For just the third time on record, a fourth tropical storm has formed in the Atlantic basin by the end of June, marking an active start to hurricane season.Tropical Storm Dolly formed on Tuesday off the coast of Maine, packing top winds of 45 MPH as of the 5 p.m. advisory from the National Hurricane Center. The system is not expected to strengthen into a hurricane, and should weaken into a depression over the next day.The system is notable as it’s the second-earliest system to use a “D” name in the Atlantic.Last month, experts from the National Hurricane Center said that the 2020 hurricane season would likely be above average.“NOAA’s analysis of current and seasonal atmospheric conditions reveals a recipe for an active Atlantic hurricane season this year,” said Neil Jacobs, Ph.D., acting NOAA administrator. “Our skilled forecasters, coupled with upgrades to our computer models and observing technologies, will provide accurate and timely forecasts to protect life and property.”Government forecasts projected there would be 13 to 19 tropical storms in the Atlantic. The last four hurricane seasons have been considered above average, with 2019 measuring as the fourth-most active Atlantic hurricane season in history. 1238

For months, President Donald Trump has relentlessly attacked the Russia probe, and his missive Wednesday saying Attorney General Jeff Sessions should stop the investigation reignited the question of whether Trump's actions would constitute obstruction of justice.Soon after becoming President, Trump asked then-FBI Director James Comey to stop investigating former national security adviser Michael Flynn, according to Comey. Trump later fired Comey, and said Russia had been on his mind when he made the decision. After special counsel Robert Mueller was appointed to investigate Russian interference in the 2016 US election, Trump apparently considered firing Mueller. Now as Mueller's first trial is underway, of the President's former campaign chairman Paul Manafort, Trump has ramped up calls to end the whole probe. "This is a terrible situation and Attorney General Jeff Sessions should stop this Rigged Witch Hunt right now, before it continues to stain our country any further," Trump tweeted. As Mueller has been investigating Russian interference and any links between the Russian government and the Trump campaign, his team is also exploring whether Trump has attempted to obstruct the investigation.Yet prosecutors say obstruction is not a clear-cut matter and corrupt "intent" would have to be proved. And ultimately, Trump's actions might not be tested in a court of law but rather in the chambers of Congress. The traditional venue for action against presidential wrongdoing is the impeachment process, where it would fall to the House and Senate to determine whether Trump's actions warrant punishment.Trump's tweets prompted an immediate response from Rep. Adam Schiff of California, the top Democrat on the House Intelligence Committee, who said on Twitter that the demand from the President "is an attempt to obstruct justice hiding in plain sight" and added, "America must never accept it."Sessions last year recused himself from the investigation related to Trump's 2016 presidential campaign. (Sessions had earlier failed to disclose during his Senate confirmation hearing contacts with Russia's ambassador to Washington.) Deputy Attorney General Rod Rosenstein appointed Mueller as special counsel to look into the Russian interference and any Trump campaign officials' involvement.Trump has repeatedly denied any connections and has also said there has not been any obstruction. As Manafort's trial began this week, the President repeated his "there was no collusion" mantra. Earlier this week Trump's lawyer Rudy Giuliani said on CNN that Trump would not be found "colluding" with the Russians.Yet as much as the word "collusion" has been invoked to describe possible complicity between Trump associates and Russian operatives, there is no federal crime of "collusion" in this kind of investigation. The crimes that might be charged would be conspiracy, making false statements, destruction of evidence or obstruction of justice. That last offense covers any attempt by someone to "influence, obstruct, or impede" the "due administration of justice." The key question in a criminal case is whether the individual acted with a corrupt intent.Former federal prosecutor and CNN legal analyst Renato Mariotti suggested that special counsel investigators may view Trump's directive to Sessions as evidence of such corrupt intent."They think this is more evidence of corrupt intent. I think that the Mueller team is adding more tabs to their exhibit binder," Mariotti told CNN's Kate Bolduan on "At This Hour" in response to a question about what Mueller's team might think about the latest tweets. He added that "what these tweets are are presidential statements."Mariotti cautioned that he did not think the tweet would be used by Mueller as the specific basis for an "obstructive act," but said that "today's tweet is a very, very strong indicator that the President is willing to do whatever it takes to make sure that he and his friends are protected from the investigation."Giuliani attempted to downplay the President's tweet on Wednesday by saying it was not a presidential order."The President was expressing his opinion on his favored medium for asserting his First Amendment right of free speech," Giuliani told CNN's Dana Bash. "He said 'should', not 'must', and no presidential order was issued or will be."White House press secretary Sarah Sanders echoed that interpretation, telling reporters that Trump "wants to see it come to an end, as he has stated many times, and we look forward to that happening." She added, "The President is not obstructing. He's fighting back." 4666

