UNITED NATIONS, Nov. 16 (Xinhua) -- China's UN Ambassador Li Baodong on Tuesday expressed hope for a "peaceful, free, transparent and fair" referendum to be held in south Sudan early next year."The south Sudan referendum is a key step in the implementation of the Comprehensive Peace Agreement (CPA), but it is not an end in itself," Li told a high-level meeting of the UN Security Council here."We hope that the referendum will be held in a peaceful, free, transparent and fair manner in accordance with the CPA and reflect the will of the Sudanese people, and that the outcome of the referendum will be respected by all parties."The ambassador urged the northern and southern Sudan to "try their utmost to expedite the preparations for the referendum," and called on the international community to create favorable conditions for the referendum, "but not to prejudge its outcome.""Neither party must take unilateral actions," he stressed. " Whatever the outcome of the referendum, it is necessary to ensure the overall peace and stability of Sudan and the whole region."The Chinese envoy also expressed concern about "the serious lacking behind of the political process" in Darfur, which poses the "most prominent challenge" for the settlement of the question of Darfur.He urged those Darfur parties that have yet to join the political process to do so immediately and without conditions.Li announced that the Chinese government has decided to make an additional donation of 500,000 U.S. dollars to the UN Trust Fund for the political process in Darfur.

BEIJING, Jan. 12 (Xinhua) -- Traffic congestion has eased "obviously" in Beijing since authorities launched a string of new, stricter traffic rules and opened five new subway lines last month, a local transport official said Wednesday."On average, the duration of traffic jams has been reduced by more than two hours per day, from 3 hours and 55 minutes before the new year to the current 1 hour 45 minutes since Jan. 1," said Li Xiaosong, deputy director of the Beijing Municipal Committee of Communications.Li's committee has unveiled an index system of Beijing's traffic congestion, the first for the city.According to the system, 0-2 signified traffic was "smooth," 2-4 "generally smooth," 4-6 signalled "slight congestion," 6-8 "moderate congestion," and 8-10 "heavy congestion," Li said."Before the New Year, Beijing's congestion index usually stood above 8.2, but it has been 6 since Jan. 1," she said.Li attributed the improvement to the new traffic rules and subway lines.Massive traffic jams have long been a headache for Beijing, a city of 20 million people and 4.8 million vehicles. Last year, an average 2,000 new cars hit the city's streets every day.On Dec. 23, authorities in Beijing announced they will slash new car registrations to ease traffic gridlock. This year, the city will allow only 240,000 vehicles to be registered, about a third of the number of last year.Moreover, Beijing municipal government agencies and public institutions were prohibited from increasing the size of their vehicle fleets over the next five years.Other measures include higher parking fees in the city's central areas, and stricter traffic rules for cars registered outside Beijing.An odd-even license plate number system was introduced to allow cars to be driven every other day in peak hours in some congested areas.Beijing opened five new suburban subway lines on Dec. 30 with a combined length of 108 km, bringing the city's total number of subway lines to 14 and the total length to 336 km.Beijing was building more subway lines, Li said.The number of lines in the city would reach 19 by 2015. Then, their combined length would total 561 km. BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. TAIPEI, Nov. 26 (Xinhua) -- On the eve of Taiwan's mayoral and city councilor elections, Sean Lien, son of Lien Chan, honorary chairman of Kuomintang (KMT) party, was reportedly shot in the face when he was campaigning for a KMT candidate in Taipei County Friday evening.He was being treated at a local hospital. Local media cited doctors as saying Sean Lien's brain was not injured and his injury would not endanger his life.A spokeswoman of the hospital where Sean Lien was treated said he was sober-minded when he was sent to the hospital.
