BEIJING, Aug. 5 (Xinhua) - China's banking regulator on late Thursday said the hypothetical situations in the risk tests of banks, such as a possible slump in property prices, does neither indicate the regulator's judgment on the property market nor possible changes in government property policies.The China Banking Regulatory Commission (CBRC) reaffirmed in an online statement that it allows banks in regions with soaring property prices to suspend loans for third homes according to their assessment on credit risks.The CBRC also said the down payment and the lending rate for third homes mortgage loans should be raised, but the specific amount should be determined by banks.The declaration was made in response to domestic reports that the CBRC had ordered banks in Beijing, Shanghai, Shenzhen, and Hangzhou to stop issuing loans to third home buyers.According to Bloomberg's Thursday report, the banking regulator had told lenders to include worst-case scenarios of prices dropping 50 to 60 per cent in cities where they have risen excessively, which signaled that the government might be growing more concerned about the health of the real estate market.

NGARI/CHENGDU, July 2 (Xinhua) -- Southwest China's Tibet Autonomous Region, known as the "Roof of the World", on Thursday opened its fourth civil airport in farwest Ngari area, shortening a trip to the regional capital Lhasa to one and half hours from three or four days by car.An Airbus 319 landed at Gunsa Airport in Ngari Prefecture at 10:20 a.m., marking the airport's official opening.The passenger flight from Chengdu, capital of the neighboring Sichuan Province, was operated by Air China's southwestern branch.An Air China flight would fly from Chengdu to Lhasa and on to Ngari every Tuesday and Friday, said Bao Lida, a spokesman with the company's southwestern branch based in Chengdu."The flight leaves Chengdu at 5:50 a.m. and arrives in Lhasa two hours later," said Bao. "It leaves Lhasa at 8:40 a.m. and arrives Ngari at 10:20 a.m."At an altitude of 4,274 meters with a 4,500-meter runway, Gunsa Airport is now the third highest airport in the world. BEIJING, Aug. 23 (Xinhua) -- China's top legislature Monday opened its bimonthly session with a series of draft laws and amendments, including the amendment to the Criminal Law and a draft law on intangible cultural heritage (ICH) protection.The session of the Standing Committee of the National People's Congress (NPC) continued to deliberate draft amendments to the Law on Officers in Reserve Forces, the draft People's Mediation Law, as well as the draft Law on the Application of Laws to Civil Relationships Involving Foreign Interests.Lawmakers also deliberated for the first time draft amendments to the the Law on Deputies to the People's Congress, draft amendments to the Criminal Law, the draft Law on the Protection of Intangible Cultural Heritage, and the draft revision of the Water and Soil Conservation Law.The amendment to Criminal Law proposes reducing the number of crimes subject to death penalty from 68 to 55. It also gives a definition of "organization in the nature of a criminal syndicate" and lists tougher punishments for crimes by such organizations.Drink driving, intentionally defaulting on payment to employees and illegal human organ trade are to be listed as crimes in the Criminal Law, according to the amendment.The draft law on ICH protection includes a definition of ICH, mechanisms for ICH surveys, regulation of the inheritance of ICH, and penalties for its destruction.Lawmakers on Monday also heard a report on the NPC Standing Committee's research results on issues for the formulation of the 12th Five-Year Plan (2011-2015). TONGHUA, Jilin, Aug. 10 (Xinhua) -- Rescuers are racing to save 18 miners trapped in a coal mine that flooded due to a deluge that hit the area in northeast China's Jilin Province shortly after midnight Tuesday.More than 2,000 rescuers are pumping water out of the mine through an auxiliary shaft after the entrance of the main shaft collapsed amid rain-triggered floods.Chinese Premier Wen Jiabao has instructed the local government and other related departments to spare no effort in saving the miners' lives.The accident happened at 12:10 a.m. at Hongyuan Coal Mine in the Erdaojiang District of Tonghua, the third largest city in Jilin, said Zhang Dejun, a spokesman for the city government.He said the miners were working below ground to pull out machinery that had been soaked after days of torrential rain, when the flooding occurred.The mine was near the lower reaches of Daluoquangou River, which is swollen after the catchment received 116.2 millimeters of rain Monday."Time is very pressing," Zhang said.Wang Rulin, governor of Jilin Province, arrived at the scene at noon Tuesday to oversee the rescue. Wang visited the families of the trapped miners to hear rescuers' and experts' reports.The Hongyuan Coal Mine has an annual production capacity of 60,000 tonnes and is a township-owned mine. The cause of the accident was not immediately known.Jilin Province has been battered by heavy rain and floods this summer. At least 85 people have died and 66 are missing after floods over the past two months, according to the provincial government.
