Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

ORANGE COUNTY, Calif. (KGTV) - When an earthquake strikes seconds of warning can save lives. That's why, for decades, the United States Geological Survey (USGS) has been working with partners to create a warning system to do just that. "Eventually we would like to have something like an Amber Alert where you would get a text message that says shaking is about to occur in your area in a few seconds," said Alex Cadiao, a USGS Field Engineer.He's part of a small team which travels to remote parts of the state to install earthquake sensors into the ground. They provided 10News exclusive access to the region's newest sensor in Orange County. RELATED: 'ShakeAlert' message buzzes San Diego County phones"Ultimately we just want a grid across the whole state," said Christopher Bruton, Research Engineer at Caltech's Seismological Laboratory. There are 45 sensors throughout San Diego County, and dozens more are planned for the rest of Southern California. "The more sensors we have, the better the data, the greater coverage we have and better the quality, and faster response time of these stations," said Cadiao. The sensors work by detecting the initial, less-destructive waves of an earthquake, alerting people shaking is coming and to take cover.Seconds of warning can be critical for surgeons in the operating room, halting trains, or shutting off gas lines. The City of Los Angeles currently has the ShakeAlert app available to people in the city; the hope is that technology will eventually work statewide. "I get a lot of gratification knowing one day this will help save a lot of lives," said Cadiao. The engineers say it will likely be a few more years until all of Southern California will get ShakeAlert warnings on their cell phones. OCEANSIDE, Calif. (KGTV) — A vehicle slammed into a power pole in Oceanside and flipped over early Monday, leaving locals without power and forcing some evacuations.The driver careened into the power pole in the 220 block of N. El Camino Real at about 3:30 a.m. The driver was treated at the scene for minor injuries.The power pole remained upright but was leaning over a nearby mobile home park, threatening some homes. Those homes have been evacuated and power to most of the park has been shut off.SDG&E crews were out to assess the damage Monday. The outage affected at least 180 people. Crews expect to restore power by 4 p.m.It's not clear what caused the driver to lose control. The driver reportedly told Oceanside Police they were trying to avoid hitting a coyote. 785

OAKLAND, Ca. — You might have forgotten what it felt like to be in a theater that’s packed with people, watching a movie on a big screen.Carlos Courtade remembers the connection.“You came for the feeling, like you were part of something,” he said.He remembers the energy that this pandemic has turned into emptiness inside his theater, The New Parkway, in Oakland, California.Courtade is The New Parkway’s director of community outreach.“We already, as an independent movie theater, pride ourselves on having some of the lowest ticket prices around town and also, at the same time, paying our employees the most out of a living wage, more than any other movie theater around, so already our margins are already really, really narrow,” Courtade said.Courtade is familiar with the script that’s been written for theaters in 2020.Hundreds of theaters have closed, and many will never show films again.But The New Parkway is unique, and that’s easy to see when you look at its theaters. Instead of seats, there are couches, giving it more of a basement or living room type feel than a theater.What’s also unique is what is keeping them in business.“Unlike a lot of movie theaters around, we had the benefit of having a full-sized kitchen,” Courtade said.The kitchen is a plot twist that’s keeping the lights on at a movie theater that hasn’t shown a movie in nine months.The New Parkway’s staff prepare and package food it typically would serve in its theater but now sell it to customers who order online.“For the most part, it’s been enabling us to keep our heads above water,” Courtade said.The food helps pay the rent at a time when the movie-less theater is missing 0,000 a month in revenue.But when you look around Oakland, like many cities, you can see why just being open is a win.“I don’t think anyone knows what the impact is going to be long-term,” said Marcus Osborne, who started working as a manager at The New Parkway during the pandemic.As coronavirus, social distancing, and isolation threaten movie theaters today, the threat of tomorrow for this industry beyond this pandemic, if you ask Osborne, is whether customers will ever fully come back.“How are we going to continue to make movie theaters and other forms of entertainment important to people if they’ve found a way to live without it?” he asked.“I’ve heard a lot of people say they wouldn’t come back to the theater even post-pandemic,” Courtade added.The New Parkway says it won’t fully reopen until there is a vaccine readily available.It's hard to predict the ending to this pandemic, but like a movie, there is a moral in the story of businesses like this one: finding a way through, no matter what.“Sometimes you just have to think outside the box,” Courtade said. “Something that might not be obvious or clear right away shouldn’t prevent you from looking at things in a different point of view.” 2886

(AP) — Facebook is tightening its policy against QAnon, the baseless conspiracy theory QAnon, which paints President Donald Trump as a secret warrior against a supposed child-trafficking ring run by celebrities and government officials."Starting today, we will remove any Facebook Pages, Groups and Instagram accounts representing QAnon, even if they contain no violent content," a blog post from the company stated on Tuesday. The move comes less than two months after Facebook said it would stop promoting the group and its adherents — but faltered with spotty enforcement. Facebook said since they stepped up these measures in August, they have removed more than 1,500 pages and groups for QAnon containing discussions of potential violence and more than 6,500 pages and groups connected with militarized social movements.Facebook said Tuesday that it will remove Facebook pages, groups and Instagram accounts for “representing QAnon.”"Pages, Groups and Instagram accounts that represent an identified Militarized Social Movement are already prohibited.
