SAN DIEGO (KGTV) — A Descanso woman whose power was cut during last week's Red Flag warning was surprised to receive a utility estimate showing an increase in power use.Cheryl Erpelding's power was taken away for parts of both Oct. 30 and Oct. 31, when SDG&E was trying to prevent a wildfire from igniting and spreading. Still, she got an estimate from SDG&E showing that she used the most power during the parts of those two days when the power was on. "If you're going to email me how much I'm using, why don't you email me a better guess," Erpelding said. The estimate she received reflects her net usage, which usually reflects credit for her putting power back into the grid. That reduces her net usage significantly. During the public safety power shutoffs, she did not put power back into the grid, but still used power during parts of the day it was on. SAN DIEGO (KGTV) -- A graduate program at the University of San Diego that teaches peacebuilding will evaluate whether or not to send students back to Culiacán, Mexico. The concern comes after Thursday's bloody battle involving Mexican federal troops and the son of notorious drug lord Joaquin "El Chapo" Guzman.The USD Kroc School's Trans-Border Institute has been regularly taking graduate students to Culiacán for the last five years, offering seminars and certificate programs in peacebuilding that have had an impact on the region, said program director Ev Meade."It's one of the only states in Mexico that's actually improved with respect to violence and was on the upswing until 3:30 yesterday afternoon and now all bets are off," Meade said in an interview.Meade was scheduled to speak at a conference on Friday but had to cancel the trip abruptly when cartel shooters laid siege to the city.The incident began when members of the Mexican National Guard patrolling a neighborhood in Culiacan and were ambushed by members of the Sinaloa drug cartel. SAN DIEGO (KGTV) -- A .2 million judgment against the San Diego Rock ‘N’ Roll marathon over injuries suffered by an elite wheelchair athlete was recently upheld.Craig Blanchette was born without legs due to a birth defect, but that has not stopped him pursuing his passions. He is a wheelchair racing champion. At 20-years-old, he won a bronze in the 1988 Summer Olympics and over the years, set more than 20 world records. “Wheelchair racing just fit me,” Blanchette said. He eventually took a break to compete in hand cycling, but was preparing to return to wheelchair racing. Court documents said he did everything to prepare for the 2014 Rock ‘N’ Roll marathon, including studying the course map and virtual tour several times. Documents state Competitor Group, which operates the marathon, eliminated a lane on Eleventh Avenue an hour before the race—a move that changed Blanchette’s life. “I wasn’t racing recklessly. I was definitely going to make the corner,” Blanchette said. “When it’s too late to do anything about it, I realized the course had been narrowed by 13 feet. It was significant.” Blanchette was not aware of the change and crashed into a car. He was going more than 20 miles per hour at the time, according to court documents. “It’s the crash that ended my career,” Blanchette said.He filed a civil case against Competitor Group. A jury ruled in his favor and the Court of Appeal recently upheld a judgment of .2 million in his favor. “It’s the best they can offer because they can’t me my racing career back,” he added.It was bittersweet for Blanchette, who had to undergo surgery and several months of recovery. “The doctors basically told me that if I went back to racing and I injured it again, they wouldn’t be able put it back together like I did the first time,” he said.Blanchette now hand cycles, which uses different muscles, and spends time helping other athletes. He has been part of the National Wheelchair Sports Camp for years and this year, Blanchette’s attorney is also helping out. “This case was very eye-opening for me,” said attorney Russel Myrick. “With the proceeds from the case, we intend to make big improvements to the camp and we’re really looking forward to working with the kids.” They hope this ruling will help other athletes with disabilities. “They didn’t accommodate for us in the way that we deserved,” Blanchette said. “[You] want to treat us the same in value, but not the same in function.” Competitor Group did not return Team 10’s request for comment. 2529

SAN DIEGO (KGTV) -- A big step taken in the effort to get the San Diego Police Department to stop using a specific restraining maneuver during arrests.On Tuesday, the community review board voted to recommend that the department gets rid of what police call a carotid restraint in some circumstances.  "Have you ever been choked or had the life choked out of you? I can snap back too!" The public was allowed in the meeting but was not supposed to talk. Desiree Smith couldn't help herself, because this issue is personal. "My son was choked by police at a homecoming event at the school," she said. The community review board debated whether or not San Diego police officers should be able to use the carotid restraint.Police are currently allowed to use the tactic to subdue people that they are trying to detain. Smith told 10News she does not think the restraint maneuver should be used, ever."It's inhumane," she said. "I wouldn't do it to an animal, let alone a human. They have stronger laws for animals than they do for humans."  1085

SAN DIEGO (KGTV) — A Good Samaritan discovered a cat and her 11 kittens inside a downtown dumpster San Diego recently.The San Diego Humane Society said it's now caring for the cat and her kittens, which is a rare size for any litter.“A healthy litter this size is incredibly uncommon and certainly not something we see every day in the nursery,” said Jackie Noble, SDHS kitten nursery manager.RELATED: East County woman loses hundreds of dollars in pet scamThe Good Samaritan told SDHS it didn't appear the cat was dumped there and may have been using the dumpster as a safe place to hide and care for her kittens.SDHS said the animals are all in good health. The animals will remain there until the kittens are ready to be put up for adoption and the mother is spayed."As cute as the kittens are, a litter this large highlights the importance of spaying and neutering.
