SAN DIEGO (KGTV) — As President Trump and Democratic lawmakers battle over funding for the president's border wall project, construction at the border is already slated to begin early this year.Texas-based construction company SLSCO was awarded 7 million last month for a series of wall projects along the U.S.-Mexico border in California beginning in February. SAN DIEGO (KGTV) -- Coronavirus cases on the San Diego-based USS Theodore Roosevelt are multiplying quickly. On Thursday, Department of Defense officials announced 23 sailors have now tested positive for COVID-19. Officials say they have mild symptoms, fever and a cough. The aircraft carrier left her San Diego homeport in January for a seven-month deployment with roughly 5,000 sailors are on board. The carrier's last stop was in Vietnam more than two weeks ago. SAN DIEGO (KGTV) — Crews are clearing out a large homeless encampment hidden out of sight. It’s so big, it’s taking crews three days to clear the area in Webster. Trash, soiled clothes and old food containers is only a small list of what the eight man crew had to clean up. Stephen Driver, with the Alpha Project Abatement team says the area is, “really filthy. There’s urine bottles all over the place, buckets with human feces, dead animals. You name it.”The Alpha Project Abatement team cleared a stretch of Federal Boulevard. The homeless camp was tucked away near a flood channel. Driver says most of these camps are not easily seen. The Alpha Project crew is contracted with the City of San Diego. They work with the city’s Environmental Services Department to clear the mess. “Sometimes the people are here but usually they’re packing up and leaving once we get here,” says Driver. Police were on hand to make sure crews were safe. The city gave the people living there about a week’s notice about the cleanup.The Alpha Project offers a number of resources for the homeless, including a bridge shelter in downtown. SAN DIEGO (KGTV) - Civil right activists and lawyers are hoping the court system can force San Diego County law enforcement agencies to change the way they deal with protests.On Thursday, a group of lawyers announced a half-dozen claims and lawsuits against the La Mesa Police Department, San Diego Police Department and the San Diego County Sheriff's Department for what they call unnecessary use of force during recent protests.Dante Pride represents four of the claimants, including Leslie Furcron, the woman hit in the head by a bean bag round fired during a protest outside La Mesa police headquarters on May 30.Pride said Furcron suffered multiple fractures in her face, has no vision in her left eye, has problems walking, has problems remembering, and difficulty with balance.RELATED: Woman shot with bean bag round in the face during La Mesa protest makes public statement"All because she decided to come out, as she is entitled to do, and protest," said Pride.Pride’s other clients have injuries ranging from broken fingers to severe cuts and contusions from being hit by what officers call "less lethal" rounds."The manner in which these things were used, shot indiscriminately into crowds, these are lethal methods being used," said Pride.Other claims stem from protests across the city in the days that followed.Gerald Singleton said his two clients are the "epitome" of peaceful protesters, who were simply standing in the crowd when they were hit by what he calls "rubber bullets.""Anybody who embraces this movement is, unfortunately, under the current police culture, viewed as an enemy, and they're treated accordingly,” Singleton said.RELATED: La Mesa woman hospitalized following protests, family saysThe claims ask for monetary damages to cover medical expenses.
