SAN DIEGO (KGTV) -- Three people have been arrested after a man was found dead in a drainage ditch near Fox Canyon in February. According to San Diego Police, Steven Chavez, 32, Peter Burgos, 45, and Jesus Faraj, 41, were all arrested from September 11 through the 17 on charges related to the murder. Police say Faraj was already in prison for an unrelated charges. SAN DIEGO (KGTV) -- This Saturday's inauguration of a new president in Mexico was the topic of a forum Thursday at the University of San Diego. Experts and policy makers from both sides of the border shared their thoughts on what the new presidency will mean to the future of the relationship between the United States and Mexico."So much of what happens in Mexico doesn't stay in Mexico and so much of what happens in the United States happens along the U.S-Mexico border," said USD Professor David Shirk, who helped organize Thursday's forum.Andres Manuel Lopez Obrador will become the first person to lead Mexico from the political left in several decades after a landslide victory in July elections. He ran on a platform of populist reforms."He's traditionally been a strong supporter of the rights of migrants and respecting their human rights and caring for them," said Tony Wayne, who served as U.S. Ambassador to Mexico from 2011-2015 and attended Thursday's event. He's currently a Public Policy Fellow at the Woodrow Wilson Institute."They're going to have to try to pick things up as quickly as they can. Nobody wants a repeat of the kind of incident that you had a few days ago at the border," Wayne said, referring to the clashes between Central American migrants and Border Patrol agents near the San Ysidro border crossing Sunday.Wayne and Shirk share some optimism that Mexico's new administration will be able to find common ground with President Trump, despite their differences on policy. Wayne points out that Secretary of State Mike Pompeo will be traveling to Mexico the day after Lopez Obrador's inauguration. Shirk says the two presidents have already formed a bond based on similar styles. SAN DIEGO (KGTV) - The San Diego City Council unanimously approved David Nisleit as the next chief of the San Diego Police Department.A search committee interviewed candidates and took public comment on the hiring before announcing Nisleit as the top candidate February 1."SDPD is poised to enter a new era of excellence," said San Diego Mayor Kevin Faulconer at the news conference. Faulconer will conduct Nisleit's swearing-in ceremony Tuesday morning.“Dave Nisleit is a San Diegan who cares deeply about making our city better and keeping our neighborhoods safe,” the Mayor said in a statement Monday. “He is someone who holds himself and his officers to the highest ethical and professional standards. SAN DIEGO (KGTV) - Thirteen people overcoming a unique set of obstacles plan to conquer a 13.1-mile marathon this weekend.They're called the Lucky 13."It takes a lot of courage, and you've got to be really brave, even just to apply," said Paul Carey, the Lucky 13 Coordinator, and Head Coach.The Tri-City Medical Center program assists those who have had or are currently overcoming health obstacles to achieve their fitness goals. For six months, they're professionally trained and receive wellness support ahead of the Tri-City Medical Center Carlsbad Half-Marathon."Everything good I have in my life can be traced back to Lucky 13 and being part of that," said Carey, who was a participant years ago.For 30 years Carey felt trapped in his bipolar diagnosis.During that time, he was on heavy medications, had several psychiatric hospital stays, and underwent 50 sessions of electroconvulsive therapy.Then he found the Lucky 13 program."It's an endless foundation of support that's just something really remarkable," said Carey. SAN DIEGO (KGTV) - The San Diego City Council voted in favor Tuesday of an affordable housing plan which critics say could raise rents and home prices across San Diego.The vote, which came after hours of public comment, was five to four in support of the proposal.Council President Georgette Gomez moved to require developers to reserve 10 to 15 percent of new housing units in complexes for low to moderate income households. The plan includes other options, but if all else fails the proposal would raise the affordable housing in-lieu fee developers pay by 72 percent. For a typical 1,800 square foot unit, that would be an additional ,000 in construction costs that could be passed on to tenants. “We’re in a royal housing mess, and I almost would like to say, today, believe it or not, are the good old days for housing, because we’re staring straight into a bigger problem,” said Borre Winckel, who heads the San Diego Building Industry Association. But supporters of the proposal say the city needs the housing. Many workers are now being forced to commute from far away because there is no housing available. A report last year found the region still needed more than 140,000. "We’re certainly not trying to drive the cost of housing. Our number one goal here is to try to incentivize and regulate in a more fair manner the building of affordable housing,” said Keith Maddox, of the San Diego Imperial Counties Labor Council. Councilman Scott Sherman, who opposes the proposal, said the larger fee would add to a market rate rental and ,000 to the price of a home. The money from the fee would go into a pot used to pay for affordable housing developments. Marissa Tucker, a robotics marketing manager who lives in North Park, said her life success is only because she was able to grow up in an affordable home. “My dad, he works at a grocery store,” she said. “My mom was never able to hold a stable job because she has a mental disability, and so without having affordable housing and be able to provide that stability, we’re not always afforded the same opportunities.” Under the proposal, developers would also avoid the fee by rehabilitating existing units - or donate land that could be used for affordable housing.
