SAN DIEGO (KGTV) — San Diego County's recovering job market will take a hit from the new wave of coronavirus-related restrictions that went into effect this week, SANDAG's chief economist said Thursday. The region's jobless rate had been falling from a peak of 25% in early May to 14.3% in late June, the San Diego Association of Governments reported Thursday. However, on July 6, new restrictions went into effect to slow the spread of COVID 19. Restaurants and several other public-facing businesses were forced to end indoor service, while bars that don't serve food were required to close. That sent people who had returned to work back to seeking unemployment."Until there's a vaccine in place, it's going to be a very bumpy ride," said Ray Major, SANDAG's chief economist. "It's going to be up and down. There will be times probably where they say OK we can start opening up again, and then for some reason the health numbers start to become worse, and so the economy is going to be impacted again."At Little Italy's Cloak and Petal restaurant, managing partner Cesar Vallin said only about half of the restaurant's 40 workers have been brought back. He said the restaurant changed its menu and moved service outside, but the lower capacity is hitting revenue. "Let's just face it, this could happen two or three more times by end of the year," Vallin said. "If it does, we've got to get really good at opening and closing turn key."SANDAG estimates 240,000 San Diegans are currently unemployed.Faisal Asseri, Cloak and Petal's Bar Director, started receiving unemployment insurance this week again after returning to work. "I would like to say that I'm doing better than what it kind of looks like out there," he said. SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. SAN DIEGO (KGTV) - San Diego Police are investigating Tuesday the report of a woman's body found in the water at Bonita Cove in Mission Bay.A person walking on the beach found the remains of the woman about 10:20 a.m., San Diego Police Lt. Chris Sharp said.There was no indication of foul play but there were injuries to the body, said Lt. Sharp.The Medical Examiner will try to identify the victim and conduct an autopsy to determine the cause of death.Bonita Cove is a busy area of Mission Bay. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice. SAN DIEGO (KGTV) — San Diego Police have arrested a 26-year-old in connection with a Logan Heights house fire that killed three of his family members last weekend.Police say Wilber Romero was arrested Friday for homicide and arson in connection with the deaths of his parents 44-year-old Jose Romero and 46-year-old Nicolasa Maya-Romero, and his sister 21-year-old Iris Romero in a house fire on Sunday. Romero's mother and sister died at the hospital in the days following the blaze while his father died in the fire. The family’s 23-year-old daughter and 16-year-old son remain in the hospital. He has been booked into county jail and is set to arraigned on Oct. 22.On Oct. 13, the fire broke out around 4:30 a.m. Sunday in the 3100 block of Clay Ave. Firefighters had to go inside and pull the victims out.Romero, who identified himself to 10News that morning as the family's oldest son, said he awoke to find his bed on fire and tried to yell for his family to get out of the home."My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," Romero said after the blaze.One witness told 10News he could see one of the victims reaching through the bars in the windows, unable to escape the fire."The minute I stepped out of my restroom, my house on the inside felt warm, like really warm.
