SAN DIEGO (KGTV) -- San Diego Harbor Police Tuesday arrested a man accused of attacking a teen Syrian refugee on board an MTS trolley, sparking a hate crime investigation. According to police, 26-year-old Adrian Vergara was arrested on an unrelated misdemeanor narcotic charge. During his arrest, Vergara was recognized as being wanted in connection to an ongoing hate crime investigation, police said. The arrest stems from the beating of a 17-year-old Syrian refugee on a San Diego Trolley car Oct. 15. Representatives for the Partnership for the Advancement of New Americans (PANA), who spoke on the teen's behalf, told 10News the teen was speaking Arabic while on FaceTime with a friend when a man on the trolley asked him, "Where are you from? The victim reportedly exited the trolley at the 62nd Street station in Encanto. He said the man also got off the trolley and left the scene.Numerous people reportedly watched as the victim was attacked, but no one stepped in to help him. SAN DIEGO (KGTV) -- San Diego immigration advocates say they are feeling a sense of hope after the election of Joe Biden and Kamala Harris. "I was definitely hopeful that, once again, we’ll have a process of consulting with an administration that wants to do something in regards to immigration versus what I would describe as an iron fist against anyone who’s coming into the country," says Pedro Rios, the director of the American Friends Service Committee.President-elect Biden has already shared some of his immigration related plans once he takes office. Biden has vowed to reinstate the Deferred Action for Childhood Arrivals (DACA) for children brought to the U.S. by their parents. The former vice president has also said he plans to halt funding for the border wall and reverse the Migrant Protection Protocols, allowing asylum seekers to wait in the United States, instead of Mexico, until their asylum case is heard. During the last presidential debate, Biden also promised a pathway to citizenship during his first 100 days in office. Rios says the passing of that plan would depend on who controls the senate come January. SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan announced Monday a motion to reduce thousands of marijuana convictions.The motion asks the San Diego Superior Court to reduce 25,000 marijuana convictions, ranging from felonies to misdemeanors, and dismiss another 1,000 misdemeanor convictions completely.“We’ve been a leader in the state and pro-active on giving individuals with marijuana convictions the opportunity to move forward with their lives without a conviction that may have been negatively impacting their lives by restricting their employment or housing,” said Stephan. “This latest motion is the continuation of work that began more than two years ago. But according to the DA's office, officials have actively been reducing or dismissing eligible marijuana cases under 2016's Proposition 64, which legalized recreational cannabis. Since 2016, the DA's office says it has reduced or dismissed more than 1,600 marijuana-related convictions.Under Prop 64, sections regarding cultivation of marijuana, possession for sale of marijuana, and sales and/or transporting marijuana — all felonies — qualify for resentencing. SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build. SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released.
