SAN DIEGO (CNS) - San Diego County public health officials Saturday reported 529 newly confirmed cases and four additional deaths from COVID-19, bringing the county's totals to 29,577 cases and 565 deaths.Three new community outbreaks of COVID-19 were identified Friday, raising the number of outbreaks in the past week to 40. One outbreak was in a restaurant/bar, another in a gym, the other in a government setting.The number of outbreaks far exceeds the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households.Of the 9,161 tests reported Friday, 6% were positive. The 14-day rolling average percentage of positive cases is 5.4%. The state's target is fewer than 8% of tests returning positive.Of the total positive cases, 2,551 -- or 8.6% -- required hospitalization and 650 -- or 2.2% -- were admitted to an intensive care unit.The four people whose deaths were reported Friday were men who died between July 24 and July 31. Their ages ranged from 55 to 82. All had underlying medical conditions, as have 95% of those who have died from the illness.According to county data, 57% of adult San Diego County residents have underlying medical conditions such as high blood pressure, heart and lung disease, cancer, diabetes and obesity. These conditions put such people at higher risk for serious illness should they contract COVID-19.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. The highest age group testing positive for the illness are those 20-29, and that group is also least likely to take precautionary measures to avoid spreading the illness, a county statement said."Some San Diegans think they're not going to get sick and therefore are not following the public health guidance," said Dr. Wilma Wooten, the county's public health officer. "What they don't realize is that they could get infected and pass the virus to others who are vulnerable."An amendment to the county's public health order, which went into effect Wednesday morning, now requires all employers to inform employees of any COVID-19 outbreaks or cases at a place of business. Previously, the county recommended employers disclose outbreak information but did not require it."We are continually adjusting and making refinements," Fletcher said. "We believe most entities are acting responsibly, but this will ensure employers inform their employees."Speaking at the county's daily coronavirus briefing on Wednesday, Fletcher and county Supervisor Greg Cox said the county is rapidly attempting to recruit more Spanish-speaking contact tracers and investigators and increase testing in the South Bay, where communities are reporting the highest rates of COVID-19 in the county. The percentage of Latino contact tracers and investigators hired by the county is currently 25%.The head of the Chicano Federation of San Diego County was critical of the county's response, saying it had not taken actions to reflect its demographics in contact tracers -- an inaction that could be exacerbating cases and reporting in the county's Latino population."We were told repeatedly that the county was working diligently to hire people from the community to serve as contact tracers, and that they were being intentional about making sure contract tracers and investigators were representative of the community. They lied," Chicano Federation CEO Nancy Maldonado said in a statement Wednesday."The County of San Diego has failed Latinos at every step of this pandemic," she said. "Lives have been destroyed because of failed leadership. The response from the county has been irresponsible -- and San Diego County's Latino community is paying the price."Latinos make up 61% of those hospitalized in the county from the virus and 45% of the deaths. They compose around 35% of the county's population.Cox and Fletcher also said they would bring a plan for a safe reopening compliance team before the full Board of Supervisors. The team would supplement health order enforcement, including investigating egregious violations, outbreaks and conducting regular checks of the county's more than 7,500 food facilities.New enforcement could include a compliance hotline for tips, additional staff for investigations and outbreaks and coordination with cities to send a team to conduct investigations. 4430
SAN DIEGO (CNS) - The first batches of Pfizer's long-awaited COVID-19 vaccine arrived in San Diego County Monday for both U.S. Department of Defense personnel and civilians, with initial vaccinations to begin as soon as Tuesday.Naval Medical Center San Diego received an unspecified number of vaccines Monday, with front-line medical workers and essential mission personnel -- such as EMS, firefighters and gate personnel -- to begin receiving the first dose of the vaccinations Tuesday. Naval Hospital Camp Pendleton will take a portion of those doses for personnel north of San Diego."We are proud to support operation Warp Speed," said Rear Adm. Tim Weber, commander of Naval Medical Forces Pacific. "This vaccine will strengthen our ability to protect our people. I am confident in the stringent regulatory process of the FDA."Weber said the number of doses delivered to the Navy in San Diego is likely fewer than the number of "first-tier" medical personnel at the two hospitals. Subsequent vaccine allotments -- as the supply chain dictates -- will allow for the second dose of the vaccine to be administered to medical and other "mission-essential" workers, as well as those who missed it the first time, Tricare dependents and non-essential personnel.The number of doses