SAN DIEGO (KGTV) - People who live near Mini Square Park in City Heights are fed up with what they say is a rise in crime and noise. They're calling for a curfew to be imposed at the park from 9 pm - 5 am."Every rule that's posted here is broken all day long and mostly all night long," says one woman who asked 10News not to identify her because she feels unsafe in her home next to the park. "I can get practically high from the marijuana that comes into my window cause it overlooks the park. The noise becomes just unbearable at times."The park opened in 2014, on 43rd Street in between Polk and University Avenue. Sitting between a senior center, an apartment complex and a health clinic, It was designed as a way to give adults in the community a gathering place.Instead, neighbors say it's been overrun with crime and drugs.A search of the website crimemapping.com shows 148 crimes reported within 1000 feet of the park over the last six months. That includes 21 stolen cars, 19 assaults and 16 robberies.It's gotten to the point where some people say they're afraid to walk by it, especially at night."Of course I would like to be in this park, to spend my free time there," says Isaac Musaazi, who lives in the apartment complex next door. "But I can't because of the people who are there."A community meeting to discuss a curfew and how to enforce it is scheduled for Thursday with the Community Parks Committee. SAN DIEGO (KGTV) -- Neighborhoods near the Miramar Landfill are reporting a resurgence of awful odors they believe are coming from the landfill. "You come out the door in the morning and it just hits you," said Matty Wuest of University City. About a mile away, fellow resident Janis Deady concurs. "Like last night at in the morning," she says, "the smell woke me up out of a dead sleep." So, exactly what does it smell like? The distant neighbors are at no loss for words. "If you take the natural gas smell," said Matty, "Mix that with dog poop and vomit. That's what it smell like." Janis said she'd lived near the landfill for more than 20 years without an issue, but that changed about three years ago. "All of the sudden in the 2016 we started smelling putrid, disgusting, horrid smells."The distant neighbors say complaints in 2016 lead to hearings with the San Diego County Air Pollution Control District; resulting in fines for the City of San Diego and mitigation measures that appeared to solve the problem. But in recent weeks they say the smell is back."You shouldn't have to live like that," said Janis, "Not when we pay these taxes." A public information officer for San Diego said by phone the short story is the rain. That as soon as the Miramar Landfill has a chance to dry out from all the recent rains, the odors will dry up as well. But residents say that's not sufficient. "I hope the city would mitigate this and not blame it on the rain or other excuses." Said Matty. "Bottom line," said Janis, "It's got to stop. This is from 2016 to now. SAN DIEGO (KGTV) — Neighbors point to a devastating Northern California fire as their strongest case towards getting the latest housing development denied in East County.Dozens killed and home after home devastated by the Camp Fire in Paradise, Calif., last year."A fire here would cause massive casualties and probably burn into Chula Vista or San Diego," Peter Anderson, of the Sierra Club, said in front of the County Administration Building Wednesday.Neighbors and environmental advocates opposed to Otay Ranch Village 14 say the county needs to stop piling up hazards. Despite the protest, the county moved Wednesday to move forward with the project."This is a catastrophe in the making," Dan Silver, of the Endangered Habitats League, said. "There are tens of thousands of unbuilt units in good village locations, there is no need to put a project in such a dangerous location."Those opposed also believe evacuations would be an issue adding the infrastructure should go elsewhere.The locations for many of the new housing developments in San Diego have been called dangerous. Near Escondido, the Harmony Grove and Valiano subdivison faced similar fire fears related criticism but both were eventually passed by the county board."This project is the poster child for dangerous sprawl development," Anderson said.People who don't want to see more homes built where fires have burned feel it's about putting more folks in harms way. 1444

SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department.
