(KGTV) - Dr. Greg Skomal and Meteorologist Joe Merchant are working together as they test a new theory on how sea breeze may correlate with set off a predatory chain reaction.So far their research has taken them to the Bahamas and Cape Cod, both locations on the East Coast, given several recent attacks. Skomal says, "It could be weather conditions it could be water temperature so were testing all these various factors to see if there's any patterns including Joe's ideas that drive the behavior of these sharks." Merchant believes a weather condition called a sea breeze may set off a predatory chain reaction. He says it brings nutrient rich deep water closer to the surface, attracting tiny marine life, which attracts larger fish and in turn attract the oceans largest predators, sharks. Fisheries Research Biologist Heidi Dewar tells 10News, "On the East Coast you have the warm Gulf Stream that moves broad on a continental shelf and our coast we have a cold current coming from the north and a very narrow continental shelf." For this reason, we may not be able to use the same theory for our coast."It's not clear that would translate to the West Coast; we have a very different ecosystem over here," Dewar tells 10News. Dewar says pinpointing sharks' locations and predicting where they will be next is going to require much more data and research. Meantime, she says one thing is certain: the number of sharks in the water is going up."We do know shark population in the North Pacific are increasing and so people will see more sharks in the water." 1588

Lawyers for Breonna Taylor allege in court records that she was targeted in a police operation to gentrify a neighborhood in western Louisville. Taylor was shot and killed back in March by Louisville Metro Police officers when police conducted a “no-knock raid” on her home. Thinking the police officers were intruders, Taylor’s boyfriend, Kenneth Walker, allegedly shot at police.Officers returned fire, striking, and killing Taylor.According to the lawsuit, which was filed Sunday in Jefferson Circuit Court on behalf of Taylor's family, lawyers said there were plans underway for a "high dollar, legacy-creating real estate development" for Elliot Avenue. Taylor's ex-boyfriend Jamarcus Cordell Glover was renting a home on the street and it created a "roadblock" for the project, court documents stated."The police unit's efforts to clean house on Elliott became so outrageous, unlawful, corrupt, and reckless that a bogus, no-knock search warrant was obtained for the home of Breonna Taylor, a woman with no criminal history, no drugs in her home, no targets in her home, and whose home was more than 10 miles from Elliott Avenue," lawyers stated in the court documents.Lawyer's Ben Crump and his co-counselors Sam Aguiar and Lonita Baker issued a statement about the refiling.“Connecting the dots, it’s clear that these officers should never have been at Breonna Taylor’s home in the first place, and that they invaded the residence with no probable cause," they said in a joint press release. "The officers who robbed Breonna of her life -- and Tamika Palmer of her daughter -- exhibited outrageous, reckless, willful, wanton, and unlawful conduct. As a consequence, the city lost one of its most precious essential frontline workers, who risked her life daily to save her fellow residents in a pandemic. LEMON GROVE, Calif. (KGTV) — The mother of a 13-year-old boy killed crossing San Miguel Avenue in Lemon Grove may sue the city for not making the street safer.Tanya Harris, whose son Trevon died in May, filed a claim against the city of Lemon Grove for allegedly ignoring continuing issues on the two-lane road. On May 3, Trevon was crossing the street after visiting a friend's house when he was hit by a car and killed. Tanya and Trevon's brother, Ty, who is only nine, arrived to see him lifeless on the asphalt."When I came up on the road, I immediately saw the body on the road," Tanya said. "When I pulled over, I ran out because I knew it was my child's body that was on the ground."Tanya says Trevon had an infectious smile and had dreams of playing professional basketball. Tanya and Ty are now in grief counseling, which Tanya said is helping.Meanwhile, San Miguel Avenue remains a two-lane road, and the area Trevon was hit doesn't have any speed bumps or stop signs. That's the basis for the claim, which accuses the city of ignoring the risks for years. "It has gravel all over it, and divots and pots, which causes drivers to skid and slide" said Rhonda Holmes, an attorney representing Tanya Harris. "More importantly, people are known to speed down that road."Lemon Grove City Manager Lydia Romero said the city can't comment on pending litigation. The San Diego County Sheriff's Department said its traffic investigator found no fault on the part of the driver, and that Trevon darted out into traffic. Tanya wants the city of Lemon Grove to install speed bumps or stop signs by next month, when San Miguel Elementary School starts. The school, which Ty attends, is just steps from where Trevon was hit and killed. 1741

  

Leaders of a program for at risk youth in Southern California are worried as the teens who need the most help may not be getting the opportunities they need because of the pandemic.Student Leslie Damien has very specific aspirations.“I want to be a doctor, actually -- I hope to be getting into autopsies,” Damien said.But that wasn't the case two years ago when she was living an entirely different lifestyle.“I was on probation for skipping school, for being absent all the time, for smoking and doing drugs. I was doing really bad during this time,” Damien said.Damien said it was her probation officer who made her realize that her life was spiraling downward. The two sat down and had a heart-to-heart conversation.“’Leslie, you are messing up your life,” Damien said, recalling her conversation. “’You have so much to look forward to, you can either go to Sunburst or mess up your life and you’re not going to get anywhere.”She signed up and checked herself in for change.“What made me want to make the change was seeing my grandmother cry,” Damien said. “I saw her cry she said she was disappointed and thought I was going to be something in the world and she though my life was going to go completely bad.”“We take students who are struggling for whatever reason, drugs, alcohol family issues, bad relationships and we bring them into a safe environment built around the military model of structure and discipline and we get them away from all those distractions,” said Sgt. Ryan Salvoni, the admissions coordinator for Sunburst Youth Academy in Los Alamitos, California. It's a quas-imilitary, residential youth program run by the National Guard and Orange County Department of Education.“Sunburst is not a placement facility, it’s not a bootcamp for bad kids, parents can’t force their students to attend,” Salvoni said. It’s a scholarship that you have to apply for and earn. You have to have an actual desire for change and make a commitment to the process in order for our program to have significant change in their life.”The program is free, and available to any teen in six Southern California counties. There are 40 similar programs like this one across the country. It’s 22 weeks long, and Salvoni says, there are typically more applicants than scholarships. There's no turning back. No quitting.“We make it harder for a student to quit and go home than it is to get back in and continue through that moment of weakness,” Salvoni said. “We’re trying to develop that sense of resiliency when they’re with us so they can push through moments of wanting to quit or give up.”Salvoni is worried about the kids he's not able to reach. Like every other aspect of our society, the pandemic has changed the way he does outreach.“Any empty scholarship that goes unfulfilled is a lost opportunity for a student to change their life,” Salvoni said.And that, Damien said, is something she's proof of.“I would be probably on the streets, smoking weed, not graduating high school, doing the same things I was doing before, not in a good place, nowhere near where I am now,” Damien said.After graduating, she became valedictorian, graduating with a 4.5 GPA, and is well on her way to become a doctor.“It's an extraordinary opportunity for those students who don’t have a future or who think that there’s nothing that’s going to go on with their life it’s a huge opportunity to start your future to give you a second opportunity to be something great or be something in the world,” Damien said.All that is required for applicants is an ID and be free of serious legal troubles. 3586
