SAN DIEGO (KGTV) — An arson investigation expert says the probe into possible arson behind the USS Bonhomme Richard fire could take more than a year to complete.Wednesday multiple sources with close ties to NCIS told ABC 10News that a sailor is being investigated for arson in the Navy ship fire at Naval Base San Diego last month.Timothy Wilhelm is a senior fire investigator with Robson Forensic and has extensive experience with arson cases. He’s not part of the Navy ship investigation but says it could take agents more than a year to complete their findings. “There's so many delicate systems in that ship. It took crews four days to extinguish the fire.The damage was so bad, that it remains unclear if the USS Bonhomme Richard will sail again.“If the fire burned for four days where it originated, chances are [that] most of that evidence is going to be consumed. SAN DIEGO (KGTV) — An unresponsive man was pulled to shore Wednesday after possibly being swept out to sea by strong waves along Ocean Beach's coast.San Diego Fire-Rescue lifeguards responded to reports of the man not breathing at about 2 p.m. at Dog Beach. Lifeguards on jet skis found the man lodged into the rocks on the jetty, according to SDFD Sgt. Bruce Jamieson. He had reportedly been swept about 75 yards from shore, according to SDFD.Lifeguards performed CPR and rushed the man to a nearby hospital, but did not give an update on his condition.Witnesses said the man, who is approximately 50-years-old and from Nevada, may have been chasing after his dog in the water when he was pulled out to sea.A high surf advisory was issued for San Diego County's coastline from 10 a.m. Wednesday to 10 p.m. Thursday, bringing large sets and the threat of rip currents to the area's shores. SAN DIEGO (KGTV) — A virtual job fair for Camp Pendleton Marines, their spouses, veterans, and members of the reserve and guard is set for Thursday.Organizer RecruitMilitary says more than 35 employers will attend, and more than 400 job seekers have already signed up. The jobs run the gamut from full to part-time, telecommuting, and include local and national employers. The City of Carlsbad and the San Diego County Sheriff's Department will be there recruiting. Other employers include Northrop Grumman, ADT, Spectrum and Eli Lilly. "We have employers that have made the transition themselves," said Jennifer Hadac, a Navy veteran organizing the fair for RecruitMilitary. "A lot of them are veterans themselves or military spouses or members of the military community, so they understand the challenges that they face, they speak the lingo, so it kind of bridges the gap for them."The nationwide Veteran unemployment rate is now at a seasonally adjusted 8 percent, the Bureau of Labor Statistics reports. SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. SAN DIEGO (KGTV) – An atmospheric river is set to bring widespread showers -- which could lead to flooding -- to San Diego County the next week.Rain is expected to come down Monday afternoon and finally taper off Thursday, with the most widespread and heavy rainfall coming Tuesday.Initial forecasts show rain totaling 1 to 3 inches for most areas of San Diego, with up to 5 inches of snow in some mountain locations, according to 10News weather anchor Vanessa Paz.WEATHER: 10News' updated forecast for San Diego CountyAccording to the National Weather Service, localized flooding will be possible Tuesday and typically dry desert areas will see significant flow. Though, currently showers are expected to ease. Showers are expected to move out of the county by Friday.The showers are expected to help San Diego's reservoirs for the rest of the year.
