Another federal judge has overruled the Trump administration's efforts to end a popular immigration program -- this time saying the government has to accept new applications. The ruling on the Deferred Action for Childhood Arrivals program, however, won't take immediate effect, with the judge delaying the ruling for 90 days to allow the administration to make its case.Similar to the other rulings, Judge John Bates concluded that the wind-down of DACA was "arbitrary and capricious" because the Department of Homeland Security failed to "adequately explain its conclusion that the program was unlawful." The judge also accused the government of providing "meager legal reasoning" to support its decision.A George W. Bush appointee to the US District Court for the District of Columbia, Bates delayed the effect of his ruling "to allow the agency an opportunity to better explain its rescission."The DACA program, which protects young undocumented immigrants who came to the US as children, has already been resumed after President Donald Trump sought to end it in September, after two federal judges issued nationwide rulings to accept renewals of the two-year permits issued by the program and after the Supreme Court declined to circumvent the appeals process to overturn those decisions. But while the Department of Homeland Security has been processing renewal applications under those rulings, as the appeals make their way through the courts, Tuesday's ruling was the first to order the program to resume accepting new applications -- potentially opening the program to tens of thousands more immigrants than the roughly 700,000 currently protected. In September, the administration defended ending the program by saying it was likely to fall in the courts anyway, arguing a six-month wind-down of the program would be more orderly than a sudden end brought by the courts. No court has found DACA to be unconstitutional. 1944

ARLINGTON, Va. – The Transportation Security Administration (TSA) says it screened more travelers on the day before Thanksgiving than any day since March 16, around the time the COVID-19 pandemic hit the U.S.TSA spokesperson Lisa Farbstein announced on Twitter Thursday that the administration screened 1,070,967 people at its checkpoints nationwide on Wednesday.“It's the highest volume since March 16 and only the 4th time passenger throughput has topped 1 million since that date,” wrote Farbstein.Still, air travel is significantly down, compared to in 2019. Last year, TSA says 2,602,631 people were screened on Thanksgiving eve. That’s more than double the amount screened this year.As coronavirus cases spike throughout the country, the Centers for Disease Control and Prevention (CDC) is advising not to travel to visit loved ones this Thanksgiving. Officials want Americans to avoid spreading the coronavirus, especially to those most vulnerable, like the elderly.Instead, the CDC is suggesting that Americans should stay home and celebrate turkey day with the people they live with."Gatherings with family and friends who do not live with you can increase the chances of getting or spreading COVID-19 or the flu," the CDC says. 1245

ANN ARBOR, Mich. (AP) — Students at the University of Michigan are being ordered to stay in place for two weeks after a surge of coronavirus cases driven by social gatherings on and off-campus.Local health officials said Tuesday that the surge is overwhelming their ability to confront the pandemic. Officials say coronavirus cases related to the university represent 61% of the total in Washtenaw County, compared to just 2% in August.More than 1,000 students have been infected since the start of the fall term despite limits on gatherings and classes that are mostly held online. Undergraduate students can attend in-person classes and also leave their residences for exercise, work, food, medical appointments, voting, and religious services. In response to the order, university President Mark Schlissel says even more undergraduate classes will shift to remote instruction. Students who want to leave campus housing for the balance of the term could receive a refund or credit. 990
