SAN DIEGO (KGTV) — Hundreds of San Diego Gas and Electric customers around the Point Loma area were without power on Black Friday.The outage was reported just before 10 a.m., according to SDG&E's outage map. The outage affected more than 1,000 customers in the Ocean Beach, Midway, and Point Loma areas.Lindbergh Field was listed under the affected areas, but the airport told 10News they were not aware of any issues.By 6 p.m., power was restored to all customers, except for 11 households, according to SDG&E.Crews say they needed to repair a piece of equipment.10News has reached out to SDG&E for more information. 637

SAN DIEGO (KGTV) -- For the first time in nearly 100 years, an integrated company of male and female recruits at MCRD San Diego are about to begin their journey into becoming Marines. These future Marines will be led by graduates from MCRD's first ever integrated Drill Instructor Course. Now the mission of the course is to screen, train, and further develp leadership and command presence of selected Marines, in order to successfully perform duties of a drill instructor."We are taking them from the leadership skills, that they had in the fleet, and further refining them here," says Major Lynn Stow, Director of the MCRD San Diego Drill Instructor Course. "The drill instructor's goal is to successfully transfer recruits into United States Marines."Fifty-seven Marines are scheduled to graduate from the grueling 57 day course, and for the very first time, the graduating class will include 3 females."Getting the opportunity to come here was almost like divine intervention, everything just kind of fell into place," says student Sargent Stephanie Fahl. "To come here and make it this far, I'm really proud of myself."These future drill instructors at MCRD are looking forward to changing the lives of young 17 and 18-year-old recruits. "The change I'd like to instill in the recruits is to obviously maintain that discipline that's a staple of recruit training,"says student Sargent Stephanie Jordi. "I'd also like to inspire them and teach them how to become leaders even from that lowest level." Student Sargent Ikea Kaufman feels being a drill instructor is about teaching recruits how to be men and women."There is more to life than social media and all that. There is actually responsibility."And while Drill Instructor Course is very rigorous, the payback is immense. "You have contributed to the mission of making Marines. You have been able to take these recruits from day one and transform them into Marines. They are going to look up to you as their role model." 1991

SAN DIEGO (KGTV) — Holiday Bowl officials said Thursday that its 43rd annual football game will not be played this year.Due to the pandemic, the bowl's Board of Directors voted unanimously to cancel the December game, which has been played since 1978. The bowl’s traditional Bowl Week events had already been canceled for this year, including the Holiday Bowl Parade.Holiday Bowl CEO Mark Neville said that in addition to challenges in holding the game safely for fans, the virus had, "created a situation in that we wouldn’t be able to welcome fans, ultimately resulting in no tourism. Couple that with the financial and potential health risks of trying to play the game during this pandemic and it was clear this was the right decision for us.""This has been the most difficult decision our Board has ever had to make since our bowl game started in 1978," said Neville. "While it’s not the decision we wanted to make, it’s the right decision for our non-profit association and the community for the long term."The game has brought in an average million in economic benefit and led to more than 28,000 hotel room nights annually for the region, the board said. December is typically San Diego's slowest tourism period."People come in, either stay here, or they come to the restaurants, they enjoy a cocktail or a bite to eat, whether it be lunch or dinner," said Chuck Abbott, general manager of the Intercontinental, which overlooks the Holiday Bowl Parade along the waterfront. "Obviously it increaeses the revenue for the hotel, which is fantastic."The 2020 Holiday Bowl was supposed to be the first of a new six-year cycle to match top teams in the PAC-12 and ACC. SAN DIEGO (KGTV) — Four rescued sea lion pups and a northern fur seal were released back into the ocean after rehabilitating at SeaWorld.The fur seal was rescued on Mission Beach on Dec. 30, 2019, and the four sea lion pups came into SeaWorld's care over the past two months. All the animals were malnourished and dehydrated, animal care experts said.During their rehabilitation, the animals doubled in weight and were given a clean bill of health by SeaWorld veterinarians. The animals' care givers also made sure the animals could demonstrate they were able to fend for themselves before they were returned to the sea.RELATED: SeaWorld sees high number of sea lion rescuesSeaWorld released the five animals about five miles west of Scripps Pier near La Jolla.Last month, the park released another four sea lions who were under their care back into the ocean.Since the start of 2020, SeaWorld says it has rescued nearly 20 sea lions and seals.SeaWorld told 10News in January that rescuers have seen an unusually large number — about three times the normal amount — of sea lion rescues this winter."The winter storms may be pushing schools of fish out further than seal lion pups can get to. SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program.
