SAN DIEGO (KGTV) -- A group of California lawmakers is asking for an emergency audit of the state's Employment Development Department (EDD).In a letter sent to the Joint Legislative Audit Committee, legislators claimed that EDD had failed Californians when it's needed most.The letter said, "EDD reported that it has processed 9.3 million unemployment insurance claims and distributed about billion in benefits. Yet some 1 to 1.2 million potentially eligible applicants, including those that filed in March, are still waiting on payments. EDD's actions or lack thereof have real consequences: people are depleting their life savings, going into debt, and are unable to pay rent and feed their families."For months, Californians have complained to lawmakers and news outlets saying EDD was struggling to get them money. Many described calling the department hundreds of times a day trying to speak with someone about a filed claim."I'm not going to be able to pay rent, and I'm not going to be able to pay my insurance," said San Diego County resident Jaedra Miller.Miller says she was receiving money from EDD, but after a few payments, something changed."They just flagged my account, and I've been trying to figure out why," she said. "I've been calling, and I completed the paperwork they sent me."Miller said there's an issue with the effective date on her claim. She told reporter Adam Racusin she believes the dispute caused the money to stop."It's just so incredibly frustrating," Miller said. "I've tried so many avenues, and I just, I really feel helpless."In the past six months, the Employment Development Department has taken a verbal beating from Californians and their lawmakers.During a May hearing, lawmakers told the head of EDD they're hearing from constituents who are struggling in the application process, being denied with no explanation, and having difficulty getting in touch with anyone at the department."We've never heard the type of suffering that people are experiencing right now, not just in regard to the pandemic, but when they call your bureaucracy," Assemblymember David Chiu said at the time. "The feedback we're getting is atrocious."Later that month, EDD said in a press release, "The Employment Development Department (EDD) will hire approximately 1,800 new temporary full-time and hourly staff over the next several weeks from throughout California to bolster the delivery of critical Unemployment Insurance (UI) services to workers impacted by the COVID-19 pandemic. The workers will be trained in skills including call center operations, processing UI claims, and analyzing documents from claimants and employers to make wage determinations for benefits."EDD says that since March, the agency has redirected more than 600 staff from other units and 700 staff from other departments to assist the UI branch. The agency adds that it has been given approval to hire 5,500 new temporary employees, and that more than 5,200 employees have been approved for hire and more than 3,600 are in various stages of onboarding, training, and deployment.The state agency said it could not comment specifically on Miller's claim."Due to the legal confidentiality of Unemployment Insurance (UI) claimant information, we cannot discuss any details related to an individual’s case. Media Services does not have access to specific claimant information, nor the authority to share an individual’s claims details. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. SAN DIEGO (KGTV) — A group of good Samaritans is receiving praise after knocking down a brush fire in Carmel Valley on Tuesday afternoon.After spending all day on top of a roof, Ubaldo Lopez and his team at Palomar Solar & Roofing were on their way back to the office."We were going down the hill, and it started to smell," Lopez said. "At first, I thought somebody crashed, but then I saw the fire."Many people slowed down on Carmel Valley Road as the flames crept closer. Others called 911 for help. But before the firefighters arrived, Lopez and his team pulled over and jumped into action."I got the extinguisher and a couple of my buddies here, they got the shovels and started putting dirt on it," Lopez pointed at his team. Right beside him attacking the growing flames were his son Damien and co-workers, Cirinio Rios and Miguel Esteban.Although the men are not trained firefighters, they are familiar with fire. They work on what is called "torch down roofing," a process where a flame is used to melt a rubbery membrane on a flat roof to make it waterproof. So they know the dangers of what could happen if the winds picked up."The weather was crazy and the red flag [warning]," Lopez said. "The fire department, they've been so busy, so you know, that could have gone out of hand."With the help of a few other good Samaritans, the team stopped the fire from spreading. Jennifer Hasso has owned the 1924 Tudor-style home since 1998. She says she's invested millions to restore it to its glory. The city even designated it as historic. The house sits at the end of 2nd Avenue in Bankers Hill. Right behind it, a nearly one-acre site on Olive Street the city is eyeing for a community park with an AIDS memorial. The park would also include fitness and seating areas, walkways and an overlook deck. County property maps show the city owns the land immediately north of Hasso's home, which has no setback from its property line. SAN DIEGO (KGTV) — A former San Diego resident was extradited back to the U.S. to face terrorism charges in federal court.Abdullahi Ahmed Abdullahi, a 34-year-old Canadian national, appeared in court Friday on charges that he conspired with several other Canadian and U.S. citizens to provide material support to terrorists in Syria.Prosecutors said Douglas McCain, known as the first American to die fighting for the Islamic State in 2014, was among those Abdullahi conspired with between 2013 and 2014.Prosecutors say Abdullahi and co-conspirators provided personnel and money to individuals engaged in terrorist activities in Syria, including the killing, kidnapping, and maiming of persons. Officials added that Abdullahi facilitated the travel of at least three Canadian nationals and two U.S. citizens to Syria to join and fight with ISIS.Those individuals were reportedly later killed fighting for ISIS.As part of their plans to provide financial support, Abdullahi's co-conspirators encouraged others to commit crimes, such as theft, prosecutors say. Abdullahi is charged with committing an armed robbery at a jewelry store in Canada to finance travel."Terrorist networks like ISIS cannot exist without supporters," said U.S. attorney Robert Brewer. "Protecting Americans from terrorists is our highest priority, and we will work hard to bring justice to those who provide material support to foreign terror organizations."Abdullahi was detained and deemed a flight risk and danger to the community following his hearing Friday.
