SAN DIEGO (CNS) - More than 1.3 million ballots had been received by the San Diego County Registrar of Voters by mid-afternoon today, with around 51,000 votes cast at polling locations so far.The San Diego County Registrar's Office reported 1.36 million ballots collected by mid-afternoon out of the 1.95 million registered voters in the county.With county polling locations open early, about 126,000 residents were able to cast their votes in person over the past four days, the Registar's Office said.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one. Voters who prefer to cast their ballots at their assigned polling place on Election Day can do so until 8 p.m.An in-person voting location tool can be found on the county's voting website, SDvote.com.County voters also have until 8 p.m. to drop off mail ballots at 125 drop-off locations throughout the county, which can found on the Registrar's website.Registrar of Voters Michael Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.Voters casting ballots in person were instructed to bring a face mask and plan to maintain social distance.Locations of vote centers were chosen and configured to allow for queuing and voting while maintaining six feet of social distance. SAN DIEGO (CNS) - An East Village couple was behind bars Wednesday for allegedly subjecting a 3-year old child to torture and sexual abuse over a several-month period while caring for the toddler at their home, San Diego police reported.Officers arrested Marcos Javier Ramirez, 27, and 25-year-old Vennesia Ruiz in the Midway area on Tuesday evening, SDPD public-affairs Lt. Shawn Takeuchi said.Ramirez and Ruiz had been entrusted by an acquaintance to care for the child when the abuse allegedly began last October, Takeuchi said. Three months later, the toddler's mother began to suspect that there was abuse occurring and notified the police, the spokesman said.Ramirez was booked on suspicion of lewd acts with a minor, forcible sex with a foreign object, torture and child cruelty, according to jail records. Ruiz was being held on suspicion of two counts of the latter charge. Both were scheduled for arraignment April 6.Takeuchi, who declined to specify the child's gender, described the suspects as "a couple" but said he did not know if they are husband and wife. SAN DIEGO (CNS) - Murder and other felony charges were filed Wednesday against a 20-year-old probationer who allegedly fired a gunshot toward his brother, missing him but inadvertently killing a next-door neighbor asleep in his bed.Manuula Save is accused in the Saturday morning death of Michael Walker, 38, who was shot about 1:45 a.m. by a bullet that traveled through a bedroom wall in the defendant's apartment and into the victim's unit in the 13400 block of Midland Road. Walker was hit once in the abdomen and died at a hospital about an hour later.Save faces life imprisonment if convicted of murder, shooting into an inhabited dwelling, assault with a semi-automatic firearm and being a felon in possession of a firearm.RELATED: Man killed by stray bullet in Poway apartment complex, suspect arrestedDeputy District Attorney Kristie Nikoletich said the shooting stemmed from a verbal argument and physical fight between Save and his older brother.
