(AP) — Two federal judges have ordered the United States Postal Service to continue to implement "extraordinary measures" to make sure ballots are delivered on-time before the presidential election.A federal judge has ordered the U.S. Postal Service to take "extraordinary measures" to deliver ballots in time to be counted in Wisconsin and around Detroit, including using a priority mail service.Chief U.S. District Judge Stanley Bastian in Yakima, Washington, issued the order on Friday after being presented with data showing on-time delivery of ballots sent by voters were too slow in the battleground states of Michigan and Wisconsin.Washington state Attorney General Bob Ferguson's office says delivery of ballots in the USPS Detroit district, for example, has dipped as low as 57% over the past week. SALT LAKE CITY, Utah -- A woman was arrested after she allegedly threw a bag full of vomit at St. Mark's Hospital in Salt Lake City.West Valley police say Shaynell Pamela Payne, 25, entered the hospital's emergency room Tuesday night. After her arrival, Payne allegedly became argumentative and combative with the hospital staff.After Payne threw up in the emergency room, staff members handed her towels to clean up the vomit. When she threw up a second time in a bag, Payne reportedly became agitated when asked to calm down and threw the bag of vomit at a nurse.According to a police report, Payne attempted to leave the hospital after striking the nurse and assaulting other members of the medical staff.A police officer attempted to arrest Payne, who tried to grab the officer's hands and pull away. SALT LAKE CITY, Utah -- A Salt Lake City K-9 officer has been charged with aggravated assault in connection with an April 24 incident.Officer Nickolas John Pearce, 39, responded to a report of domestic violence that day. Pearce is accused of commanding his K-9, Tuco, to bite Jeffery Ryans, even though Ryans was on his knees and had his hands in the air."When K-9 Tuco engaged and was biting Ryans, [Pearce] continually praised and encouraged K-9 Tuco," a probable cause statement said. "While he was being attacked by K-9 Tuco, Ryans expressed extreme emotions reflective of pain from being bitten by K-9 Tuco and plead with the officers to stop the biting. He questioned why he was being attacked when he was not resisting."Ryans suffered large lacerations and required hospitalization for his injuries. SAN DIEGO (CNS) - A 29-year-old patron of seafood restaurant in Mira Mesa is grateful for his wallet Friday evening as it stopped a bullet fired from a passing vehicle.The shooting happened about 9:10 p.m. at the Crab Hut restaurant, 8280 Mira Mesa Blvd., according to Officer Robert Heims of the San Diego Police Department.Several rounds were fired and one of the bullets struck the man in the buttocks area, but his wallet stopped the bullet and he was not injured, Heims said.A description of the suspects or suspect vehicle was not immediately available. 567
