SAN DIEGO (KGTV) - Detainees inside the Otay Mesa Detention Center can reportedly no longer make phone calls to certain immigrants' rights activists. “Quite frankly, I'm outraged that a U.S. federal agency (ICE) would cut off communication,” said Alex Mensing with Pueblo Sin Fronteras. Mensing told ABC10 News on Tuesday that his number was blocked along with numbers to another immigrants’ rights activist group, Otay Mesa Detention Resistance.“Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people,” he added.The Otay Mesa Detention Center has come under fire in recent months for allegations of poor health conditions and abuses inside, as hundreds of people being housed there were testing positive for COVID-19.In May, Salvadoran Carlos Escobar-Mejia became the first detainee in U.S. custody to die after testing positive for the virus. His funeral was held last week.ICE contractor CoreCivic operates the facility.When asked Tuesday about blocking calls, CoreCivic replied, “We took this action at the direction of our government partner. We encourage you to reach out to Immigration and Customs Enforcement (ICE) for more information on their rationale for this decision.”On Tuesday, a spokesperson for ICE sent ABC10 News the following statement:“Due to safety concerns for all detainees in custody, ICE has temporarily blocked detainee calls at Otay Mesa Detention Center to a specific San Diego area phone number after detainee calls to this number resulted in detainees exhibiting highly disruptive behavior, threatening the health and security of other detainees and employees at the facility. ICE takes very seriously the safety and well-being of those in our care and will take all necessary steps in order to ensure the continued safety of both detainees and staff. SAN DIEGO (KGTV) -- Health experts in San Diego County said Wednesday flu season appears to be at its end, according to the County News Center. The news came after the county released the latest flu numbers. So far this season, 341 people have died from the flu including two new deaths reported over the last week.Those who died ranged in age from one to 101.The high number of deaths this season is a result of an unusually severe flu season, but was also due to better reporting and tracking, County Health and Human Services reported.“It appears that we’re at the end of this flu season,” said Wilma Wooten M.D., M.P.H., County public health officer. “However, people should continue to take precautions to avoid contracting the virus.”In total, more than 20,000 lab-confirmed flu cases were reported this flu season compared to just over 5,400 the previous year. 880

SAN DIEGO (KGTV) -- Homes burned overnight Sunday as the Valley Fire raged through the East County, burning thousands of acres and prompting a state of emergency declaration.Video from the scene showed structures and vehicles scorched by the flames. So far, 11 structures have been destroyed by the fire.As of Sunday at 8:47 p.m., the fire has so far scorched 9,850 acres and is 1% contained, Cleveland National Forest says.Evacuation orders have been issued for Barrett Lake Dam, while evacuation warnings have been issued for Lake Marina, Dulzura, Dog Patch, Potrero, Campo, Honey Springs, Barrett Junction, Dearhorn Valley, Corte Madera, Pine Valley, and the area from Lyons/Japatul Valley Rd. to the 8 Freeway.Overnight into Monday, fire crews say the fire is expected to remain active because of the lack of overnight moisture.Structures are being threatened in the Carveacre and Lawson Valley, Wood Valley, Lyons Valley, and Deer Horn Valley. The agency added that power lines that supply a large portion of San Diego County are also threatened.SDG&E says they are working with CalFire to solve any outages due to the fire, but need to wait for approval for their crews to be allowed into the area and to re-energize power lines. SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807
