SAN DIEGO (KGTV) – San Diego Police are investigating a reported scam that seems to be targeting the elderly.Frank Dabalack says someone knocked on his door Monday at noon, claiming they could fix a dent on the back of his car for 5.  “I’ve wanted it fixed for a long time and here’s a guy who came over, it looked like he knew what he was doing,” Dabalack said.But once he agreed and the man and his crew began work the price kept jumping to nearly 0.“I was angry with myself,” Dabalack said, “because I knew it was scam, and I’d been scammed.”He found out with the help of his neighbor, who he asked to come over.  She took a closer look at the men’s repair work. She says they were damaging the car instead of fixing it. They covered the back of the car with some gooey residue but never touched the dent.  One of the men also took pliers to the grill and started bending it out of shape.When she started asking them questions, they took off. Dabalack says he wrote them a check for 5 but was able to cancel it with his bank.Martinez said when police arrived, they said they were familiar with the scam. The men look for handicapped plates on cars in driveways and try to trick the owners into paying large amounts of money.“Frank is from a generation where people kept their word, not scammed the elderly,” Martinez said. “Frank is like a dad to me. I don’t like anyone doing that to him or any senior.”  1445

SAN DIEGO (KGTV) — San Diego Humane Society officers rescued 21 cats living in filthy conditions in a South Bay home on Tuesday.SDHS said Wednesday officers were working to recover more from the home.The cats were recovered from the home and are suffering from a range of health conditions, including malnutrition, fleas, upper respiratory infections, and some eye traumas that were left untreated. Wednesday, one of those cats was scheduled to undergo emergency eye surgery.Humane Society staff say the cats will be cared for at the shelter but did not say whether they would eventually be offered for adoption.SDHS did not say whether charges were being filed against the homeowner. 692

SAN DIEGO (KGTV) — San Diego officials are offering a new location to help temporarily shelter migrants seeking asylum.The city says it has identified a new property to use as a shelter since its current temporary shelter doesn't have the occupancy for long-term sheltering, in a letter to California's Office of Emergency Services."The county recently vacated the Camp Barrett youth correctional facility in Alpine. The facility is already classified for residential occupancy and therefore does not require significant alteration to be used as a shelter," Robert Vacchi, deputy chief operating officer of San Diego's Neighborhood Services, wrote.RELATED: Exclusive look inside San Diego shelter for migrant asylum seekersCamp Barrett was closed in October following years of steadily decreasing populations at the county's in-custody facilities, according to the county. The remaining population was relocated to a Urban Camp facility in Kearny Mesa. The facility was capable of housing 125 boys.Camp Barrett and surrounding property is owned by the city's Public Utilities Department, but slated for sale. Vacchi writes the property could be leased to the state or third-party on a temporary basis to use as a shelter for asylum-seeking migrants.The Alliance Healthcare Foundation has agreed to fund the operation of a facility, according to Vacchi, and the city has been in talks with the agency to secure shelter operations.The city is facing a Feb. 4 deadline to vacate the current shelter being used for migrant asylum seekers. SAN DIEGO (KGTV) — San Diego Police have made an arrest in the death of a 20-year-old in the Bay Terraces area last year.Police said 26-year-old John Orozco was arrested Wednesday for the murder of Joaquin Ruiz of San Diego.On July 12, 2019, Ruiz was found in a vehicle off the side of the road just before midnight in the 7000 block of Paradise Valley Rd. He was suffering from a bullet wound to his upper body.Police began first aid at the scene, but Ruiz died of his injuries on the way to the hospital.The investigation into Orozco is ongoing, and no other details surrounding his arrest or involvement in the murder were released.SDPD asked that anyone who may have information related to the case to call the department's Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 800

Some of them say - it's likely a lack of light that emboldens criminals. Wednesday, those neighbors brought the issue up with at a Pacific Beach Planning Group meeting, and offered a unique solution.  "Quality of life crimes are going up."Marcella Teran would know. She's lived here in the area for 30 years."We live by the Pacific Beach library, and there's so much crime over there and drug dealing," she said. "I just didn't feel safe at all."A few houses down, up in a tree above the sidewalk, Teran's neighbor took matters into his own hands."They're LED, solar powered, and it's super bright," she said, pointing out the lights her neighbor put up in front of his home. The best part is, they aren't expensive.
