(KGTV) -- A man in his mid-30s was killed Sunday afternoon after the SUV he was driving struck a tree in El Cajon.El Cajon police say the driver of a 1998 Ford Explorer drifted onto a center divider then slammed into the tree on N Second Street near Greenfield Drive at 1:49 p.m.The man was pronounced dead at the scene. His name was not released pending family notification.Surveillance video from a nearby store shows the impact of the crash and the aftermath. Several good Samaritans ran over to try to help the driver until police arrived.N Second Street between Persimmon Avenue and Greenfield Drive was closed off for approximately four hours as police investigated.Police said it was unknown if drugs or alcohol were factors in the crash. EL CAJON (KGTV) – An El Cajon property owner said a police pursuit in March that ended at her property has led to questions over repairs.Jenny Wu has owned the property in the Villa Madera condominium complex on Mollison Avenue for more than a decade. On March 19, a vehicle crashed into her home, causing extensive damage.According to Wu, she had two elderly renters living there at the time of the crash, with one ending up in the hospital. She said she gave the information about what happened to her homeowner’s association immediately following the incident.More than five months after the crash, her property is still boarded up.Through her translator, she said the HOA wanted to investigate. Wu and her son said communication from the HOA and the property management company on the process to fix the condo has been spotty.Dan Zimberoff is an attorney who specializes in HOA matters.He is not involved in the case, but said the association typically insures common area.“When you have a singular affected homeowner like you do here, many times I see the association allows that homeowner have direct access with the adjuster. It just streamlines the processes and allows that direct communication,” Zimberoff said.Wu was one of the many temporarily laid off from her job at a local casino because of the pandemic. She still pays HOA fees at her condo, which adds up to roughly 0 per month.The president of Property Management Consultants said Team 10 has “been told many inconstancies [sic].” President Hugh Maynard said the insurance company would be contacting Team 10 with information, but the company never reached out. Maynard said the owner did not carry their own insurance and the HOA is paying the deductible.He added that they have kept the “family up on every turn of events” and showed Team 10 emails as proof. Wu’s son, who has been helping his mother with communication, admitted there have been emails exchanged with the property management company, but it has not been consistent.Maynard said the insurance company was controlling the rebuild, adding that the City of El Cajon condemned the unit.A spokesperson for the City of El Cajon confirmed the unit was tagged as structurally unsafe and permits will be required to repair it. As of this week, no permits have been applied for, said spokesperson David Richards.“I want them to fix the problem as soon as possible,” Wu said through her translator. Dr. Anthony Fauci delivered more good news regarding a potential coronavirus vaccine, indicating some Americans could begin getting vaccinated by the end of this month.During an interview with CNN’s Wolf Blitzer, Fauci, the director of the National Institute of Allergy and Infectious Diseases National Institute of Allergy and Infectious Diseases, said it’s possible a vaccine could begin reaching some Americans by the end of the month, but was confident some would begin getting vaccinated by the end of the year.Fauci’s declaration came on the same day Pfizer said that its Phase 3 vaccine candidate was showing an effectiveness of over 90%. Fauci said the announcement was promising, but a few more questions need to be addressed before it is given approval. Fauci said that things like the vaccine’s durability and effect on the elderly are among concerns that still need to be tackled.“We may have doses that we’re able to give to people by the end of November, beginning of December,” Fauci told CNN’s Blitzer. “Now you have to go through the hoops of making sure all of the I’s are dotted and the T’s are crossed about the safety and regulatory aspects of it, but we would be giving vaccine, very likely, by the end of this year. That is good news.”Last month, the FDA put into place guidelines on approving a vaccine, which was more restrictive than what the White House had hoped for. The FDA noted that a vaccine candidate must be at least 50% effective. Vaccine candidates should include a median follow-up duration of at least two months after completion of the full vaccination regimen to help provide adequate information to assess a vaccine’s risk-benefit.“In addition to outlining our expectations for vaccine sponsors, we also hope the agency's guidance on COVID-19 vaccines helps the public understand our science-based decision-making process that assures vaccine quality, safety and efficacy for any vaccine that is authorized or approved,” Peter Marks, M.D., Ph.D., director of the FDA's Center for Biologics Evaluation and Research, said.While it is possible some will begin getting vaccinated in the coming weeks or months, questions remain on how soon a majority of the country will have the opportunity to become vaccinated. The first Americans slated to become vaccinated will be health care workers and people with a high risk of coronavirus complications, such as the elderly and those living in assisted living facilities, according to an NPR report.Given that Pfizer’s vaccine candidate is showing a high level of effectiveness, Fauci called the development “extraordinary.”"We know there's light at the end of the tunnel, but that doesn't mean that we're going to give up the important public health measures that we continually still have to do every single day,” Fauci said.While there is urgency for both public health and economic reasons for a vaccine, some experts have expressed concern over the speed of a vaccine and whether the expedited timeline is long enough to demonstrate efficacy.Even though a vaccine could be ready by year’s end, trials will be expected to continue for over a year to monitor for possible side effects.According to the FDA, a typical Phase 3 trial would take one to three years.“NIH is committed to supporting several Phase 3 vaccine trials to increase the odds that one or more will be effective in preventing COVID-19 and put us on the road to recovery from this devastating pandemic,” said NIH Director Francis S. Collins, M.D., Ph.D. “We also know that preventing this disease could require multiple vaccines and we’re investing in those that we believe have the greatest potential for success.”Pfizer said based on current projections, it expects to produce globally up to 50 million vaccine doses in 2020 and up to 1.3 billion doses in 2021. 3823

  

EL CAJON, Calif. — The end of a partnership between a police K9 and his handler created an emotional moment in California.One of the El Cajon Police Department’s K9s, K9 Jester, is being assigned a new partner after his current partner resigned from the department.After working with Jester for the last two and a half years, Officer Jordan Walker voluntarily resigned to work for another agency, according to the department. Walker said he offered to pay for Jester, who was brought in through a Ben Roethlisberger?Foundation grant. K9s cost anywhere from ,000 to ,000 to bring in and train, according to the foundation.Because Jester is still in excellent health, he was assigned to work with a new partner, Officer Randall Gray. Gray and Jester have already started the bonding process and training together, the department said Thursday.
