BEIJING, Jan. 17 (Xinhua) -- Beijing will adopt tough water management measures in the next five years to ease acute water shortages, according to local water authorities.The measures include setting warning lines for the quantity of water consumption, efficiency of water use and water pollution levels within the metropolitan area, Bi Xiaogang, spokesman with the Beijing Water Authority, was quoted as saying by Monday's Beijing Daily.Local governments would be punished if they missed the targets, he said, adding it was the first time that such measures had been formulated.The measures, which were still being drafted by the municipal government, will be implemented during the first half of 2011, Bi was quoted as saying.Beijing has been plagued by drought for 12 years in a row, during which its per capita amount of water resources has been nearly halved to about 150 cubic meters.With nearly 20 million residents and more than 4.7 million vehicles, the metropolis has a water resource deficit of 400 million cubic meters, although it transferred 320 million cubic meters of water from neighboring Hebei Province last year.

JINAN, Jan. 9 (Xinhua) -- Police in east China's Shandong Province said Saturday that one of the two killers who shot dead four policemen on Jan. 4 had also murdered another man before the gunfight.Liu Jianjun, 50, allegedly killed one man on Dec. 29 last year in Dezhou City of Shandong.Liu and his 52-year-old brother Liu Lumin shot at policemen who were investigating the Dec. 29 murder case in Tai'an City of the province on Jan. 4 .Three policemen were killed at the scene, and another died later in the hospital.After gunning down the officers, the two men fled the scene, hijacking four cars and shooting two drivers before their car collided with a police wagon.The gunmen, armed with a homemade pistol and a double-barreled shotgun, continued to fire after police had cornered them, injuring more policemen and civilians.Liu Lumin then shot and killed himself while Liu Jianjun was taken into custody.

WASHINGTON, Jan. 14 (Xinhua) -- U.S. Secretary of State Hillary Clinton on Friday rejected a zero-sum formula on U.S.-China relationship, saying that the two countries have much more to gain from cooperation than from conflict.Delivering a speech on the future relations between the U.S. and China at the State Department, Clinton said it does not make sense to apply zero-sum 19th-century theories of how major powers interact in the 21st century."We reject those views," she said, referring to views which depict China's growth as a "threat" or U.S. policy on China as " containment."The State Department described the speech, delivered to inaugurate an annual forum dedicated to veteran U.S. diplomat Richard Holbrooke, as setting stage for a state visit by Chinese President Hu Jintao next week.Clinton said that the world is moving through uncharted territory and needs new ways of understanding the shifting dynamics of the international landscape, a landscape marked by emerging centers of influence, but also by nontraditional, even non-state actors and the unprecedented challenges and opportunities created by globalization.This is a fact that is especially applicable to the U.S.-China relationship, she said, noting that the engagement between the two countries can only be understood in the context of this new and more complicated landscape."We are in the same boat. UNITED NATIONS, Jan. 18 (Xinhua) -- China welcomes the smooth completion of the referendum in south Sudan, which is "an important step" towards the full implementation of the Comprehensive Peaceful Agreement, a senior Chinese diplomat said here on Tuesday. Addressing an open debate on the situation of Sudan in the Security Council, China's deputy permanent representative to the UN Wang Min said that the referendum in south Sudan is not an end in itself in implementing the CPA, instead, realizing sustainable peace, stability and development in Sudan is the final purpose. "No matter what the outcome of the referendum is, it is imperative to ensure the long-term peace and stability in Sudan and the region at large," said Wang. Wang noted that China hoped to see the north and south Sudan would continue to conduct dialogue and consultations, so as to reach an earlier agreement on such issues as the status of Abyei, wealth sharing and border demarcation, lying down a foundation for further promoting the north-south peace process. On Saturday, South Sudan referendum polling centers closed. The referendum will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war. In order to assist Sudan in the referendum, China has donated to the Southern Sudan Referendum Commission 500,000 U.S. dollars in cash and provided its bureau with support in kind. China has also sent a group of observers to Sudan. Wang reiterated China's willingness to "work together with the international community and the parties concerned to continue to play an active and constructive role in promoting the long-term peace, stability and development of Sudan." Concerning the situation in Darfur region, Wang said that China supports a peaceful and comprehensive settlement to the Darfur issue, in particular the tackling of the root causes for the issue. "At present, the security situation in Darfur is very fragile, and humanitarian assistance is faced with many difficulties, " said Wang, "the root cause is the lack of a strong and widely supported political agreement in Darfur." China called on the Security Council and international community to strengthen support for political process in Darfur and urged the Darfur rebel groups to join the peace talks without conditions and delay, said Wang.
