The National Weather Service is projecting Southern Arizona's fire season to be more active than normal."There's leftover dry fuels from last year, and there's newly formed fine fuels," Warning Coordination Meteorologist Ken Drozd said.Above average daytime high temperatures, combined with storm systems bringing wind but no rain, and very dry conditions, are some of the reasons why the NWS projects May and June to have the more fire activity than normal.Due to a wet February, there is now more dry fuel in the region, according to Drozd. Sometimes, significant rain events leading into fire season can delay or shorten it, but that wasn't the case this year."Those new grasses that greened up from that precipitation event have now dried out again, due to the warm temperatures we've experienced lately," Drozd said."The hotter you get, the more you're going to dry things out. It just keeps things dried out unless you get some intermediate rain that'll come in, and again, there's none in the forecast right now."Last year, fires ripped through Southern Arizona from April to July, blackening landscapes and destroying homes in their paths. People from communities all through the region were forced to evacuate, sometimes on multiple occasions.The American Red Cross is urging people prepare ahead of time. The oldest American survivor of the Japanese air attack on Pearl Harbor has died.  Ray Chavez was 106.Gary Bobileff of the Spirit of Freedom Foundation told 10News, "He was a humble man and he was truly a patriot."Seaman first class Ray Chavez was assigned to the Navy minesweeper U.S.S. Condor; it was on continuous duty for the next nine days in the waters around Pearl Harbor.  Bobileff described his focus as two-fold."Number one; love of country; that is of paramount important. Number two: Be strong, be bold, be brave."Chavez has often attended commemorative events in San Diego and in Hawaii.  A few months ago Ray Chavez was invited to the White House."The president acknowledged him, shook hands."Richard Rovsek, also from the Spirit of Liberty Foundation of Rancho Santa Fe, recalls the moment."It was very emotional; the president was charming as he can be. But this storm is less severe than the previous one on March 2, which left at least six people dead. The investigation into the Uber crash that killed a Phoenix?homeless woman is still in its early stages.  But preliminary reports from Tempe police show the victim, Elaine Herzberg, 49, was jaywalking when the self-driving car hit her on Mill Avenue near Curry Road Sunday night.However, it raises an important question. Who is responsible if there is a law broken by one of these robotic vehicles?Phoenix attorney James Arrowood studies driverless car technology and the law. He also teaches a course on driverless cars to other attorneys in for The State Bar of AZ.He said, unfortunately, this was bound to happen because technology isn't foolproof.  "The good news out of this particular tragedy is we will have more information than we have ever had in an auto accident," Arrowood said. "We'll have sensors and cameras (data)."But when it comes to liability, Arrowood said Governor Doug Ducey's executive order requires driverless cars to follow the same rules of the road as any driver in Arizona, plus more."It specifies that if a company operates an autonomous vehicle, it has to comply with all of the traffic safety laws, in addition to extra parameters for autonomous vehicles," Arrowood said.That means "no driver" does not mean "no fine.""So if one of the (Uber) autonomous vehicles were to be speeding, then Uber would get a ticket for speeding," Arrowood said.Arrowood says where it gets cloudy is the civil liability. Under normal circumstances in a traffic crash, a plaintiff could go after a driver, the carmaker and maybe a company like the tire manufacturer if there was a blowout, for example."You had a limited universe," Arrowood said. "Now with autonomous vehicles, we don't know how deep that universe goes. For instance, could the municipality, could the government have some responsibility for permitting those cars on the road or for not having sensors in place?"Arrowood said although the Tempe crash is a tragedy, the public has to remember the technology isn't perfect or magical, and it's virtually impossible to avoid every collision.
