According to California Highway Patrol, the crash happened on Mesa Rock Road near Mesa Ranch Drive around 12:30 a.m. CHP says the 17-year-old female was standing outside a vehicle parked on the right shoulder having a conversation with four friends. Three of the individuals, including the teen, crossed the road from east to west. As they crossed, CHP says either a white Toyota SUV or a pickup truck speeding northbound struck the teen."The California Highway Patrol Oceanside Area is asking the public for assistance in locating a 2008 to 2012 model year range second generation, Toyota Highlander, pearl white in color. (KGTV) - A man has been arrested in connection with the Fallsbrea fire that broke out in Fallbrook on Sunday, according to the San Diego Sheriff's department.The brush fire started in the area of Ramona Drive and Pala Road around 12:15 p.m.When a deputy arrived on scene to investigate the smoke, the deputy saw a white man walking away from what appeared to be the point of origin of the fire, a press release states. The man was identified as 34-year-old Brad Arands.Arands was disheveled and his behavior was suspicious, deputies said. Arands was detained until the fire was controlled and a further investigation could be conducted.The fire burned approximately five acres and threatened numerous homes. One outbuilding was destroyed. The fire was 100 percent contained by about 4 p.m. Arands was arrested on suspicion of felony arson and booked at the Vista Detention Facility.   950

ESCONDIDO, Calif. (KGTV) — A firefighter was injured Wednesday when a roof collapsed on him while battling a blaze at a North County strip mall.Crews responded to the strip mall at 945 W. Valley Parkway just before 3:20 p.m., according to Escondido Fire Department. One engine arrived to the end unit of the mall fully engulfed in flames and extending into a neighboring business, EFD said.It's not clear how the fire started. The fire appears to have originated in a shoe repair and garment cleaner business, according to Google Maps images. The business sits next door to a gun and ammo business.One firefighter was injured in the blaze when part of a roof collapsed, according to EFD. He was taken to Palomar Medical Center for treatment. EFD didn't reveal the extent of the firefighter's injuries.EFD added that one civilian had minor smoke inhalation and refused treatment at the scene. 899

ENCINITAS (CNS) - A North County community leader who's known as a bicycle and pedestrian safety advocate was hit by a truck and seriously injured while riding her bicycle in Encinitas early Saturday.The crash happened shortly after 6 a.m. Saturday on North Coast Highway 101 near Phoebe Street, San Diego Sheriff's Lt. Dave Perkins said.The victim was Roberta Walker, executive director of the Cardiff 101 Main Street Association, The Coast News reported. Walker is known as a staunch defender of pedestrian and cyclist rights.She was taken to a hospital in critical condition, Perkins said. Walker suffered injuries to her brain and spine, as well as broken bones, according to The Coast News.Alcohol and drugs were not considered to be factors in the crash, Perkins said.Cardiff 101 Main Street is an organization that promotes "a safe and healthy environment" and "a walkable community that provides goods and services for local residents and visitors alike" in Cardiff-by-the-Sea, according to the organization's website.A biographical page on the website describes Walker as a passionate cyclist.
