JULIAN, Calif., (KGTV)— Firefighters in Julian are hoping to keep San Diego’s last volunteer fire department alive, despite being voted to shut down last week. The Julian Cuyamaca Fire Protection District is now suing the County, alleging the decision to dissolve the department was made in secret meetings. The court hearing for Wednesday was postponed in Downtown San Diego after a judge recused himself from the case.Two weeks ago, Debbie Mushet voted to have the county take over the Julian Cuyamaca Fire Protection District [JCFPD]. “I definitely voted yes for it, and I thought that was the end of it,” Mushet said. In this special election, 56% of Julian residents voted to have the San Diego County Fire overtake the historic volunteer department. “It’s worked as long as I’ve been up here, but it doesn’t work anymore. There’s a time when things just need to change,” Mushet said. “The volunteers have done a great job ion the past, but it’s just the money wasn’t going to be there.”Despite losing the special election and a unanimous vote by the Local Agency Formation Commission to officially dissolve the department, volunteer firemen are not ready to give up. Attorney Cory Briggs, who represents JCFPD said that decision was made through secret meetings. Therefore, the election results and the commission votes are “null and void.” When the County transition team came to the station on Monday, protestors staged a sit-in, refusing the leave the premises. JCFPD said in a statement, the County sent armed Sheriffs Deputies to “intimidate the unarmed JCFPD personnel who were peaceful truing to secure their facilities and equipment while the new lawsuit works its way through the courts.”“CalFire and the Julian Fire Department that exists now, I don’t understand why we can’t coexist,” Debbie Hickey said. “Every time it’s been really good response times. They knew right where to come.”For years, Hickey has relied on the Julian Fire Department for emergency care for her ill husband. She said she trusts the locals more than an outsider who would be assigned to cover the Julian area. “If I was to call 9-1-1, I don’t know who will come, I don’t know what the response time will be, and that’s a very scary situation to be in,” Hickey said. “My husband is staying down in the city during this time because quite frankly, I’m scared to death to let him come home to Julian.”A volunteer fireman told 10News off camera that since Monday they have not been allowed to respond to emergency incidents. In fact, they said their radios were disconnected. In the meantime, all 9-1-1 calls are being handled by Cal-Fire Station 50, down the street from the JCFPD station.While there is no official sit-in happening now, there are still many volunteers at the station. Volunteer crews have barricaded their engines inside the garage with their SUV’s, to try to stop the county from towing their vehicles. Either way, Mushet said this back and forth is getting out of control. “Let the vote speak for itself, let the count come in, volunteers step back, and it’s over and done,” Mushet said. “This is ridiculous. They asked for the vote they got their vote, and they were not happy with the decision, so they’re refusing to give in and it’s just sad. I’ve never seen this town so divided.”Wednesday’s court hearing scheduled for 8:30 a.m. was delayed after the assigned judge recused himself from the case. No reason was given for his recusal. LA JOLLA (KGTV): Researchers at the UC San Diego Moores Cancer Center and the La Jolla Institute of Allergy and Immunology have teamed up to find a new way to fight cancer.They've created a vaccine that can help teach the immune system how to attack only cancer cells and leave the rest of the body alone."Patients will be able to tolerate their therapy much better than they have so far on conventional approaches," says Dr. Stephen Schoenberger from the La Jolla Institute.Each vaccine is highly personalized to the patient. According to a release from UC San Diego, the vaccines "defines the neoantigens – foreign protein fragments recognized by the immune system – in a patient’s cancer. With neoantigens identified, the team can identify peptides – strings of amino acids – that can be used to create a vaccine to stimulate a protective immune system response."Simply put, the new vaccine takes information from a patient's immune system and the tumor and uses it to help white blood cells to fight it."We're giving them life and giving them hope," says Dr. Schoenberger.The first patient in the clinical trial is Tamara Strauss. She was diagnosed with pancreatic cancer in 2015 and went through chemotherapy and surgery."It was brutal," says Strauss. "It's been three and a half years of hell."Strauss' parents helped fund the clinical trial with a million donation. She says she feels fortunate they could do that, but also hopeful that it helps others down the road."I really pray that this vaccine and personalized form of treatment really does change the paradigm of cancer treatment," says Strauss.During the trial, ten patients will get three doses of the vaccine. They'll also be on Keytruda, an immune system boosting drug for up to two years. Their health will be monitored for five years to determine the vaccine's effectiveness. 1871

KENOSHA, Wis. — A man was air-flighted to a local hospital after he was shot by a Kenosha police officer Sunday evening, police say.Kenosha police said the man was shot near a home at 40th and 28th streets in Kenosha just after 5 p.m. Officers were called to a 'domestic incident' at the location.A family member confirmed to Scripps station WTMJ in Milwaukee that the man was Jacob Blake, 29.Police did not say what led up to the shooting but said that officers offered immediate aid.Kenosha police said Blake is in serious condition. A large crowd gathered near the area Sunday evening.A photo of Jacob Blake, provided by his family.A short video circulating on social media shows a man, presumably Blake, walking toward a vehicle. The video shows that police shoot the man in the back as he opened the driver's door of the car.Blake's family says children were in the vehicle at the time of the shooting.The Kenosha County Sheriff's Department and Wisconsin State Patrol are currently investigating the incident.No other details were released.Crowds of protesters gathered in Kenosha after the video of the shooting spread on social media. Fires were set to dumpsters meant to block off roads in the area.The Kenosha County Courthouse and Administration Building were both closed Monday due to overnight damage from the unrest.Wisconsin Gov. Tony Evers released a statement regarding the shooting late Sunday evening."Tonight, Jacob Blake was shot in the back multiple times, in broad daylight, in Kenosha, Wisconsin. Kathy and I join his family, friends, and neighbors in hoping earnestly that he will not succumb to his injuries. While we do not have all of the details yet, what we know for certain is that he is not the first Black man or person to have been shot or injured or mercilessly killed at the hands of individuals in law enforcement in our state or our country," said Evers. "We stand with all those who have and continue to demand justice, equity, and accountability for Black lives in our country—lives like those of George Floyd, of Breonna Taylor, Tony Robinson, Dontre Hamilton, Ernest Lacy, and Sylville Smith. And we stand against excessive use of force and immediate escalation when engaging with Black Wisconsinites."Civil rights attorney Ben Crump, who represents the families of George Floyd and Breonna Taylor, has been retained to represent Blake's family. He issued this statement Monday: “We all watched the horrific video of Jacob Blake being shot in the back several times by Kenosha police. Even worse, his three sons witnessed their father collapse after being riddled with bullets. Their irresponsible, reckless, and inhumane actions nearly cost the life of a man who was simply trying to do the right thing by intervening in a domestic incident. It’s a miracle he’s still alive. We will seek justice for Jacob Blake and for his family as we demand answers from the Kenosha Police Department.
