SAN DIEGO (KGTV) - San Diego Police arrested a man this week on suspicion of vandalizing parked cars in Bankers Hill and East Village. Alexander Galarza, 34, was booked into jail Monday on multiple counts of felony vandalism, according to SDPD Lt. Dan Smyth. Galarza used a pole to break the windows of 10 cars in Bankers Hill late Sunday night, police said. He left the area before officers reached the scene. SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. The latest round of wet weather is expected to be the heaviest in San Diego County, bringing between half an inch to an inch of rain to the coast. According to the National Weather Service, parts of San Diego County could see heavy snow. The NWS says elevations will be between 5,000 to 5,500 feet for the region's mountains. Elevations above 5,500 feet could see between five and 10 inches of snow accumulation. “Highest amounts will be southeast of Big Bear in and around Mt. San Gorgonio, over Mt.
