The measure also redirects tax revenue from the sale of legal marijuana in the state toward Addiction Recover Centers, where people are screened for drug use and can also receive treatment for drug addiction.Supporters of the measure say the new policy will reduce the state's jail population, and in particular, free many offenders of non-violent crimes. Supporters also say the bill will promote racial equality in the state, as drug laws disproportionately affect Black people and other people of color.Opponents of the measure say it promotes drug use and will lead to more overdose deaths and overwhelm addiction centers in the state.The Oregonian also reports that the measure received funding from many out-of-state donors, including Facebook founder and CEO Mark Zuckerberg.The Associated Press reports that the measure passed with about 60% support.In addition to decriminalizing hard drug use, Oregon also legalized the sale and recreational use of Psilocybin, or magic mushrooms. The Wisconsin Division of Criminal Investigation (DCI) identified Rusten Sheskey as the officer who shot Jacob Blake seven times in the back in Kenosha, Wisconsin on Sunday.The DCI, which provided its first update on the case late Wednesday, nearly 72 hours after the shooting, said its continuing its investigation, but is not pressing charges as of now.The shooting has prompted massive unrest in Kenosha since. The unrest culminated in a shooting incident that killed two people and injured one person on Tuesday amid the late-night demonstration. A 17-year-old was arrested in connection to Tuesday's shooting.In response to Sunday’s shooting, professional athletes in multiple sports boycotted scheduled games. All three NBA Playoff games on Wednesday were postponed, and a MLB game between the Milwaukee Brewers and Cincinnati Reds was also postponed.Investigators said that Sheskey, who was placed on administrative leave, has been with the police department for seven years.The DCI gave the following description of Sunday’s incident:“During the incident, officers attempted to arrest Jacob S. Blake, age 29. Law enforcement deployed a taser to attempt to stop Mr. Blake, however the taser was not successful in stopping Mr. Blake. Mr. Blake walked around his vehicle, opened the driver’s side door, and leaned forward. While holding onto Mr. Blake’s shirt, Officer Rusten Sheskey fired his service weapon seven times. Officer Sheskey fired the weapon into Mr. Blake’s back. No other officer fired their weapon. Kenosha Police Department does not have body cameras, therefore the officers were not wearing body cameras.”Officials also said that Blake told officers he had a knife. The DCI said that officials later found a knife on the driver's side floor of the car.The only videos of the incident were take bystanders that showed Blake opening his car door before he was shot at a close distance by Sheskey.Blake’s family said on Tuesday that the 29-year-old is partially paralyzed, but was fortunate to survive from his injuries. 2048

  

The U.S. Centers for Disease Control and Prevention reported Monday that there are 155 patients under investigation this year for acute flaccid myelitis, a condition that that can cause paralysis and mostly affects children.Of these, 62 have been confirmed by the CDC in 22 states, and the remainder continue to be investigated.Acute flaccid myelitis, also called AFM, is a rare but serious condition that affects the nervous system -- specifically, the area of the spinal cord called gray matter. It affects fewer than one in a million people each year across the country, the CDC estimates.The number of patients under investigation is up from 127 patients a week ago, though no new confirmed cases have been reported.The average age of patients confirmed to have the condition is just 4 years old, and more than 90 percent of cases overall occur in children 18 and younger, according to Dr. Nancy Messonnier, director of the agency's National Center for Immunization and Respiratory Diseases. 1003

  

The U.S. has now recorded more than 3 million new cases of COVID-19 in the month of November alone, according to a database kept by Johns Hopkins University.According to Johns Hopkins, the U.S. has recorded at least 3.1 million cases of COVID-19 since Nov. 1 — more than 25% of all the cases the country has seen since the pandemic began.The spike in cases has led to a concerning jump in virus-related hospitalizations across the country. According to the COVID Tracking Project, more than 83,000 people across the country are currently battling the coronavirus in a hospital — the most the country has seen since the pandemic began. The COVID Tracking Project reports that while the entire country is seeing a spike in hospitalizations, the Midwest and South have been hit particularly hard — 69% of all COVID-19 hospitalizations across the country have occurred in those two regions.The spike has led to a concerning increase in hospital resources. In some rural hospitals in the Upper Midwest, there aren't beds to spare.The COVID Tracking Project also reports that there has been a significant uptick in deaths since the start of November. Since Oct. 31, the 7-day average of daily deaths has increase from 810 to 1,470. The current rate of deaths per day hasn't been seen in the U.S. since mid-May. The concerning spike occurs as much of the country sees the weather turn colder ahead of winter months, and comes as Americans prepare to celebrate the holiday season — something health officials warn could further facilitate the spread of the virus. The CDC has recommended that Americans not travel to celebrate Thanksgiving with loved ones and recommends against hosting large gatherings this year.It also comes as several drug companies, including AstraZeneca, Moderna and Pfizer have all reported encouraging results from their COVID-19 vaccine trials. While the companies are all pre-producing millions of doses of the drugs prior to authorizaiton, health experts say they likely won't be widely available until spring 2021. 2049
