense, and one store took a 90-day suspension for a second offense."This is a huge problem," says Kendrick.But store owners say more punitive penalties are not the solution."Is that going to solve the problem? I don't think so," says Isam Habib who owns the Ranch Liquor store on Washington Avenue."What can you do? When you have to hire employees in and out, and they're young, you train them, you teach them, and they make a mistake," he says.Habib says store owners don't think they should lose a large chunk of their business for one mistake."We just gotta check the IDs," he says. "Make sure they're 21."Kendrick says the City Council will look into the new rules during October. 1964

  

EL CAJON, Calif. (KGTV) - The City of El Cajon is working to revitalize its main street, with the Magnolia Theater at the centerpiece of the effort.The theater used to be the El Cajon Performing Arts Center. In 2009, during the latest recession, the city shut it down to save money.Over the last few years, the city spent more than million to renovate the building and turn it into "The Magnolia."The building got new air conditioning and heating, new carpet, new seating and more modern amenities."We've rebranded it," says City Manager Graham Mitchell. "We have a new name, a new management company and a new way of doing things. There's a new philosophy of how we operate the facility."RELATED: East County Performing Arts Center to Re-Open as "The Magnolia"As part of the renovation, city leaders entered into an agreement with Live Nation to handle booking for the newly refurbished venue. Live Nation will provide up to 70 acts per year. The city will pay them a flat fee and then keep 100 percent of the proceeds from the shows.The venue reopened in October of 2019, and Mitchell says he's already seeing the impact it's having on the downtown area."My office is right across the plaza from the Magnolia, and pre-show, watching people spill into El Cajon, people that have not ever been here or haven't been here for a while, you can see the enthusiasm that this venue is building," he says.Business owners in the area agree.RELATED: Construction problems delay renovation of East County concert venueLupe Marrujo's family owns two restaurants on Main Street, the Downtown Cafe and Por Favor. She says business picks up on the nights when The Magnolia has a show."Before the show and after the show," she says. "They come to either the bar or the restaurant."Mitchell says the city expects an extra 100,000 people to visit downtown each year because of the events. They hope those people will come back, even when there isn't a show."There's a lot of revival, a lot of renewal, and this project exemplifies the things that are happening in the city," says Mitchell. "We hope to continue to work off the momentum the Magnolia has created and you're going to see some great things the next few years in El Cajon." 2229

  

EL CAJON, Calif. (KGTV) -- Authorities are searching for a man who reportedly robbed a US Bank in El Cajon Monday. According to the FBI, the incident happened just after 3 p.m. at the US Bank on the 2700 block of Navajo Road. The robber reportedly approached a teller and made a verbal demand for money. After receiving the cash, the man fled the scene on foot. The robber is described as a white or Hispanic man with olive skin and grey hair who is believed to be in his 30s or 40s. He’s also six feet, one inch tall with a thin build. The man was last seen wearing a grey and white “trucker style” hat, long sleeved grey sweatshirt and baggy blue jeans.
