Enjoy!”Advocates for public housing say that the Trump-administration order could hurt minority and disabled people.“People should not be shut out of the American Dream based on the color of their skin. However, decades of redlining have cemented this injustice, perpetuated a massive racial wealth gap between Black and white families, and sustained the continued distribution of resources and opportunity based on race,” said Nikitra Bailey, executive vice president at the Center for Responsible Lending. “The government helped create entrenched, pernicious residential segregation and has an obligation to undo it. By rejecting the Fair Housing Act’s mission to dismantle segregation and the inequity it created, this Administration is eschewing its responsibility and will be on the wrong side of history.”The National Low Income Housing Coalition said that despite Trump’s claims, introducing low-income residents into communities can “generate positive returns for taxpayers.” The group cited a Harvard study in making the claim. “The results of this study demonstrate that offering low-income families housing vouchers and assistance in moving to lower-poverty neighborhoods has substantial benefits for the families themselves and for taxpayers,” the study's authors wrote. “It appears important to target such housing vouchers to families with young children—perhaps even at birth—to maximize the benefits. Our results provide less support for policies that seek to improve the economic outcomes of adults through residential relocation. More broadly, our findings suggest that efforts to integrate disadvantaged families into mixed-income communities are likely to reduce the persistence of poverty across generations.”Secretary of Housing and Urban Development Ben Carson, who said he lived in public housing growing up, said that the rule of forcing public housing providers to have documentation that of following fair housing rules was a burden.“After reviewing thousands of comments on the proposed changes to the Affirmatively Furthering Fair Housing (AFFH) regulation, we found it to be unworkable and ultimately a waste of time for localities to comply with, too often resulting in funds being steered away from communities that need them most,” said Secretary Carson. “Instead, the Trump Administration has established programs like Opportunity Zones that are driving billions of dollars of capital into underserved communities where affordable housing exists, but opportunity does not. Programs like this shift the burden away from communities so they are not forced to comply with complicated regulations that require hundreds of pages of reporting and instead allow communities to focus more of their time working with Opportunity Zone partners to revitalize their communities so upward mobility, improved housing, and home ownership is within reach for more people.“Washington has no business dictating what is best to meet your local community’s unique needs.”But advocates say the federal government can play a key role in ensuring access to public housing.“Decades of experience show us that strong HUD requirements, guidance and oversight are absolutely essential to rooting out the structural racism in housing,” said Kristen Clarke, president and executive director of the Lawyers’ Committee for Civil Rights Under Law. “Without critical civil rights protections like the 2015 Affirmatively Furthering Fair Housing Rule, a devastating race to the bottom that will harm Black communities is the inevitable result. You could call them a saving grace. One type of business was deemed essential at the start of the COVID-19 pandemic that helped families living paycheck to paycheck – pawnshops."This is actually our history," Andrew Charbonneau said as he showed off an Edison cylinder phonograph at his shop, Palm Beach Pawn King in North Palm Beach, Florida. Typically searching for precious antiques, Charbonneau said this year, treasure hunting took a backseat in the pawnshop industry."I think we're all in a situation we're not used to, so everybody is doing what we call [to survive]," said Charbonneau, who also owns two other pawnshops, American Gun and Pawn in West Palm Beach and Andrew's Coin and Jewelry in Delray Beach.Across his three shops, Charbonneau saw firsthand what the lockdown in March did to local families."We had a lot of nervous individuals that have never pawned before in their life, and they were in a situation where they had nowhere to go, no other avenues to obtain cash," he said.Some bank branches were temporarily closed, hours reduced in others, but those in the pawning business were open."The essential aspect of what we do was very important for the community because the bank will not lend you on your cellphone, won't lend you on your computer," said Charbonneau.The COVID-19 pandemic put thousands of people in Palm Beach County out of work.According to statistics from the state Department of Economic Opportunity, the city hit hardest was Boynton Beach. In just 30 days, the unemployment rate increased from 4.7 in March to 17.5 in April."They would come in and say, 'I lost my job because of the pandemic,'" said Bobby Gloyd, an employee at G & C Pawn Shop in Boynton Beach.Unemployment rates from the state show Delray Beach had the second-highest increase in unemployment within Palm Beach County, going from 4.2 unemployment rate in March to 15.4 in April. Riviera Beach was the third, jumping from a 5.5 unemployment rate in March to 15.1 the next month.Gloyd said that people pawn the items that hold the most value to pay their mortgages and rent."Gold is always good. It's easier