delivered to the San Diego-area military is classified, Weber said, calling it an "operational security issue." However, the U.S. government has allocated vaccines to 64 jurisdictions, and the DOD plans to administer its initial allocation of 43,875 doses to populations of uniformed service members -- both active and reserves. SAN DIEGO (CNS) - Police arrested two people and seized various merchandise from an illegal marijuana dispensary, an officer said today.Narcotics investigators served a search warrant at the dispensary, called Miramar Private Club, around 10 a.m. Thursday, San Diego Police Lt. Matt Novak said in a statement. The dispensary was operating in a building near the intersection of Spectrum Lane and Camino Santa Fe.Police arrested and issued citations to two employees for possession of marijuana for sale and operating a business without a permit.Officers seized six pounds of "high-grade" marijuana, more than 800 pounds of marijuana concentrates and edibles and ,300 in cash, Novak said.They also found information that led to the search of an apartment in Mission Valley, off Reflection Drive north of Friars Road, believed to be associated with the dispensary.There, officers seized an additional three pounds of marijuana, more concentrates and edibles and ,500 in cash.Narcotics detectives will continue to investigate illegally operating dispensaries in San Diego, Novak said."All owners and employees found operating these illegal businesses will be arrested and prosecuted," Novak said in the statement. 1222
SAN DIEGO (CNS) - The California Supreme Court on Monday upheld the conviction of a death row inmate found guilty of hiring another man to shoot and kill his fiancee in Alpine 20 years ago.Michael William Flinner applied for a life insurance policy for 18-year-old Tamra Keck, then arranged for his former employee, Haron Ontiveros, to kill her on June 11, 2000, according to the ruling.The killing occurred shortly after Flinner met Keck and began dating her.According to the ruling, Flinner named himself as the beneficiary in the insurance policy, and falsely alleged Keck was an employee at his landscaping business whose death would cause him to suffer financially. Prosecutors alleged Flinner arranged for Ontiveros to meet with Keck at a gas station, then direct her to his car in a nearby cul-de-sac under the guise of having engine trouble. Once there, he shot Keck in the back of the head.Separate juries convicted Flinner and Ontiveros of murder and conspiracy and found true special circumstance allegations of killing for financial gain and lying in wait. Jurors recommended capital punishment for Flinner and life imprisonment without the possibility of parole for Ontiveros.In the appeal, Flinner's counsel alleged his case was adversely affected by issues that included limited access to defense counsel, which was allegedly restricted by Flinner's relocation from the downtown San Diego jail to the jail in Vista. Flinner's defense attorney at the time claimed the distance to Vista and other limits on telephone communication would hurt the defense's preparation for trial. According to the ruling, the relocation was implemented because Flinner obtained the home addresses of the prosecutor and trial judge through another inmate.The state Supreme Court found the claims had no merit, as the trial court permitted increased communication between Flinner and the defense team at the defense's request.Another claim alleged juror misconduct by one panelist who sought to write a book about the trial. Flinner's counsel alleged her objectivity may have been compromised as a result. The state Supreme Court disagreed, though it noted the juror had made misconduct claims about other panelists, which the high court also ultimately ruled were unfounded. 2276
SAN DIEGO (CNS) - San Diego County's unadjusted unemployment rate dipped slightly to 3.2 percent in November, with nonfarm industries adding nearly 10,000 jobs, the California Employment Development Department announced Friday. The November unemployment rate is down from a revised 3.3 percent in October and even further below the 3.5 percent rate in November 2017. Total nonfarm employment increased by 9,800 jobs from October to November while total farm employment lost 300 jobs. Nonfarm employment now totals 1,503,800 in San Diego County and farm jobs total 8,500. The trade, transportation and utilities industry added 5,900 jobs month-over-month, the most of any industry in the county. Government was the county's only other industry to add more than 800 jobs, increasing by 2,900. According to EDD data, 1,300 of the government jobs added were in the state and local education sub-industries. The leisure and hospitality industry continued to lose jobs as 2018 recedes further away from the summer months. The industry lost the most jobs of any in the county from October to November at 1,300. Year-over-year data showed an employment increase of 26,400, all nonfarm jobs, from November 2017 to November 2018. A majority of those gains, 16,500 jobs, came in the professional and business services industry. Year-over-year farm employment stayed steady at 8,500 jobs. California's unadjusted unemployment rate dipped from 4.1 percent in October to 3.9 percent in November, according to the EDD. That rate is also below the state's unemployment rate in November 2017, 4.2 percent. Nationwide unemployment also fell in both time spans, from 3.7 percent in October and 3.9 percent in November 2017 to 3.5 percent in November 2018. 1744
