SAN DIEGO (KGTV) - The Climate Prediction Center released the final El Ni?o advisory for 2019, which means El Ni?o is over and now we are in a neutral phase with a 55 percent chance of continuing into winter.So what does that mean for the rest of summer and, most importantly, San Diego's winter? In order to put this in perspective, let’s review what this seasonal change means.San Diegans typically associate El Ni?o with a wet winter, or more rain and a better water supply. However, El Ni?o is more than that.The National Weather Service defines El Ni?o as a recurring climate pattern involving changes in the central and eastern tropical Pacific Ocean. Warm and cool changes are associated with the ENSO cycle. El Ni?o and La Ni?a are extreme phases of the ENSO cycle, but there is a third phase, less well known, called the ENSO neutral. That third phase is where San Diego is headed for the rest of the year and possibly through the winter months. El Ni?o and La Ni?a have a greater impact during the winter months. La Ni?a doesn’t do much for winters in California; it typically keeps San Diego dry and warm. The opposite happens during El Ni?o, which explains why it’s so much more popular. El Ni?o brings an active Jet and more frequent storms, reducing our drought and helping our water supply, with cold driven storms and snow for the Sierra Nevada mountains. The neutral phase is where San Diego is headed this fall with a 55 percent chance of it sticking around through the winter. The ENSO neutral phase is neither cold like La Ni?a nor warm like El Ni?o. The ENSO neutral phase is associated with sea surface temperatures closer to average, and stronger winds near the equator. It typically keeps the coldest air over the Northeast, warmer temperatures through the southern portion of the country, and wetter through the Midwest and Northeast.The ENSO Neutral typically keeps San Diego warm and dry. The extended forecast calls for above-normal temperatures for the remainder of the summer and near normal rain, which means dry since we are usually dry during those months.The winter outlook also brings near to slightly above normal temperatures. Rainfall will average near normal. San Diego's rainy season begins in November and lasts through March, sometimes lasting through April. During the months of November through April, we average more than 9 inches of rain. So, all we need is one storm every month during the winter time to keep us on track for the year. While the forecast favors an ENSO Neutral phase, there is a 30 percent chance the seasonal outlook could retrend toward El Ni?o. If we go back to El Ni?o, there is a better chance any given storm that moves into Southern California will be a rain maker, even if we only have a few storms.We will continue to monitor the changes; another year of surplus rain would be great for our region. 3074

SAN DIEGO (KGTV) — The City of Poway Friday honored the memory of Lori Lynn Gilbert-Kaye, who was killed last April in a shooting at a local synagogue, by renaming a street after her.Many gathered Friday for the unveiling of Lori Lynn Lane (formerly Eva Drive). It's located in the Green Valley Neighborhood, off Stone Canyon Drive. Lori Kaye lived at that intersection. “To be able to dedicate this street to her memory means a lot to us in Poway,” says Poway Mayor Steve Vaus.RELATED: Family discovers synagogue shooting victim's random act of kindnessNeighbors and friends came together and petitioned for the change. Vaus says it's rare for the city to rename a street after someone. The last one dates back to the 1980s. But Vaus says the city had no hesitation with this renaming. The Poway City Council unanimously approved the honor in November. Gilbert-Kaye lost her life in that tragic synagogue shooting back in April. Many say she was a light in this community. SAN DIEGO (KGTV) — The 10-day Sturgis motorcycle rally held in August led to more than 266,000 new coronavirus cases, according to a new study from San Diego State University.The study, released this week, says upwards of 460,000 people converged on Sturgis, a South Dakota city of 7,000, causing a bump in Coronavirus infections across the US. "Large crowds, coupled with minimal mask-wearing and social distancing by attendees, raised concerns that this event could serve as a COVID-19 'super spreader,'" said the study, which did conclude that the rally was a super spreader event.Researchers from San Diego State's Center for Health Economics and Policy Study used anonymized cell phone data to track where attendees came from, then traced it back to their counties. They found that the counties that had the highest numbers of Sturgis attendees saw a 7% to 12% increase in coronavirus cases. The study also said that CDC data shows that cases in Meade County, South Dakota, where the rally is held, increased 6 to 7 cases per 1,000 population a month after the event started. Descriptive evidence suggests these effects may be muted in states with stricter mitigation policies (i.e., restrictions on bar/restaurant openings, mask-wearing mandates)," the study says.In all, the study says that led to more than 266,000 new COVID-19 cases nationwide.The study says these cases accounted for an additional .2 billion in health costs, enough to pay each attendee ,000 not to have attended the rally. SAN DIEGO (KGTV) -- Termed-out San Diego City Councilman Scott Sherman is taking aim at what he says is too much outside influence behind the scenes at City Hall.In an interview with ABC 10News, Sherman said too many of his colleagues vote based on their own political preservation."Unfortunately, too many politicians are looking down the road and at what office they are going to run for next," Sherman said. In a recent op-ed, Sherman said in politics he has learned that handshakes and signed memos are worth a "bucket of spit." He said political gadflies, union reps, party reps and political donors are wielding too much power of council members. Sherman believes this is the reason the city still has not come to an agreement on regulating short-term rentals, and is approving labor-friendly development projects."One of the things that bothered me the most in politics is how different special interest groups can literally come down, sit in the front row, and dictate to council members what they will and won't do if they want their support in the future, and unfortunately most of them do," Sherman said. Sherman said he is the exception because he did not base his council career on a run for higher office. He did run for mayor in 2020, losing in the primary. But he said chose to run because of encouragement, and because no other Republican entered the race. Michael Zucchet, who heads the city's Municipal Employees Association, said Sherman and other politicians generally define "special interests" as those that disagree with them. "I wasn't very moved by his comments and they struck me as sour grapes," Zucchet said in an email. "It seems like pure hypocrisy to me. Not to mention baseless, transparent whining."Sherman, who represented the Mission Valley area, is now going back into insurance sales. SAN DIEGO (KGTV) — The Martin Luther King Jr. Community Choir San Diego has filled the community with music, funded dreams, and kept African American history alive for three decades.The group started with a local alliance of ministers from different denominations who came together for an annual concert to raise funds for students aspiring to a career in visual and performing arts, according to the choir director Kenneth Anderson."I think they are woefully undervalued in our country the power of art and how it can connect and communicate and bring people together when we're so driven apart," 20-year choir member Dale Fleming said.In 1990, the singers decided to created the MLK Community Choir so they could sing year-round.Andersen said, "It was non-audition but somehow all of these different timbres and levels of musicianship come together to make a beautiful sound."The religious tone of the group has changed over the years. "Some don't really believe at all but we all believe in the power of music," Fleming said.They still sing gospel, and write their own hymns to keep Black history alive."A majority of the spirituals that survived were code songs. When they sang about leaders in the bible, especially Moses, but Jesus and God, that was code for Harriet Tubman," Anderson explained.The group has flourished, touring through seven countries, creating and selling CDs, even singing for Pope John Paul II at the Vatican in 2004. You may have also seen them at December Nights."He was alive the next year but not well enough to come out, so we ended up being at his last Easter mass," Anderson said.The next time they perform is at 7 p.m. on Feb. 22 at St. James by the Sea in La Jolla. 1709
