SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires. We look forward to reaching a final agreement with the Governor and Legislature that meaningfully addresses the crisis posed by wildfires. Zheng said her parents were on their way home from shopping.Wednesday, her mother was sobbing, saying she didn't want to live by herself.Zheng said her parents were married 54 years and she saw her dad as a healthy man, young and strong."He really enjoy[ed] learning the streets, the culture, how to behave in this foreign country. He worked really really hard," she said he was part of the Communist Army in China and it took him a while to get 'un-brainwashed'.Her parents emigrated to the U.S. in 2007 and she says they've been enjoying retirement, "They always together go out, they like to go to the senior center, because they can meet new people, they go to the flea market, or small shops so they can find unique stuff."Those trips, now cherished memories.Zheng hopes change can be made at the Washington Street station to protect people like her father. "The two tracks are so close they can cross, there is no [barrier] when Amtrak came, there should be a second gate," suggesting another barrier between the two sets of tracks."I feel life is so fragile, you know he's such a strong father and we've been depending on him," Zheng said tearfully, now they're leaning on each other.Zheng has a sister and niece in China. SAN DIEGO (KGTV) — The driver of the McLaren sports car involved in a fiery fatal crash on Interstate 805 Thursday and the mother and daughter who died have been identified.Trevor Heitmann, 18, was behind the wheel of the 2014 sports car that collided with an SUV, killing himself, and a 43-year-old woman and her 12-year-old daughter, according to the San Diego Medical Examiner. The mother and daughter were identified by a relative as Aileen and Aryana Pizarro. The medical examiner is using an alternative means to identify the bodies because of how badly they were burned, according to the California Highway Patrol.Heitmann was traveling at a high rate of speed heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd.RELATED: 12-year-old among victims in fiery wrong-way crash on I-805The two vehicles collided and exploded into flames, witnesses told 10News, causing a chain reaction of crashes with at least five other vehicles.Heitmann was killed of blunt force trauma and pronounced dead at the scene, the medical examiner reported.The mother and daughter in the SUV died due to the fire which engulfed the vehicle after the crash, the report said.It's still not clear why Heitmann was traveling at such a high rate of speed in the wrong direction. SAN DIEGO (KGTV) – The affidavit accusing San Diego County Congressman Duncan Hunter and his wife, Margaret, of prohibited use of campaign contributions, provides shocking details about how the couple allegedly spent the money and covered it up.The grand jury's indictment accused Hunter and his wife of misusing campaign funds on everything from vacations to tequila shots at a restaurant.The affidavit says the Hunters made purchases with campaign funds including more than ,000 for a family trip to Italy, more than ,300 for purchases at Costco, and more than ,000 for airline tickets and hotel rooms for their family and friends.GALLERY: Alleged instances of campaign fund misuse in Hunter affidavitNumerous alleged charges also cover amounts in the hundreds at grocery and retail stores and restaurants, including one charge in 2015 at Disneyland totaling 9.44 for Minnie Mouse Ear headbands and apparel, and another in 2016 for "30 tequila shots and one steak" totaling 2.46 at a restaurant.Charges listed in the affidavit span from San Diego County locales to Washington, D.C."The Hunters illegally converted and stole more than 0,000 in campaign funds to purchase goods and services for their personal use and enjoyment," the affidavit reads.
