COTABATO, Philippines, Jan. 2 (Xinhua) -- The health authorities declared an outbreak of a deadly rat fever on Monday in the flood-hit areas in the southern Philippines.At least five people were already dead and as many as 200 were diagnosed in the southern city of Cagayan de Oro with leptospirosis, a fatal animal-borne disease that can result in high fever, internal bleeding and organ failure.The latest fatality, an old woman, died late Monday due to complication.Dr. Jaime Bernadas, regional health minister, said they fear the number of patients displaced by typhoon Washi could increase in the coming days.Congressman Rufus Rodriguez has called on people affected by the floods that killed over 1,200 people to avail of the government's vaccination against the deadly disease.The death toll from tropical storm Washi currently stands at 1, 258 people with many still believed missing. Washi brought massive rains, causing flooding in many areas in the Central and Southern Philippines starting last Dec. 16.

HANOI, Oct. 7 (Xinhua) -- Vietnam in cooperation with the United Nations Development Program (UNDP) and the Food and Agriculture Organization (FAO) organized a workshop here on Friday to finalize implementations in Phase 2 of the UN-Vietnam Joint Program to fight against Highly Pathogenic Avian Influenza (HPAI) during 2007-2011.The workshop is not only to review the achievements but also from that, Vietnam hopes to receive more supports from the UN agencies, said Bui Ba Bong, Vietnamese vice minister of Agriculture and Rural Development.According to the report, so far, Vietnam's project on prevention of HPAI has basically achieved the targets in terms of making plans, policies and strategies for the veterinary sector, assessing the impacts of destruction of poultry to the environment, controlling pandemic, and supporting vaccine inoculation, quarantine and control of the infected animals, said Bong.Vietnam showed great efforts in responding and preventing H5N1 pandemic during its occurrence in 2005-2006, evaluated UN agencies.In Phase 2, Vietnam achieved positive results in controlling and reducing the impacts of the pandemic, and promoting bio- security in livestock breeding. Therefore, UN pledged to continue assisting Vietnam in the future.The UN-Vietnam joint program to fight HPAI was designed to meet the needs of emergency assistance to control the avian and human influenza.Total fund of the program is 25 million U.S. dollars, of which over 18 million U.S. dollars was approved for Phase 2.

BEIJING, Nov. 13 (Xinhua) -- A campaign that aims to boost the public's role in safeguarding food safety and promote awareness of the issue was launched at the 9th China Food Safety Annual Conference, which closed on Sunday.Food safety has a bearing on people's health as well as the nation's sound and harmonious development, said Shi Xiushi, chairman of the Financial and Economic Committee of China's National People's Congress (NPC), at the opening, calling for efforts to raise companies' sense of responsibility and consumers' awareness in preventing and dealing with food safety crimes.The new campaign is part of a broader five-year program (2011-2015) of food safety education announced by the State Council Food Safety Commission (SCFSC) in May.The program aims for more than 80 percent of the public to be aware of basic food safety by 2015, with the rate for primary and high-school students reaching up to 85 percent or more.ARDUOUS WORKFood safety has become a growing public concern in China following a string of scandals over recent years. WASHINGTON, Nov. 24 (Xinhua) -- An inexpensive drug that treats Type 2 diabetes has been shown to prevent a number of natural and man-made chemicals from stimulating the growth of breast cancer cells, according to a newly published study by a Michigan State University researcher. The research, led by pediatrics professor James Trosko and colleagues from South Korea's Seoul National University, provides biological evidence for previously reported epidemiological surveys that long-term use of the drug metformin for Type 2 diabetes reduces the risk of diabetes-associated cancers, such as breast cancers.The research appeared online this week in PLoS One.For the study, Trosko and colleagues focused on the concept that cancers originate from adult human stem cells and that there are many natural and man-made chemicals that enhance the growth of breast cancer cells. Using culture dishes, they grew miniature human breast tumors, or mammospheres, that activated a certain stem cell gene. Then the mammospheres were exposed to natural estrogen -- a known growth factor and potential breast tumor promoter -- and man-made chemicals that are known to promote tumors or disrupt the endocrine system.The team found that estrogen and the chemicals caused the mammospheres to increase in numbers and size. However, with metformin added, the numbers and size of the mammospheres were dramatically reduced. While each of the chemicals enhanced growth by different means, metformin seemed to be able to inhibit their stimulated growth in all cases."While future studies are needed to understand the exact mechanism by which metformin works to reduce the growth of breast cancers, this study reveals the need to determine if the drug might be used as a preventive drug and for individuals who have no indication of any existing cancers," Trosko said.

SAN FRANCISCO, Nov. 1 (Xinhua) -- Apple announced on Tuesday that its latest iPhone 4S smartphone will be available in China's Hong Kong, South Korea and 13 additional countries next Friday.Customers will be able to pre-order iPhone 4S beginning this Friday, the Cupertino, California-based company said in a statement.The other 13 countries are Albania, Armenia, Bulgaria, El Salvador, Greece, Guatemala, Malta, Montenegro, New Zealand, Panama, Poland, Portugal and Romania.So far, some owners have been complaining about the shorter battery life on their new iPhone 4S handsets. Apple is reportedly investigating the issue and has not made official comments yet.The iPhone 4S looks the same as the previous iPhone 4 but has major hardware upgrade inside. Apple announced sales of more than four million units of iPhone 4S in the three days after its launch in the United States on Oct. 14.The iPhone 4S now is available in 29 countries and is expected to arrive in stores in more than 70 countries by the end of this year.