Former Vice President Joe Biden told supporters Tuesday night to "keep the faith" and have patience, as results trickle in from around the country. Biden spoke from his Delaware home just before 1 a.m. ETCar horns could be heard during his short speech, a familiar sound from Biden's drive-in rallies during the final weeks of the campaign. "We feel good about where we are," Biden told supporters, referencing recent projected wins in Minnesota and what Biden says are positive trends in Pennsylvania and other battleground states. Biden also repeated a sentiment he had shared earlier in the day, as he thanked supporters for their patience. “Presidents don’t decide what votes are counted and not counted; voters determine who’s president.”His comments were a little bit of a surprise, given several key states had not been called yet and Biden's comments earlier in the day. When asked if he would give a speech Tuesday night, Biden simply told reporters, “If there’s something to talk about tonight, I’ll talk about it,” according to the Washington Post.Shortly after Biden's speech, Trump addressed the nation from the White House and falsely claimed victory, and vowed to send the outcome of the Supreme Court should the results prove he lost. In a statement, Biden campaign manager Jen O'Malley Dillon called the comments "outrageous, unprecedented and incorrect." There had been some questions earlier in the day whether Trump or Former Vice President Joe Biden would give any speech Tuesday night. There has been warnings all week it could take longer for states to count record-levels of mail-in ballots and in-person votes, and there may not be a winner projected in the presidential race Tuesday night.During a stop at his campaign headquarters, President Donald Trump said he was not thinking about any speeches Tuesday night yet. When asked if he had prepared one, he said, “No, I’m not thinking about a concession speech or acceptance speech yet. Hopefully we’ll only be doing one of those two. And you know, winning is easy, losing is never easy, not for me it’s not.”However, Tuesday night, Kellyanne Conway told ABC News the president is planning on giving a speech."You will hear from the president tonight," Conway said when asked if Trump would talk. "The President is expected to address the nation later from the East Room of the White House," Conway explained, adding that four years ago, Trump gave his speech at around 3 a.m.No word what time the president will talk. 2500

Federal safety regulators say that at least four people have died following head-on crashes in Hyundai and Kia cars in which the airbags did not deploy. The National Highway Traffic Safety Administration said it's investigating the airbags in 2011 Hyundai Sonatas and 2012 and 2013 Kia Fortes after it received reports the devices failed to deploy in six different crashes that resulted in injuries, including the four involving fatalities. There are an estimated 425,000 cars on US roads that could be affected by the problem, according to the NHTSA's review, which was made public on Saturday.Hyundai announced earlier this month that it plans to recall 155,000 of the 2011 Sonatas due to a short circuit in the controller that deploys the airbags. But it has yet to recall the cars because it does not yet have a fix in place. The automaker said it will notify owners by April 20.Hyundai's initial recall statement did not mention that any deaths or injuries had occurred in the cars with faulty airbags. When asked about the NHTSA's investigation, it said the four accidents involving Sonatas resulted in two deaths and two injuries. It described the accidents as "rare and unique.""These accidents included a very high rate of speed and a severe offset head-on collision to the front driver side of the vehicle," said the company. "We are actively investigating what exactly causes the airbag control unit to become damaged in these specific types of accidents."Kia, which is also owned by Hyundai Motors but operates as a separate company in the US, has not announced any recalls for the Forte related to the airbag. Kia said it is working with NHTSA but that it "has not confirmed any airbag non-deployments arising from the potential chip issue."The airbags were made by ZF-TRW, according to the NHTSA filing. Spokespersons for VF-TRW did not respond to a request for comment. The largest auto recall in the nation's history involved 50 million airbags made by supplier Takata for 37 million cars across most major automakers. Those airbags, which exploded and sent shrapnel into the car's occupants, have been tied to at least 13 U.S. deaths and more than 200 injuries, according to NHTSA. 2238
