SAN DIEGO (KGTV) --  At 14 stories high, The tower apartments in downtown San Diego have some nice views. But when you're trying to get down without an elevator - it can be a challenge. Carol Clark says she was left with no choice but to take the stairs from her 13th-floor apartment to go the grocery store on Thursday afternoon. "I did it today but trust me I was breathing heavy when I came in," she said. Clark is one of the 200 senior residents living in the high rise building - a building designated for people over the age of 65. The residents say they've lost count on how many times they elevator has gone out. That's why they decided to call 10News for help. Although the second elevator was working when 10News arrived, residents tell us that wasn't the case for most of the day. They say it's something that happens a lot lately. "There are people here with walkers and wheelchairs," Clark said. "I'm scared to death for them."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."The building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," Clark said. "And the thing is we don't seem to be getting many answers."The residents told 10News they've taken their concerns to management many times but have seen no changes. They say they hope something is done soon, before an emergency happens and it's too late. 10News called the on-site manager and the property management company but have not yet received a response. "It's a stressful situation not knowing if something happens are they gonna be able to get downstairs," Clark said.   1901

SAN DIEGO (CNS) -- Unemployment numbers continue to decrease across San Diego County from a high of 25% in May, a report released Thursday from the San Diego Association of Governments found.The region's unemployment rate is estimated to be 15.9%, the SANDAG report found, 1.8% lower than the previous week and 9.1% lower than this time last month.According to the report, the number of unemployed people in the county began to drop when Gov. Gavin Newsom announced the state was moving into Stage 2 of his four-stage reopening roadmap on May 8. The report also credits local politicians for getting people back to work."Elected officials in the San Diego region have worked aggressively to help businesses reopen as quickly as possible, which contributed to approximately 150,000 workers returning to work in the past month," a summary of the report said. "However, there are still roughly 270,000 unemployed people in the region (down from 425,000 in early May)."San Diego County moved into Phase 3 of reopening in early June, which allowed in-store retail, restaurants, manufacturing facilities, hair salons and barbershops, bars, zoos, movie theaters and hotels to resume operations with appropriate social-distancing rules in place. On June 19, nail and facial salons and tattoo and massage establishments were allowed to reopen.The unemployment rate of 15.9% in the region is still 50% higher than it was at the peak of the Great Recession -- 10.8% in 2009 -- which signals that there is still a long way to go to return to the unemployment levels recorded in March 2020, before the start of the public health crisis.The most affected ZIP Codes remain those in the southern and central part of the region. The five ZIP Codes still experiencing the highest unemployment rates are Golden Hill, College Area, City Heights, San Ysidro and Logan Heights. These areas have an average unemployment rate around 20%.The five ZIP Codes with lowest unemployment rates are Del Mar, Carmel Valley, Rancho Santa Fe, Chula Vista NE and Rancho Bernardo W. SAN DIEGO (KGTV) -- A 68-year-old woman has filed a lawsuit claiming she was sexually abused decades ago by a priest in Rialto, the latest in a wave of litigation targeting the Diocese of San Diego.The woman, identified only as Jane Doe, claims she was abused by Father Efren Neri while he served at Christ the King, a San Bernardino County parish that was then part of the Diocese of San Diego. “For many years, I just lived with it,” the woman said in an interview. “A lot of shame, anxiety all my life.”Father Neri died in 1982, according to the Diocese. In a statement, the Diocese said there are no reports Neri was ever accused of sexual misconduct with a minor. “None in San Diego, none in San Bernardino and none in Fresno,” the statement said. Last week, 20 people sued the Diocese of San Diego, alleging abuses by six other priests. SAN DIEGO (KGTV) -- In an effort to lower costs in one the country's most expensive states for medications, Gov. Gavin Newsom wants California to manufacture its own generic drugs.Newsom is expected to send a proposal as part of the new state budget to the legislature Friday that would allow the state to negotiate contracts with drugmakers to manufacture selected prescriptions on behalf of California.“The cost of health care is just too damn high, and California is fighting back,” Newsom said in a statement. “These nation-leading reforms seek to put consumers back in the driver seat and lower health care costs for every Californian.”Three of the most expensive U.S. cities for medications are San Francisco, Los Angeles, and San Diego. According to a survey by Kaiser Family Foundation, six in 10 Americans take prescription drugs, and 79 percent of those surveyed say the costs are unreasonable. Prescription drug prices have gone up 38 percent since 2017. Newsom's plan would make those medications available at an affordable price for 40 million people living in California. Details on what the drug program will look like will be available when Newsom submits his full proposal Friday afternoon.If approved, California will become the first state in the U.S. to have its own generic drug label. 1315

SAN DIEGO (CNS) - While the U.S. Centers for Disease Control and Prevention recommend people stay at home this holiday season to avoid spreading COVID-19, officials at San Diego International Airport released some tips for those who are traveling as this traditional major travel weekend begins.According to the airport guidance, all travelers should practice preventative health measures such as washing hands often, avoiding touching eyes, nose, and mouth, social distancing at least 6 feet from others, covering coughs and sneezes, and monitoring daily health by conducting a temperature check prior to arriving at the airport. The California Department of Public Health requires all individuals to wear a face covering while on airport property. Face coverings are available at airport information desks, concessionaires, and vending machines located in the terminals.Travelers should have a clear understanding of state, local, and territorial governments travel restrictions for wherever they are headed, including testing requirements, stay-at-home orders and quarantine requirements.Airlines have implemented COVID-19 health and safety measures for check in, boarding, and while on the plane. Passengers should understand the expectations of the specific airline they are using prior to arriving at the airport.Transportation Security Administration security checkpoints are open and all passengers are required to go through screening. The San Diego Airport Authority encourages travelers to leave ample time, preferably two hours, to get through security and to their gate.Rental Car Center buses require social distancing and therefore are running at reduced capacity. Plan ahead and leave ample time to accommodate longer shuttle wait times. The trolley provides service to the terminals at Palm Street on the Rental Car Center shuttles.
