Nurse Theresa Klenk sees plenty of cases of heatstroke at the New Jersey hospital where she works.But when her husband, a UPS driver, was admitted with symptoms incurred during a shift driving a brown delivery truck with no air conditioning, she decided to do something.Klenk created a petition on change.org in July urging UPS to provide air conditioning in its trucks. It's been signed more than 210,000 times.But UPS is not planning to equip its vehicles.Dan McMackin, a UPS spokesperson, told CNNMoney that air conditioning wouldn't work on its trucks."Our delivery vehicles make frequent stops and the entry doors and rear doors are frequently opened and closed throughout the day, making air conditioning ineffective," he said.McMackin said the company does have a program for drivers feeling adverse effects from heat called Cool Solutions, which focuses on hydration and extra rest before extreme heat conditions."We provide water and ice in all facilities for employees and we have fans in many of our vehicles. We monitor local area temperatures and inform our drivers every morning of the forecast temperatures," he said.The Cool Solutions program doesn't solve any problems, Klenk said.At her husband's facility, the program merely consists of handing out a case of water every morning to the branch's 68 drivers, she said.Heatstroke sets in when the body gets so hot that it stops sweating. At 10 degrees above normal body temperature -- about 107 degrees -- it begins to get too hot for organs to function.The union hasn't been much help with the air conditioning issue, Klenk said.UPS's roughly 260,000 employees belong to the International Brotherhood of Teamsters union. In June, the union reached a new tentative contract with UPS for the main small-package division, ensuring wage rises and creating a part-time weekend force.Klenk, whose husband is with Teamsters, said that the air conditioning issue is not a part of the contract.Andrea Medinaverbeck, a petition signer, commented: "As a former Teamster shop steward for UPS out of Sunnyvale, CA, we have negotiated AC in package cars, but it has always gone by the wayside when other issues arise that unfortunately, the union thinks are more important. In essence, it's been used as a bargaining chip instead of an important issue."Teamsters declined to comment.UPS isn't the only delivery company facing a call for air conditioning. A similar change.org petition aims at FedEx, and has garnered 161,000 of 200,000 desired signatures. Officer Aja Ellis has patrolled the streets of Illinois for nine years. From Chicago to the suburbs, she decided to settle in a community called Harvey, just south of the city.With every call, she has one mission. "There’s not a lot of trust," said Officer Ellis. "My goal was to try to change the perception."It’s a challenge across the country, but in the city of Harvey, especially, trust between an officer and the community they serve is hard to build."A couple years ago, the department was raided by the FBI. It's an effort, "to weed the bad ones out so that we’re able to have a police department full of officers that are here willing to come to work for the citizens," said Officer Ellis.The department now has an early-intervention system for officer behavior run by Chicago company Benchmark Analytics. "We’re going to be able to help police departments understand that pattern of behavior and intervene long before you have very problematic incidents," said the company's CEO Ron Huberman, a former officer himself.The program collects all kinds of data on officers. It tracks things like arrests, traffic stops, citizen complaints and training. It also goes beyond those data points; the app also tracks officer overtime, vacation time, officer awards and positive comments, and promotions, in an effort to not only flag the negative, but to track potential for recognition as well.Once this information is compiled, it flags officers who may be at-risk for more serious misconduct in the future."This system will identify if this officer needs to be re-trained, if there needs to be discipline, and unfortunately if that officer needs to be terminated," said Chief Collins.Officer Ellis sees this intervention not only as a chance to change the culture for police, she believes it will help in the community too. "Sometimes, you may get that coworker that you don’t want to work with because maybe their attitude or maybe how they handle things, and you’ll get to a scene and they just blow it up, and I think to look at it from that aspect, it gives us better coworkers," Officer Ellis said.She is hoping community trust will be the biggest gain. "Once they see one bad officer, it's war from there. But if they’re seeing that something’s being done about this bad officer they’ve been complaining about, they’ll say, 'Maybe we can trust them a little bit more,'" said Officer Ellis.The Harvey Police Department has only had the technology for a couple of months, so they have not collected enough data yet to see how their officers are doing. But a police department in North Carolina created their own similar early intervention system several years ago, and the chief there said it's been a big help for officer morale and mental health."A lot of times, they may be going through something others don’t see, but through our early intervention system, we might identify characteristics that allow them to open up to speak about things that are bothering them or they’re going through," said Johnny Jennings, chief of the Charlotte-Mecklenberg Police Department.But experts warn, with all the improvements technology like this can bring, comes limitations."The supervisors—they have to be inclined to use the information because they can ignore it on the system just like if it’s sitting in the drawer," said John Rappaport, a University of Chicago professor of law. "It relies on the people to use the technology correctly and honestly and to want to move the department in the right direction."For Officer Ellis, she knows in the end, it will take more than just the data to reform a department."I think it’s going to take a good while, but I'm willing to stand in the fight to see the change," she said. ORLANDO, Fla. — A federal judge is instructing the Census Bureau to text every 2020 census worker by Friday, letting them know the count of every U.S. resident is continuing through the end of the month and not ending next week, as the agency previously had announced in violation of her injunction.The new order issued late Thursday by U.S. District Lucy Koh in San Jose, California, instructs the Census Bureau to send out a mass text saying an Oct. 5 target data for finishing the nation’s head count is not in effect. OAKLAND, Calif. (AP) — A California judge on Friday rejected the plea deals of two men who were charged with 36 counts of involuntary manslaughter after a 2016 California warehouse fire.In handing down his decision, Judge James Cramer said 48-year-old Derick Almena didn't accept "full responsibility and remorse" for the fatal blaze which occurred during an unlicensed concert at the dilapidated Oakland warehouse known as the "Ghost Ship."The plea deal had called for Almena to be sentenced to nine years in prison and 28-year-old Max Harris to six years. Relatives of victims who died in the blaze had slammed the proposed sentences as too lenient.RELATED: Plea deal reached in Oakland warehouse fireAuthorities have alleged Almena rented the warehouse and illegally converted it into an entertainment venue and residences before the fire.
