SAN DIEGO (KGTV) – Restrictions in California due to the COVID-19 pandemic have forced many youth sports teams around San Diego County to head to other states to play games.Under current pandemic-related guidelines, youth sports teams in California have been limited to practices only. The restrictions have been frustrating for many parents and coaches.Anthony Lococo, a coach for San Diego travel baseball organization King Kong Baseball, said, "At this point, we thought we would be in a position where there would be a plan in place to get us back to playing. If I told you five or six months ago that we'd have to travel to play, I would have told you no way. I thought we would have had a plan in place by now."Rene Miramontes, director of coaching for local-based Crusaders Soccer, feels traveling to play in other states was bound to happen."In youth sports in particular, with no recourse, you have to start looking for options,” Miramontes said.Those options include heading east to places like Yuma, Arizona. In fact, the San Diego Union-Tribune reported about a recent baseball tournament in Yuma which featured 51 teams. Of those teams, 49 were from California."I gave it a couple months, with the plan that if we weren't open by October or November, we would have to look into going to other states," said Lococo.Since pandemic regulations went into effect in March, many youth tournaments in San Diego have been canceled, costing the city a lot of money. According to the U-T report, the amount of money lost could be in the hundreds of millions of dollars.Now, San Diego families are heading to places like Arizona and Utah for tournaments, and of course, absorbing the costs that come with it.Lococo plans to take his King Kong Baseball teams to Arizona in the next month."As a family, you are renting a hotel for one to two nights, depending on how long the tournament is. Price-wise, you're probably talking five, six, seven hundred dollars per family,” said Lococo.Of course, the most important thing is the safety of the young athletes. The space will be in view of the station’s front door and in a well-lit area. “Online platforms have become an epicenter for scam artists and predators looking to take advantage of innocent people. In a world filled with online transaction uncertainty, D.O.T.S. offers certainty. I am pleased to see my pilot program expand citywide. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) - Residents in Carmel Mountain Ranch plan to continue their fight against a proposed apartment building, even though the City Planning Commission has recommended approval of the project by the City Council."Alante" is a 50-unit apartment building under development by New Pointe Communities. It will be built on top of an existing MTS parking garage that is no longer in use. It will be located at 10211 Rancho Carmel Drive, just east of the 15 near the Ted Williams Freeway."We do believe that the Alante community is a great addition to Carmel Mountain Ranch as it brings 50 apartment units of workforce housing that is much needed in the northern part of the City," New Pointe President Scott Sandstrom told ABC 10News in a statement.Sandstrom also pointed out that 15 of the units will be designated as affordable housing. Sandstrom says they'll be the first affordable units in Carmel Mountain Ranch.But the local community has come out against the project over the last few years. In 2019, a petition gathered 912 signatures to stop the development. And in June, the Carmel Mountain Ranch/Sabre Springs Community Council voted unanimously against it.Despite the opposition, the San Diego Planning Commission voted to recommend approval of Alante to the City Council."Frankly we weren't surprised because the Planning Commission has been ruling against community planning groups very frequently for a long time," says CRMSSCC Chairman Eric Edelman.RELATED: Neighbors push back against construction of apartment complex"Our objection is the bulk and scale of the project," Edelman says. "We would rather see a smaller building with more affordable units."Plans filed with the city say the building will be 6 stories tall and more than 70,000 square feet. 26 of the units will be one-bedroom apartments. The other 24 will be two-bedrooms.It will also have 58 parking spaces, 5 motorcycle spaces and 22 bicycle spaces."We understand that we're probably not going to stop this project altogether but we would like to alter the bulk and scale of it," says Edelman.The decision by the Planning Commission cannot be appealed, since it is a non-binding recommendation. But Edelman says his group will now work on a strategy to convince the City Council to deny it."We'll refine our case based on what we learned from the Planning Commission," says Edelman. "It's really important that the Carmel Mountain Ranch Community Planning Group does its best to advance the feelings of the community as a whole."The community says they have concerns over the building's impact on traffic and wildfire safety. They also worry it will be the tip of the iceberg to allowing more large-scale development in the neighborhood.Right now, a separate developer has plans for a 1,200 unit apartment complex on an abandoned golf course just north of the Alante lot."The main concern there is just that these two things aren't being done in a thoughtful manner, in tandem," says Edelman. "It should be done in a sensible manner. A blanket solution that works in another part of San Diego may not work here in Carmel Mountain Ranch."Sandstrom says Alante gives the city a chance to turn an eyesore into an asset."We hope to turn this home for cars into homes for people," he told the Planning Commission at their meeting on July 23.City Councilman Mark Kersey, who represents the area, told ABC 10News he was not able to comment on the project, since it hasn't formally been presented to the Council.