to sell and also has a lot of value," said Gloyd."Family heirlooms, anything jewelry related that has emotionally passed down value, meaning sentimental value. We did see a lot of that. It wasn't so much about selling. They were still nervous about losing it because they didn't know if they'd ever be able to pick it back up," said Charbonneau.When those stimulus and unemployment checks did start coming through, pawnshops say business shifted to sales. They were selling laptops, gaming systems, anything that could help people get through quarantine."Everybody was looking for laptops, I guess when the kids were being homeschooled," said Gloyd."PS4 was one of the big things. If I had 500 of them, [they] would have sold within a week, at the time period," added Charbonneau.Musical instruments, tools for home improvements were all among the hot commodities. And then there were items people couldn't find at retail stores."Bike sales were very, very high. I would say that was a 75%-plus increase. Work out equipment again; we're not used to selling that. It usually sits on the shelves, so there was a lot of increases in fields that I would never project in the future will be the same,” said Charbonneau.Most pawnshop owners said people not only came back for their pawned items when they got their stimulus checks, but they also bought more."iPad air: a lot of people were looking for that," said Charbonneau."The newest thing is like sneakers. ... They've been probably easier to sell than tools. It's nuts," added Gloyd.With 2020 coming to an end, pawnshop owners like Charbonneau, who have been in the business for 40 plus years, say they could have never predicted business trends this year. "And they became interested in the fact that many of our fields had some issues with safety -- especially Rancho's field -- which you know is being replaced. They were motivated to donate ,000 to our school today!"Dr. Kuzma is thrilled to score the generous gift. "We do the best we can with what we have but we can't do anything without community support," he says.The Holzhauers say they're committed to Las Vegas and want to make a difference."And I saw Darcy's article and it really put a bee in my bonnet," James' wife Melissa explains.Helping young people is the Holzhauers' passion."These are our kids that are suffering these horrible injuries," says James, "...potential brain damage from something that could be so easily prevented."Our story uncovered how the five football fields in CCSD with artificial turf are years beyond the warranty and expected life cycle.It also appears the fields were not properly maintained or safety-tested according to industry protocol. G-Max testing is critical for player health and safety. And proper maintenance protects the taxpayer's investment.Rancho Assistant Principal and Athletic Director Gabrielle Crawford closed the school's football field when tests showed it wasn't safe.Her heart goes out to the team this season. She says they've stuck together, worked hard "...and they're the ones practicing in all that equipment in 115 degrees in the summer and they don't get to use the field," Ms. Crawford says.The Rancho field is slated to be replaced for next season.In the meantime, the Holzhauers say Rancho can use the ,000 wherever it's most needed for athletics.And they challenge others to join in and help out."It's important to remember we have a lot of schools in other areas that need help. So for a call to action," says Melissa. "You don't have to pick Rancho! You can pick Rancho!. But also just any way that people can help to give back. From my understanding talking to [Darcy's producer] and Darcy there are a lot of unsafe fields throughout our community. And lots of ways that people can help.'While the Holzhauers are committed to helping youth, we're committed to accountability.Once again we asked the District for G-Max testing results and maintenance schedules for all five turf fields to try and track how things got so bad. They told us Indian Springs had one G-Max test back in 2008 when the field was installed, but then nothing for any of the schools until this year after Rancho raised alarm bells and forced action. YORK, Penn. – John Bailey knows the scope of the economic damage that COVID-19 has created for small businesses. Earlier this year, the owner of a small family-owned travel company was forced to lay off all of his employees.“It’s devastating to me that I’ve worked to ensure that I can be a good employer and raise families, provide for families,” said Bailey, who owns Bailey Coach in York, Pennsylvania.Bailey Coach has been a part of the Bailey family since 1933. Determined to somehow keep from going under, John looked around and that's when he found his answer in a 0 sprayer.“When COVID-19 hit, I said, ‘I’m not going down without a fight. I’m going to do something to provide employment to as many people as I can,’” he added.Bailey had purchased the sprayer a few years back to sanitize his bus fleet. With no busses to sanitize, he started cleaning other businesses in the area. Bailey Coach now owns seven of those sprayers and every day, they're deployed to local businesses to disinfect facilities for COVID-19.Bailey has been able to rehire more than 20 people.“We do this on an ongoing basis as far as preventative maintenance, as much as a pest control company would do, we’re spraying for germs,” he said.As for Bailey Coach, their message to other small businesses trying to rebound from this pandemic is to look at what you already have.“Other businesses need to look within and say, ‘What are we really good at, what can we do?’” 1460
